EMPLOYMENT OPPORTUNITIES

I.  NATURE AND SCOPE

The Universal Communications Service Access Fund has been established under section 4 (1) of the Universal Communications Service Access Act No.11 of 2006, Cap 422, with the following objectives:-
  • To ensure the availability of communication services in rural and urban under- served areas;
  • To promote the participation of the public and private sector in the provision of universal service in the rural and urban under-served areas;
  • To promote the socio-economic development of the rural and urban undeserved areas;
  • To create a framework for an open and efficient access to and use of communication and service in production and availability of competitive market;
  • To promote widespread provision of quality services at affordable rates and ensure that: rural and urban under-served areas have access to communication and information services at a reasonable and affordable prices ; and
  • To ensure availability of universal services by enhancing communications services access through private sector participation
  • The Fund is now seeking applications from interested competent, qualified and motivated candidates to apply for the following vacant positions.




MONITORING AND EVALUATION UNIT

1.1 Senior Monitoring and Evaluation Officer II (1 Position)

Entry Qualifications
Bachelor’s Degree or its equivalent in ICT with specialization in Telecommunication, Electronics and Communication, Information Technology or Computer Engineering with working experience of a minimum of six (6) years.

Duties and Responsibilities

  • To position the Fund strategically as a key partner in its core business and establish a good understanding of the Fund’s core business;
  • Manage corporate branding and image of the Fund, manage discrepancies between the company’s desired identity and brand features;
  • To assist in developing strategic corporate communications plans that leverage multiple traditional end-innovative elements. to create a powerful, impactful program;
  • To promote the Fund’s brand and engage executives and customers in relevant industry dialogue:
  • To mobilize internal and external support to meet the Fund’s organizational objectives;
  • Manage communications with all stakeholders of the Fund; relationships with investors, business persons in ICT sector, media, internal and external audiences etc.
  • To assist in managing the Corporate Social Responsibilities activities of the Fund;
  • To manage relationships with the media; organize press briefings, write and disseminate press releases to the media through different channels; and
  • To carry out any other duties as assigned from time to time by supervisor,


OPERATIONS DEPARTMENT
VACANCIES AT THE UNIVERSAL COMMUNICATIONS SERVICE ACCESS FUND (UCSAF)

2.1 Senior Operations Engineer II (1 Position)

Entry Qualification

Degree in ICT with specialization in Telecommunication, Electronics and Communication, Information Technology or Computer Engineering.

Experience

Minimum of six (6) years post registration experience in Telecommunications, Electronics and Communication industry.

Duties and Responsibilities

  • Assist the supervision of project implementation in assigned areas
  • Assisting the development of options for best execution of intervention programs in identified project areas with appropriate mechanisms and technologies for interventions in the specific areas;
  • Assist the supervision of short-term Project Managers who are contracted to supervise large-scale financial projects;
  • Assist the supervision Project Implementation done by other parties;
  • Assist the development of progress report as an input information for monitoring project implementation progress from time to time;
  • To drive initiatives to reduce manual efforts through automation and process improvement in the Fund;
  • To assist in the tendering process for approved programs of project implementation;
  • To conduct field study project areas to determine the level of quality for service provision in commissioned project areas in line to the relevant technologies and determine deficiencies requiring rectification: and
  • To carry out any other duties as assigned from time to time by the supervisor.


PROJECT PLANNING AND DEVELOPMENT DEPARTMENT

3.1 Senior Planning Engineer II (1 Position)

Entry qualification

Bachelor’s Degree or its equivalent in ICT with specialization in Telecommunication, Electronics and Communication, Information Technology or Computer Engineering. Must be a holder of a First Degree In the field of ICT, Electrical Engineering or equivalent qualification.

Experience
Minimum of six (6) years post registration experience in Telecommunications, Electronics and Communication industry.

Duties and Responsibilities

  • To Identify various project areas that need Fund’s intervention;
  • To assist in the coordination and conduct of research and development programs intended to explore new developments in the communication sector in the view of identifying areas requiring the intervention;
  • To develop project planning schedules for various projects as input to Project Implementation;
  • To assist in the development of options for interventions and solutions for emerging needs in the current market and review current interventions in the specific market segments;
  • To update usage and services distribution map within the geographic areas of the United Republic of Tanzania;
  • To supervise juniors on the preparation of project scheduling, tendering and ;implementing programs; and
  • To carry out any other duties as assigned from time to time by the supervisor.



3.2 Planning Engineer I (2 Positions)

Entry qualification
Bachelor’s Degree or its equivalent in ICT with specialization in Telecommunication, Electronics and Communication, Information Technology or Computer Engineering.

Experience
Minimum of three (3) years post registration experience in Telecommunications, Electronics and Communication industry.

Duties and Responsibilities

  • To assist in planning field studies in developments of the communication sector intended to determine needs and intervention;
  • To assist in determining development projects with corresponding plans in various areas as the basis for project implementation
  • To lead juniors in collecting data /information from different stakeholders to enable projection on the roll-out plans;
  • To lead juniors in conducting studies in the current and future level of provision and supply of services in the market and establish need gaps,
  • To coordinate tender preparation for the implementation of the universal service projects,
  • To update public register of all projects under implementation and develop projects for future new project initiations in new areas based on currently and planned project areas: and
  • To carry out any other duties as assigned from time to time by the supervisor.


