The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world's largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC is therefore seeking a Community Service Coordinator for the NRC Office in Kasulu-Kigoma, Tanzania. The Community Service Coordinator will report to the Camp Management PDM

Job description
1. Line management of Community Services field staff
2. Adherence to NRC policies, guidance and procedures
3. Contribute to the Community Services strategy development, project proposals and provide input on needs and gaps to the CM PDM
4. Manage and implement the portfolio of Community Services activities (implementation, budget and project documentation) as delegated by the CM PDM in line with proposals, strategies and donor requirements, and ensure high technical quality
5. Provide regular progress reports and flag any challenges or implementation delays to the CM PDM
6. Ensure that Community Services activities target beneficiaries most in need of assistance and protection and explore and asses new and better ways to assist
7. Promote and share ideas for improvement and necessary changes in the activities
8. Ensure capacity building of project staff and transfer key skills
9. In line with NRC's commitment to safe programming and in discussion with the main stakeholders, develop and implement a community engagement strategy for Nyarugusu Refugee Camp, taking into account existing community representation mechanisms and endeavouring to promote community empowerment and self-reliance.
10. Ensure meaningful participation of traditionally under-represented groups - including women, youth, elderly and Persons with Special Needs (PSN) - in community representation structures, including committees and other consultation mechanisms present in the camp.
11. Assess capacity and knowledge gaps among community representatives, develop and implement a capacity building strategy. The capacity building strategy may cover, but not be limited to, conflict management/resolution techniques, Protection from Sexual Exploitation and Abuse (PSEA), as well as refugee law key principles.
12. In consultation with the refugee population, promote the formulation and support the implementation of small-scale community-driven projects within the camp and establish adequate monitoring system to ensure transparency and accountability.
13. Support the refugee population in the organization and roll-out of community-driven social, recreational and educational events and activities.
14. Develop and implement a comprehensive CwC strategy for Nyarugusu Refugee Camp, ensuring that: Accurate and coordinated information regarding services and other critical camp issues is timely disseminated to the refugee population; beneficiaries' feed-back on gaps in service provision is regularly collected and acted upon by the Camp Management team, as well as by other concerned camp actors.
15. Oversee and coordinate the organization of information campaigns, events and other activities with the objective of maximizing information dissemination among the camp population
16. Expand and improve the existing complaint and feedback mechanism (Helpdesks) established and managed by the NRC Camp Management team, strengthening inter-agency referral and follow-up SOPs.
Qualifications
1. Minimum 2 years of relevant experience in implementation of Camp Management, Community Development, Social Cohesion, Conflict Management or Protection projects/programmes in a humanitarian/early recovery context, preferably in camps or camp-like settings.
2. Previous professional experience in a humanitarian response, working closely with displaced populations and local authorities.
3. Proven team management skills.
4. Higher education, preferably in social science or other compatible fields of study.
5. Documented results related to the position's responsibilities.
6. Knowledge about own leadership skills/profile.
7. Capable of working under pressure.
8. Experience in report writing.
9. Proficiency in a wide variety of software, e.g. Microsoft Office, Outlook, etc

1. Familiarity with the humanitarian coordination architecture, preferably in the framework of a refugee response.
2. Previous professional experience in camps or camp-like settings.
3. Native mastery of Kiswahili.
4. High proficiency in English, both oral and written.
5. Knowledge of French or Kirundi is a strong advantage.
6. Previous experience in capacity building and knowledge of various interactive training techniques adaptable to various audiences (e.g. refugee committee leaders, NGO staff, etc.).
7. Knowledge of Communication with Communities (CwC) principles and methodologies
