The USAID Boresha Afya Southern Zone is a five-year (1 October 2016 – 30 September
2021) PEPFAR supported program through USAID. Deloitte Consulting Limited implements the program in 42 councils in Iringa, Njombe, Morogoro, Lindi, Mtwara and Ruvuma with its technical partners Family Health International (FHI360), Engender Health and Management and Development for Health (MDH). The purpose of USAID Boresha Afya is to increase access to high quality, comprehensive, and integrated health services, in communities, we serve especially women and youth. USAID Boresha Afya is set to create a dynamic, integrated platform for delivery of health services that emphasizes intensified coordination and collaboration between the government, health facilities and communities, towards achieving HIV epidemic control while integrating FP, TB, MNCH, Malaria care and Nutrition through innovative integration approaches at all levels and opportunities.

Job Title: Regional Monitoring and Evaluation Officer (RAS Office) - 1 Position
Reports to: Regional Aids Control Coordinator (RACC)
Location: Ruvuma Region
Salary: Based on Program Salary Scales
Terms of employment: Nine months (renewable upon funding and satisfactory performance)
Broad Function
The Monitoring and Evaluation Officer will be responsible for supporting the regional and/or district sub-grantees to collect, analyze and report quality data while ensuring that they comply with all data management and quality dimensions requirements of the program. S/he will identify Monitoring & Evaluation (M&E) capacity needs of the sub-grantees and provide support in building their capacity at all levels. S/he will oversee the use of agreed national M&E tools and ensure timely, quality and reliable data reporting. S/he will be responsible for covering all requirements of the component of the program and maintain conducive working relationships with facility staff, the RHMT & CHMT and other relevant partners working in their region of operations.
S/he will report to the Regional Aids Control Coordinator (RACC) and administratively to the Regional Monitoring and Evaluation Team Lead.
Main Areas of Responsibility:
§ Work in close collaboration with facility health care workers, RHMT/CHMT, HMIS & FP’s to ensure coordination and complementarities of monitoring and evaluation activities to enhance regular data collection and submission;
§ Work in collaboration with the project technical teams to review program performance and service statistics of each site and facilities;
§ Contribute to the development and presentation of periodic reports to key stakeholders;
§ Contribute to documentation and dissemination of best practices and lessons learnt;
§ Build the capacity of the facility based data-clerks and health care workers on data quality assurance;
§ Support development and implementation of data quality improvement and quality assurance (QA/QI) plans for the program;
§ Coordinate quarterly data collection and analysis at site/district/regional level;
§ Assist in the compilation of Semi and Annual Progress Reports (S/APRs), including quarterly reports;
§ Producing a variety of written documents e.g. success stories, abstracts, data summaries, workshop reports, etc.;
§ Deploy relevant measures for reviewing performance across sites within the region in line with program and national standards;
§ Compile and analyse data for performance monitoring and evaluation of the project and work with partners at regional level to analyse and utilize data to take corrective act;
§ Within target districts and regions collect and analyse data on progress integrational activities and take corrective measures appropriately including comparison among the USAID Boresha Afya program sites;
§ Actively work with the Regional Administrative Secretary Office to ensure that the districts and region meets set targets in accordance with PEPFAR and National standards;
§ Support sub grantees in preparation of implementable annual work plans;
§ Certify completion of Milestones by sub grantees as per prior agreed specifications;
§ Any other duties that may be assigned from time to time.
Qualifications:
§ Bachelor Degree in Demography, Nursing, Medicine, Statistics, Social Sciences (Economics, Sociology, Development studies, Social work), Population, Health Informatics or Monitoring & Evaluation or any medical degree; Master’s degree will be an added advantage;
§ Good computer literacy in basic Microsoft packages, any data management and visualization software (excel, access, Tableau, etc.);
§ Ability to use any statistical analysis software such as R, SAS, Stata;
§ Proven Computer skills and strong knowledge of MS Office applications especially Excel.
Other relevant Skills/Experience:
§ Working experience in a donor-funded health programs as an M&E;
§ Good planning and organization skills;
§ Experience and understanding of the use of data in the health sector’s HIV and RCH/FP programs using routine program data (DHIS2, NTLP, CTC2 database).
Job Title: District Data Officer - 8 Positions
Reports to: District Aids Control Coordinator (DACC)
Location: Ruvuma Region
Salary: Based on Program Salary Scale
Terms of employment: Nine months (renewable upon funding and satisfactory performance)
Broad Function
District Data Officer is a key technical person in coordinating and supervising data collection and reporting system of all HIV and AIDS interventions supported by USAID Boresha Afya – Southern Zone in the respective district. S/he will play a central role in the implementation of data management and quality control activities and ensure timely production of program reports. S/he reports to the District Aids Control Coordinator, BUT will collaborate with the respective DHMIS FP, DTLC, DRCHCO, CBHS Focal Person and Malaria Focal person at District level, while at program’s level, will report to the M&E Officer assigned to that district.