FINANCE AND ADMINISTRATION DEPARTMENT

4.1 Senior Human Resources and Administrative Officer II (1 Position)

Entry Qualification
Holder of degree in Human Resource Management, Public Administration or equivalent qualification from a recognized institution.

Experience
Minimum of six (6) years relevant experience and must have relevant knowledge in computer applications.

Duties and Responsibilities

  • To deal with staff welfare services such as health;
  • Services, housing and insurance:
  • To organize staff training sessions. workshop and such activities;
  • To develop and implement a human resources plan and effective implementation of policies and procedures related to human resources within the Fund;
  • Ensure the functioning of approved staff benefit systems for the Fund’s employees:
  • To supervise and provide assistance to members of Staff on proper care and maintenance of office equipment and related accessories;
  • To provide advice arid recommendation on disciplinary actions;
  • To prepare notices and advertisement for vacant staff positions;
  • To promote equality and diversity as part of the culture of the organization;
  • To administer payroll and maintaining records relating to staff;
  • To ensure correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws, Government Circulars and directives and other statutes;
  • Supervising, guiding. counseling, mentoring, identification of training needs and recommending training and development programmes for officers in the Department; and
  • To carry out any other duties as assigned from time to time by supervisor.


4.2 Human Resources Administration Officer I (1 Position)

Entry Qualification

Holder of degree in Human Resource Management, Public Administration or equivalent qualification from a recognized institution.

Experience

Minimum of three (3) years relevant experience and must have relevant knowledge in computer applications.

Duties and Responsibilities

  • To assist in the annual and semi- annual staff performance appraisal programs to employees;
  • Analyzing staff performance and career progression and making appropriate recommendations;
  • Assist in updating the existing rules and regulations and adapting them to the changing environment including the related statutes and management structures;
  • Supervising, guiding, counseling, mentoring, identification of training needs and recommending training and development programmes for officers in the Department;
  • a list of potential training institutions in line to the current and future training and development programs; and
  • To carry out any other duties as assigned from time to time by supervisor.


4.3 Finance Officer I (1 Position)


Entry Qualification

Holder of Bachelor’s degree in Commerce (Accounting major), Accounting or Advanced Diploma in Accountancy or equivalent. Must have knowledge of ICT applications including MS-Office and Accounting Packages.

Experience

Minimum of three (3) years relevant work experience in accounting and finance.

Duties and Responsibilities

  • To review for accuracy and proper posting all records for the all payments and receipts made by the Fund;
  • To ensure proper calculation, approval by management, recording and remittance of statutory and other deductions at dates and time spelt in respective provisions and contracts;
  • Maintain the register of operator’s records on all the receipts and revenue’s collections against the billing records;
  • To review all banking and cheque collections and update the subsidiary ledgers for each client;
  • Maintain update record of debtor’s aging analysis and propose necessary recovery actions for long overdue or defaulters of service levy and other interests of the Fund;
  • Maintain update record of debtor’s recovery provision based on the Fund’s approved accounting policy for doubtful debts impairment method;
  • Propose for appropriate actions to supervisor on defaults for staff imprest and staff loans; (viii) Prepare monthly report on areas of responsibility;
  • Handling of Petty Cash for proper documentation support for each replenishment cycle; and
  • To carry out any other duties as assigned from time to time by supervisor.


BOARD SECRETARIAT AND LEGAL COMPLIANCE SERVICES DEPARTMENT

5.1 Senior Legal Officer II (1 Position)

Entry Qualification

Holder of bachelor degree in Law (LLB or equivalent) and must be admitted as an advocate of the High Court of Tanzania with a minimum of six (6) years’ experience.

Duties and Responsibilities

  • To assist in information/data collection for relevant matters;
  • To represent the Fund in the court of law and tribunals;
  • To file cases in the court of law;
  • To assist in preparation of governing Board papers and meetings;
  • To register mortgages, deeds of transfer and other documents;
  • To represent the Fund in the court of law and tribunals;
  • To file cases in the court of law; and
  • To carry out any other duties as assigned from time to time by the supervisor.


VACANCIES AT THE UNIVERSAL COMMUNICATIONS SERVICE ACCESS FUND (UCSAF)

PROCUREMENT MANAGEMENT SERVICES DEPARTMENT

6.1 Procurement and Supplies Officer I (1 Position)

Entry Qualification

Holder of Bachelor Degree in Procurement/Supplies and successful completion of Professional Level III, NTA 7, NTA 8 or equivalent qualification as may be determined by the Board.


Experience
Minimum of three (3) years relevant work experience and have knowledge of computer applications, including MS-Office.

Duties and Responsibilities

  • To provide technical support on all matters concerning stores, supplies and purchasing:
  • To coordinate periodic physical checks of stores;
  • To prepare reports and summarize data including asset disposal report;
  • To ensure the proper compliance of procurement systems and procedures;
  • Disposal of obsolete stores and other stores no longer suitable for use as approved by Management;
  • To coordinate with suppliers to ensure on-time delivery of procured goods or services;
  • To monitor and co-ordinate deliveries of suppliers to ensure that all procured items are delivered to site/store on time;
  • To maintain and update list of suppliers of goods and services for the materials and services required for the project implementation in line to approved schedules;
  • To coordinate the inventory levels of materials or products in consideration of the suppliers’ lead schedules and flow of consumption by user departments; and
  • To carry out any other duties as assigned from time to time by supervisor.
