Introduction
The United Nations Development Assistance Plan 2016 – 2021 (UNDAP II) is an agreement between the United Nations agencies and the Government of Tanzania under which the UN undertakes to support the United Republic of Tanzania towards attaining the priorities of the government as articulated in the Government of Tanzania’s second Five Year Development Plan 2016-2021 (FYDP II) and the Revolutionary Government of Zanzibar’s MKUZA Successor Strategy 2016-2021, which commenced implementation on 1 July 2016. In alignment with the national visions (the Tanzania Development Vision 2025 and Zanzibar Vision 2020) and the Sustainable Development Goals (SDGs), the FYDP II and MKUZA Successor Strategy prioritize inclusive economic growth whilst promoting social well-being and good governance for all citizens.

This development cooperation project, designed to implement the ILO’s Decent Work Agenda as articulated in its Decent Work Country Programme (DWCP) through the Democratic Governance, Human Rights and Gender Equality Outcome Group of the UNDAP II, focuses on three key strategies towards improved governance and tripartism. These are supporting the Government of Tanzania and the Revolutionary Government of Zanzibar in strengthening capacities of the labour inspectorates to enforce compliance; improving access to justice by strengthening the institutions of labour disputes resolution to better serve workers and employers through mediation and arbitration of disputes; and enhancing capacities of workers’ and employers’ organizations in collective bargaining and voluntary compliance for better working life. The overall objective is to support the Government of the United Republic of Tanzania, the social partners and labour institutions :
1) to improve workplace compliance and their improved implementation through strengthened national capacity of labour administration institutions and
2) to strengthen institutions and mechanisms for tripartite social dialogue, industrial relations and collective bargaining with a view to fostering the involvement of governments, employers’ and workers’ organizations in addressing gender equality, non-discrimination and enhancing workplace compliance

Reporting lines
The National Programme Coordinator will report to the Director, ILO Country Office Dar es Salaam, and his/ her reports will feed into the Democratic Governance, Human Rights and Gender Equality team/ group of the UNDAP II

Description of Duties
• Implementation of programme strategies on deepening democratic governance, human rights and gender equality
• Management of the project and activities
• Creation of strategic partnerships and implementation of the resource mobilization strategy
• Provision of top quality advisory services to the Government, social partners and project stakeholders and facilitation of knowledge building and management
Ensures implementation of programme strategies on deepening democratic governance, human rights and gender equality in Tanzania, focusing on achievement of the following results:
• Through Labour Inspection national governance is more effective, transparent, accountable and inclusive
• Government and human rights institutions have enhanced capacity to meet international human rights reporting requirements and implementation of UPR, treaty body and special procedures recommendations
• Social partners have enhanced capacity on collective bargaining and negotiation skills to improve voluntary compliance
Provides strategic direction and leadership in the programme area of Governance and human rights, gender equality:
• Provides an overall strategic vision for Democratic Governance, Human Rights and Gender Equality the overarching objective of the ILO/ UN;
• Leads formulation efforts to ensure a programme which is relevant, in line with UNDAP, DWCP practice areas, and national development frameworks.
• Devises strategies for increased programme delivery and quality programming;
• Ensures the promotion and application of the drivers of development effectiveness (promotes national ownership through social dialogue and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results,
• Ensures that the programme/ project adheres to the Human Rights Based approach;
• Assesses the impact and effectiveness of the programme in Democratic governance, human rights and gender equality;
• Promotes coordination among the various components of programme cluster and with the other UNDAP programmes.

Required qualifications 
Education 
• First / Bachelor Degree in political science, law, development studies or a related social science discipline.

Experience
• At least 3 years of work experience in a governance and capacity development related field.
• Experience with Government, ILO/UN, NGOs, or other development organizations is a definite asset.

Languages
Excellent command of English and Swahili

Competencies
• Good knowledge of ILO and UN rules and regulations, policies, procedures and practices
• Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices.
• Good knowledge of the role and operations of ILO/ DWCP and UNDAP system activities
• Excellent drafting skills. Ability to communicate effectively both orally and in writing. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
• Good computer applications skills. Good organizational skills. Ability to work on own initiative as well as a member of a team.

