Community Development, Gender, Elderly and Children; as well as academic and non-academic
institutions to address the problems of Tuberculosis, Malaria, HIV/AIDS, Nutrition, Maternal
and Child Health and to undertake initiatives to advance public health research, education, and
services for improving the lives of people. MDH (Sub recipient) in collaboration with Deloitte
Consulting Limited (Prime) through USAID BORESHA AFYA SOUTHERN ZONE PROGRAM
seeks to recruit a qualified individuals to fill the following positions:

Position: PEDIATRIC HIV ADVISOR- 1 post
Location: IRINGA,
Reports to: REGIONAL TECHNICAL MANAGER
Job Summary:
The PEDIATRIC HIV Advisor is a self-motivated individual who will be responsible for providing
technical support to PEDIATRIC HIV program activities with the different partners including the
supported facilities. The PED HIV Advisor main objective will be responsible for overseeing day-today implementation USAID Boresha Afya Southern Zone in the respective region and lead
implementation and reporting of project activities, outputs and outcomes. She/he will coordinate
effective engagement of key stakeholders at his/ her region in the implementation of project activities,
including regional and council health management teams (R/CHMTs), community-based service
providers and direct project beneficiaries’/peer clients and other USAID Boresha Afya Southern Zone
regional team members.
Duties and Responsibilities:
• The PEDIATRIC HIV Advisor is responsible for ensuring that supported sites meet national
standard for PEDIATRIC HIV, through implementation of different planned activities.
• Ensures that supported sites implement integrated and comprehensive package of PEDIATRIC
HIV services at all levels through various activities and support PEPFAR Accelerating Children
Initiative.
• Facilitate implementation of PITC for children in OPD, Pediatric Wards and RCH clinics
• Advocate for and assist in the implementation of child centered services at all supported health
care facilities.
• Support the implementation of support groups for children and adolescent living with HIV at
the supported health facilities to support the disclosure process, adherence to treatment,
retention into care and maximum viral suppression
• Support the capacity building activities through the following: –
o Collaborate with R/CHMTs to identify training needs for health facilities, districts and
regional personnel and organize trainings for facility level staff using currently
recommended national curriculums
o Collaborate with regional and district CHMT to develop a mentorship program for facility
staff work in CTC, RCHs clinics and OPD/IPD departments on PED HIV services including
identification, care and treatment services and prevention initiatives
• Work with R/CHMT to ensure that USAID BORESHA AFYA Southern Zone supported facilities
implement integrated and comprehensive package of PEDIATRIC HIV services at all levels
through:
o Participation in supportive supervision with regional and district teams to strengthen their
paediatric HIV services and sensitize providers in Continuum of Care and other issues related
to PEDIATRIC HIV.
o Participate in capacity building and implementation of the national guidelines and tools for
PEDIATRIC HIV services
o Be responsible for achievements of program targets in PEDIATRIC HIV services
o Strengthen systems for M&E of PEDIATRIC HIV services
• Lead efforts to identify, capacity, build and effectively engage key community resource persons –
including CSOs to accelerate tracking of missing PEDIATRIC HIV clients.
• Collaborates closely with M&E and Data Management departments in assuring quality data and
reporting and using M&E for effective program management
• Support Continuous Quality Improvement initiatives through: –
• Mentoring of health facility teams to build local capacity for CQI activities
• Assist facility teams to understand flow chart and process analysis for systems improvement
• Monitor, track and collect periodic data/reports from health facilities and provides guidance
and recommendations related to tracked indicators and outcomes; ensuring proper and
timely documentation of QI activities and results
• Support monitoring of project progress, preparing periodic reports of the respective program area.
• Lead efforts to identify, document, scale-up and disseminate best practices and lessons learned in
PEDIATRIC HIV services and overall project implementation.

Position: HIV ADVISOR: 1 Post

Reports to: Regional Technical Manager (RTM)
Duties and Responsibilities
• To strengthen and assure the technical performance as per national standards of the programs that
are supported by Boresha Afya in the respective regions, including HIV services across the health
facilities.
• To lead implementation of key program initiatives to address program, donor and national priorities
– such as index HIV testing and focused PITC – in line with national guidelines
• To implement and manage a robust capacity building program, for HIV and related service
providers; capitalizing on supportive supervision, mentorship and on-job training
• To actively participate in and provide technical assistance (TA) to the District Medical Officer
(DMO) and District AIDS Control Coordinator (DACC), Council Health Management Team
(CHMT) and supported health facilities in planning, implementation of HIV and related health
programs
• To conduct needs assessment, on HIV and related programs and services in her/his council(s) and
organize efforts to address these needs -; including in areas of capacity building and health system
strengthening – in collaboration with the RPM, DMO and DACC.
• Work with Regional and Council health management teams R/CHMT to ensure that CHSD
supported sites implement integrated and comprehensive package of HIV collaborative services at
all levels through:
o Participation in supportive supervision with regional and district teams
o Ccollaborate with R/CHMTs to identify training needs for sites, districts and regional
personnel and organize trainings for site level staff using currently recommended
o Be responsible with the achievements of program targets for HIV care and treatment area
and support monthly & quarterly reporting accordingly
o Collaborate with M & E team to strengthen systems for M&E of HIV and ensure care and
treatment (paper tool and/or software) are available and properly used while assuring
quality data, reporting and using M&E for effective program management at all CHSD
supported sites
• To ensure timely collection and submission of national HIV services and program data – as well
as support strengthening of the related M&E systems – in collaboration with the M&E team
• Lead efforts to robustly analyse and utilize program data to inform plans, priorities and resource
allocation and write reports, best practices and lessons learned for wider dissemination
• Collaborates with other Program advisors and grants team in developing and reviewing district
sub-grantees’ proposals to assure realistic target settings and adequate allocation of resources
and utilization in compliance with donor’s requirement.
• Responsible for the timely submission of work plans, reports on activities performed,
preparation of monthly and quarterly reports or any other report, as required by the supervisor
and CHSD project management
• Perform other relevant program related duties as assigned by the Regional Technical Manager
Requirements: Experience, educational and professional qualifications
a) Medical Doctor degree
b) Master’s degree in Public Health or related field is an added advantage.
c) At least 3 years of experience working in public health programs/ services
d) Ability to work under pressure and stringent deadlines
