with Disability and The Tanzania Food and Drugs Authority (TFDA) Public Service Recruitment Secretariat invites qualified Tanzanians to apply for the post of Chief Executive Officer of the Occupational Safety and Health Authority (OSHA) and other 40 posts of different cadres for the Tanzania Food and Drugs Authority (TFDA) respectively.



1.0 CHIEF EXECUTIVE OFFICER OF THE OCCUPATIONAL SAFETY AND HEALTH AUTHORITY (OSHA) - RE-ADVERTISED

1.1 BACKGROUND

The Government through the Public Service Reform Programme (PSRP) established Occupational Safety and Health Authority under the Executive Agency Act No. 30 of 1997. Occupational Safety and Health Agency was officially launched on 31st August, 2001. It has been set up with the aim of improving the health and wellbeing of workers and of workplaces. This will be achieved by promoting occupational safety and health (OSH) practices in order to prevent occupational injuries and diseases and ultimately achieve better productivity. The primary objective of the Occupational Safety and Health Authority (OSHA) is to ensure creation and maintenance of ideal work environments which are free from occupational hazards that may cause injuries or illness to all employees in work environment. This will be achieved by promoting occupational health and safety practices in order to reduce accidents and occupational diseases, and ultimately achieve better productivity.

JOB TITTLE: - Chief Executive Officer
REPORTS TO: Permanent Secretary- Prime Minister’s Office- Labour, Youth, Employment and Persons with Disability
SUPERVISES: Directors, Heads of Units and Zonal Managers

DUTIES AND RESPONSIBILITIES
The Chief Executive is the Agency’s Accounting Officer and shall specifically be responsible for:
i. Preparation and submission of strategic business plans and associated budgets;
ii. Implementation of the approved plans, including the achievement of performance targets;
iii. Organization and Management of the assets and resources allocated to the Agency efficiently, effectively, economically and in accordance with the principle of fairness and equality as outlined in the Executive Agencies Act and its Regulations;
iv. Management and allocation of the assets and resources allocated to the Agency;
v. Preparation and provision of Agency performance reports and financial statements to the Permanent Secretary;
vi. Ensuring that all aspects of the management and organization are kept under review and they suit OSHA’s business needs;
vii. Contributing to the development and formulation of policy changes, including assessing the impact and practicability of proposed policy changes and ensure those changes are implemented efficiently;
viii. Promoting public confidence in the expertise and quality of its service and impartiality of the Agency decisions.

1.2 QUALIFICATIONS
i. Master Degree either in Occupational Safety and Health, Medicine, Environmental Health Science, Engineering in (Mechanical, Geological, Electrical or Chemical), or any other related fields;
ii. At least ten (10) years working experience in Senior position of which six (6) years should be in Senior Management position in reputable organization; and
iii. Age should be below fifty (50) years.

2.0 FOURTY (40) POSTS FROM TANZANIA FOOD AND DRUGS AUTHORITY (TFDA) – AGE SHOULD NOT BE ABOVE 45 YEARS OLD.

2.0.1 Background
Tanzania Food and Drugs Authority (TFDA) is an Executive Agency under the Ministry of Health, Community Development, Gender, Elderly and Children which is responsible for regulation of quality, safety and effectiveness of food, medicines, cosmetics and medical devices for the purpose of protecting and promoting public health. TFDA is established under Section 4 (1) of the Tanzania Food, Drugs and Cosmetics Act, Cap 219. The Authority seeks to recruit competent, open-minded, result oriented with high integrity Tanzanians to fill the following vacancies:

2.0.2 POST: FOOD INSPECTOR - Four (4) posts
DUTY STATION- Namanga 1, Sirari 1, Dar es Salaam Port 2
DUTIES AND RESPONSIBILITIES
Conduct inspections according to the established Standard Operating Procedures (SOPs)
Prepare and submit inspection reports according to SOPs
Process applications for registration of premises, licences, imports and exports permits of food
Supervise destruction of unfit products
Prepare status reports on permits, imports and exports of food
Develop and maintain good relations with customers
Perform any other duties relevant to the above that they may be assigned by superiors

QUALIFICATION
Bachelor of Science or its equivalent either in Food Science, Food Technology, Environmental Health Sciences or related field from recognized Universities or institutions.