Introduction 
The International Labour organization with a funding from the Irish Government is embarking on the implementation of a programme named Inclusive Growth, Social Protection and Jobs Programme (IGSPJ Irish Aid/ILO). Over the period of 5 years (December 2016 until December 2021), the IGSPJ Irish Aid/ILO Programme overall goal is to ensure that national governments use appropriate, well designed and well managed social protection measures and employment promoting approaches to the delivery of public investments in order to promote resilience, access to services and employment opportunities for poor and vulnerable people, contributing to inclusive economic growth. The Programme will cover five countries under the responsibility of ILO Lusaka Office for Zambia, Malawi, Mozambique (CO-Lusaka); Tanzania under the ILO Country Office for the United Republic of Tanzania, Kenya, Uganda, Rwanda and Burundi (CO-Dar es Salaam) as well as Vietnam under the ILO Country Office for Viet Nam (CO-Hanoi).

The programme has two Components, namely, social protection and employment intensive public investment. The selection of the two components is premised on the fact that social protection and public investments in employment programmes offer the potential for an integrated approach to investing in human capital and contributing to the interrelated and mutually supportive strategic objectives of promoting the right to work and ensuring universal social protection floors. The key outcomes of the two components are, among others:
Increasing the share of public investments that goes to employment and social protection programmes;
Building an adequate institutional framework/capacity with sufficient budgetary resources to achieve highest impact on job creation and social protection coverage, and;
Enhancing monitoring and evaluation systems, improved data collection and distribution to enable realistic analyses and decision-making at all governance levels.
Under this project, Tanzania is implementing one of the components namely strengthening the national capacity for the planning, implementation and monitoring of employment-intensive public works. The Government of Tanzania and its cooperating partners are implementing the Public Works Program as a safety net intervention under Productive Social Safety Net (PSSN) programme implemented under Tanzania Social Action Fund (TASAF). The PSSN objective is to ensure timely and predicable transfers to poor households to enable to earn additional income through their participation in public works activities during lean season while creating quality community assets, imparting technical and vocational skills and addressing the impact of climate change. To this end the ILO together with TASAF and its partners conducted an assessment of TASAF PSSN Public Works Programme Component using ISPA-PWP Assessment Tool. The ILO Employment Intensive Investment Programme (EIIP) is addressing the recommendations of this assessment for the continuous improvement of the TASAF PSSN Public Works Programme.

Reporting line
Under the overall responsibility of the Country Director for ILO Country Office for the United Republic of Tanzania, Kenya, Uganda, Rwanda and Burundi (CO-Dar es Salaam) – the Finance and Administration Assistant will directly report to the National Programme Coordinator (NPC) for Employment Intensive Investment Programmes based in the CO-Dar es Salaam.

Description of Duties
• Maintain financial records for the project and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for daily transactions and reports.
• Prepare POs and external collaboration and service contracts.
• Maintain contact with officials of local banks to obtain information on changes in procedures and regulations, exchange and interest rates, and matters pertaining to the maintenance of office bank accounts.
• Prepare on own initiative correspondence, answer queries from national stakeholders and partners and obtain information for implementation of the programme.
• Work in close collaboration with Programme and Finance Units in CO- Dar es Salaam with preparing Office Financial Clearance, External Payment Authorisation and Budget Revisions for Project related activities.
• Provide advice and assistance to officials and experts in preparing project budgets, project document revisions and budgets for other activities.
• Assist and guide project management in monitoring project funds as well as in maintaining the internal financial controls of projects.
• Process and examine project budget information and data in accordance with instructions, and make necessary abstracts and computation.
• Coordinate and perform all project administrative tasks
• Brief experts and other officials on financial and administrative matters.
• Organise travel plans and arrangements, and calculate and settle travel claims for office staff or others as appropriate.
• Arrange for the local procurement, maintenance and safekeeping of equipment, furniture, vehicles and supplies for the office and its projects, as well as the maintenance and security of office premises
• Carry out specific operational and control tasks for project implementation
• Perform other duties as assigned by the Supervisor.

Required qualifications 
Education 
Completion of secondary school education, plus formal training in accounting, finance or business administration from a recognized commercial school or equivalent.

Experience 
Six years of progressively accounting clerical financial and administrative work, and some training in an administrative field.

Languages
Excellent knowledge of English and Kiswahili is required.

Competencies 
• Ability to work with word processing and spread sheet software, as well as computer software packages required for work.
• Ability to work in stakeholders engagement and communications (organization of events, preparation of media briefs, press reviews, etc.).
• Knowledge of financial and administrative management processes, experience with financial rules and procedures. Knowledge of operations in an UN organization would be an advantage.
• Ability to work in a team and to work under pressure.
• Ability to organize own work.
• Ability to perform with integrity, honesty and openness
• Ability to work with confidential material.
• Must demonstrate responsible behaviour and attention to detail.