Main Areas of Responsibilities
§ Supervise, coordinate and provide technical support to the assigned health facilities’ Data Clerks on data collection, compilation and analysis;
§ Ensure all project reports; daily, monthly, weekly, quarterly, semi-annual and annual reports are of high quality and are produced and submitted on time and entered into ProDMIS, DATIM, DHIS2 and IPRS;
§ Collect and analyse PMTCT,C&T, CECAP, Gender, FP,TB,TB/HIV,HTS and CBHS data from sub grantees;
§ Work in collaboration with R/CHMTs, HMIS unit and health facilities’ HCWs and CSOs to ensure smooth coordination of all monitoring and evaluation activities;
§ Ensure availability of tools at the health facilities and respective CSOs within the assigned district/s;
§ Provide data entry support to CHMTs into the DHIS2 including conducting data reviews and validations at health facilities and districts levels;
§ Ensure all Data Clerks under his/her portfolio collaborate with CBHS at community and health facility levels for tracking defaulters, producing list of Missed Appointment and LTFU and updating the database accordingly when patients return to care;
§ Provide all the necessary support and assistance on data requests at health facilities/district(s) levels to USAID Boresha Afya – Southern Zone’s program staff;
§ Ensure all Data Clerks conduct daily, weekly and monthly tracking of all HIV positive clients from all testing points at health facility level;
§ Ensure there is proper documentation of the identified clients for easy tracking;
§ Actively participate in all QI related activities and ensuring provision of accurate data on monitored indicators by the QI team within respective district(s);
§ Work with M&E Officers to provide database support to all electronic sites by ensuring all databases within the district/s have the most current version at all times;
§ Provide on job training to CHMT, HCWs, CSOs and data clerks on data entry and report generation including analysis as the need arises;
§ Plan and carry out data quality audits in collaboration with the program’s M&E & Technical team;
§ Ensure all the electronic facilities have entered data into ProDMIS on daily/weekly/monthly/ Quarterly basis as per indicator requirement;
§ Track Daily performance of Data Clerks by ensuring their daily reports are submitted weekly to M&E team;
§ Develop data input controls, range and logic checks, and other data management processes based on input from other team members;
§ Train data clerks to develop and implement ad-hoc queries; and provide them with technical assistance in running data cleaning activities;
§ Performing any other related duties as assigned by the supervisor from time to time.
Minimum requirements for the position (e.g. academic and professional qualifications, length of experience etc.)
§ Degree in Statistics, Health Informatics, Monitoring and Evaluation or any related field;
§ In lieu of a degree, a diploma in relevant field with a minimum of 2 years of relevant experience shall be considered;
§ Ability to use any statistical analysis software (i.e. STATA, SPSS etc.);
§ Proven computer skills and strong knowledge of MS Office applications especially Excel
§ Working experience in data management/ Monitoring and Evaluation;

Job Title: Data Clerks - 48 Positions
Reports to: CTC In charge
Location: Ruvuma Region
Salary: Based on Program Salary Scale
Terms of employment: Nine months (renewable upon funding and satisfactory performance)
The employee will be expected to do the following with the approval of the employer or his representative:
§ Enter patient information, family information, visits, and laboratory results and other findings into the CTC2 database system;
§ Ensure all the patients records are properly stored and monitored according to the National NACP guidelines on storage of confidential client information;
§ Ensure that patients monitoring tools are neatly kept and easily accessible when needed;
§ Ensure all project reports; daily, monthly, quarterly, semi-annual and annual reports are of high quality and are produced and submitted on time and entered into ProDMIS, DATIM, DHIS2, IPRS and any introduced data reporting system;
§ Provide data entry support to CHMTs into the DHIS2 including conducting data reviews and validations at facility and district level as required;
§ Collaborate with CBHS at community and health facility levels for tracking defaulters, producing list of Missed Appointment and LTFU and updating the database accordingly when patients return to care;
§ Provide all the necessary support and assistance on data requests at facility or district level to USAID Boresha Afya – Southern Zone’s program staff;
§ Conduct daily, weekly and monthly tracking of all HIV positive clients from all testing points at facility level ensuring proper documentation of these clients for easy tracking;
§ Actively participate in all QI related activities and ensuring provision of accurate data on monitored indicators by the QI team within respective assigned facilities;
§ Conduct routine analysis of data and display of key set of HIV/AIDS indicator progress on a monthly/quarterly basis, and share findings with the Facility/CTC staff for use and for decision making;
§ Conduct monthly data audit. Verify data entered in CTC2 database and that of the paper based source. Check the completion of CTC2 cards and work with CTC staff to rectify any inconsistencies;
§ Participate in health education activities for preventing HIV transmission particularly among people living with HIV/AIDS attending clinic in CTC /RCH;
§ Work closely with other staff members at CTC and RCH to provide good services to clients attending the clinic;
§ Actively follow up and track patients who have missed their clinic visits on a daily basis after end of every clinic session;
§ Participate in internal Data Quality Assessment with R/CHMT;
§ Conduct monthly data cleaning exercise for respective site/s;
§ Prepare a list of patients who are eligible for HVL on weekly basis from the CTC2 database, share with CTC in charge ensure all HVL sample collected and results received are documented and entered into CTC2 cards and CTC2 database on timely manner;
§ Ensure that all IPT records (start and completion) are documented into CTC2 cards and database on timely manner;
§ Ensure continuous back up of the CTC2 database files after every visit (daily, weekly or monthly basis);
§ Conduct routine data checks on client information entered into CTC2 database on a daily/weekly basis);
§ Conduct day to day synchronization of client’s appointment dates through the SMS reminder system;
§ Provide weekly tracking SMS Reminder report to M&E Officer and updating client’s phone numbers into CTC2 database;
§ Ensure that all the information concerning clients at CTC and RCH are kept confidential at all times;
§ Ensure all Donor reporting requested are prepared and submitted as requested by the M&E team or District Data Officers in your region;
§ Ensure updated version of CTC2 database is running as per NACP requirements and ensure quarterly export of data to NACP (Macro3) is done as per NACP requirement.
Minimum Qualification
§ Certificate or Diploma in computer Science, Records managements, and or Information technology.
§ Must have Computer skills and knowledge at least word and excel;
§ High integrity and honesty;
§ Excellent presentation and communication skills (both spoken and written);
§ Self-driven and results oriented;
§ Good inter-personal skills.