2.0.3 POST: ASSISTANT FOOD INSPECTOR – Four (4) posts
DUTY STATION: Dar es salaam 3, Kasumulu 1.
DUTIES AND RESPONSIBILITIES
General inspection at port of entry
To Screen products
To document verification
To conduct and prepare inspection reports
To check and verify import/export licence and permit applications
To prepare reports
To perform any other duties relevant to the above that they may be assigned by superiors

QUALIFICATION
Holder of Ordinary Diploma in Food Technology, Food Sciences, Environmental Health Sciences or related field from recognized Universities or institutions.

2.0.4 POST: DRUG INSPECTOR - Four (4) posts
DUTY STATION: Dar es Salaam (Eastern Zone) 2, Arusha 1, and
Dodoma 1
DUTIES AND RESPONSIBILITIES:
Conduct inspections according to the established Standard Operating Procedures (SOPs)
Prepare and submit inspection reports according to SOPs
Process applications for registration of premises, licences, imports and exports permits of drugs, cosmetics and medical devices
Supervise destruction of unfit products
Prepare status reports on licence, permit, import and exports of drugs, cosmetics and medical devices
Develop and maintain good relations with customers
Perform any other duties relevant to the above that they may be assigned by superiors

QUALIFICATION:
Bachelor of Science or its equivalent either in Pharmacy, Pharmaceutical Technology, Microbiology or related field from recognized Universities or institutions.

2.0.5 POST: ASSISTANT DRUG INSPECTOR – Four (4) posts
DUTY STATION: Horohoro 1, Kilimanjaro International Airport (KIA) 1, Tunduma 1
and Mutukula 1
DUTIES AND RESPONSIBILITIES:
General inspection at port of entry
To Screen products
To conduct and prepare inspection reports
To check and verify import/export licence and permit applications
To prepare reports
To perform any other duties relevant to the above that they may be assigned by superiors

QUALIFICATION:
Holder of Ordinary Diploma in Pharmaceutical Sciences, Pharmaceutical Technology, Microbiology or related field from recognized Universities or institutions.



2.0.6 POST: FOOD ANALYST – two (2) posts

DUTY STATION: DAR ES SALAAM

DUTIES AND RESPONSIBILITIES:

To conduct analysis of samples
To prepare and submit analysis results report.
To update the relevant laboratory database
To train and give guidance to subordinates
To perform any other duties related to the above that they may be assigned by superiors

QUALIFICATION:
Bachelor of Science or its equivalent either in Food Sciences, Food Technology, Microbiology, and Chemistry, Biotechnology or related field from recognized Universities or institutions.

2.0.7 POST: DRUG ANALYST – two (2) posts
DUTY STATION: DAR ES SALAAM
DUTIES AND RESPONSIBILITIES:
To conduct analysis of samples
To prepare and submit analysis results report.
To update the relevant laboratory database
To train and give guidance to subordinates
To perform any other duties related to the above that they may be assigned by superiors.

QUALIFICATION:
Bachelor of Science or its equivalent either in Pharmacy, Herbal Medicine, Botany, Microbiology, Chemistry, Biotechnology or related field from recognized Universities or institutions.

2.0.8 POST: LABORATORY TECHNICIAN (FOOD)-Five (5) posts
DUTY STATION: DAR ES SALAAM–3 Mwanza - 2
DUTIES AND RESPONSIBILITIES:
- To analyse samples
- To prepare reagents
- To keep samples in safe custody before analysis
- To train and give guidance to the subordinate
- To keep the working bench clean and tidy before and after analysis
- To keep the laboratory equipment’s, instruments and apparatus in safe custody
- To report faults and breakage of equipment of laboratory
- Recording results prepare reports and submit to the superiors
- To perform any other duties that they may be assigned by superiors

QUALIFICATION:
Ordinary Diploma either in Food Sciences or its equivalent from recognized Universities or institutions.

2.0.9 POST: LABORATORY TECHNICIAN (DRUG)-Five (5) posts
DUTY STATION: DAR ES SALAAM – 3 and Mwanza – 2
DUTIES AND RESPONSIBILITIES:
To analyse samples
To prepare reagents
To keep samples in safe custody before analysis
To train and give guidance to the subordinate
To keep the working bench clean and tidy before and after analysis
To keep the laboratory equipment’s, instruments and apparatus in safe custody
To report faults and breakage of equipment of laboratory Recording results prepare reports and submit to the superiors

QUALIFICATION:
Ordinary Diploma either in Pharmaceutical Sciences or its equivalent from recognized Universities or institutions.

2.0.10 POST: LABORATORY ASSISTANT (DRUG)-One (1) post
DUTY STATION: DAR ES SALAAM
DUTIES AND RESPONSIBILITIES:
Cleaning of laboratory equipment and arrangement of instruments
Supervision of cleaning of the laboratory
Cleanliness status labelling of instruments and benches
Weighing of samples and preparation of reagents
Perform simple analysis using simple parameters under supervision
Recording results, prepare reports and submit to the superiors
Prepare reports and submit to superiors
To perform any other duties that they may be assigned by superiors

QUALIFICATION:
Holder of form IV Secondary Education Certificate and Certificate in Laboratory Assistant from any recognized Universities or institutions or who has acquired Trade Test Grade Three (III) or Level One from VETA.

2.0.11 POST: LABORATORY ASSISTANT (Food)-One (1) post
DUTY STATION: DAR ES SALAAM
DUTIES AND RESPONSIBILITIES:
- Cleaning of laboratory equipment and arrangement of instruments
- Supervision of cleaning of the laboratory
- Cleanliness status labeling of instruments and benches
- Weighing of samples and preparation of reagents
- Perform simple analysis using simple parameters under supervision
- Recording results prepare reports and submit to the superiors
- Prepare reports and submit to superiors
- To perform any other duties that they may be assigned by superiors

QUALIFICATION:
Holder of form IV Secondary Education Certificate and Certificate in Laboratory Assistant from any recognized Universities or institutions or who has acquired Trade Test Grade Three (III) or Level One from VETA.

2.0.12 POST: INFORMATION AND COMMUNICATION TECHNOLOGY
OFFICER-Four (4) posts
DUTY STATION: DAR ES SALAAM 2, Mbeya 1 and Arusha 1
DUTIES AND RESPONSIBILITIES:
- To allocate MIS resources to users
- To monitor use of MIS resources
- To develop and review Webpages for TFDA websites
- To prepare and maintain computer systems backups
- To develop application software as may be required
- To develop and maintain TFDA communication network, application System and databases
- To provide technical support to ICT system users
- To develop various reports as may require by users
- To carry out any other duties related to the above as may assigned by superiors.

QUALIFICATION:
Bachelor degree either in Computer Science, Information Technology or its equivalent from recognized Universities or Institutions.

2.0.13 POST: DRUG REGISTRATION OFFICER-Four (4) posts
DUTY STATION: DAR ES SALAAM
DUTIES AND RESPONSIBILITIES:
To review and evaluate documentation of product applied for Registration
To evaluate generic medicines, cosmetics, medical devices and promotional materials applied for registration
To prepare and submit evaluation and progress reports to head of section
To update the relevant product registration database
To attend and respond to customer enquiries related to product registration
To perform any other duties related to the above as may be assigned by superiors

QUALIFICATION:
Bachelor Degree either in Pharmacy, Chemistry, Bio-Medical Engineering, Medicine, Veterinary Medicine, Laboratory Technology, Microbiology,
Pharmacology, Toxicology, Biotechnology or related field from recognized Universities or institutions
