CARE International Tanzania is seeking a Food Security and Livelihoods (FSL) Director for

an upcoming USAID multi-sectoral nutrition program.


The program aims to scale-up and integrate nutritional interventions to improve the nutritional status of reproductive age women and children under five in four regions in central Tanzania. Building government capacity, promoting behavior change and increasing access to nutritional foods are key program results areas.

Job Position: Food Security and Livelihoods (FSL) Director based in Iringa

The FSL Director will primarily be responsible for leading the component of the program focussed on increasing access and availability to nutritious foods to households and communities with a specific focus on women and children. The FSL Director will lead development and implementation of plans and activities under the relevant component. Working closely with the program team the FSL Director will ensure all activities are ingrated and leverage investments across the other components of the program. The FSL Director is responsible for ensuring high standards of quality throughout the implementation cycle for relevant activities and the successful achievement of the expected results. Ensuring the integration of women’s empowerment and gender equality through activities will be a key responsibility of the postion. The FSL Director is the technical lead on FSL for the program and will ensure the program is adopting best practises, proactively learning, generating robust evidence, driving innovation and at the technical forefront in nutrition focussed FSL. S/he will be responsible for supporting and ensuring technical collaboration across relevant stakeholders and building the capacity of partners in area of FSL programming for improved nutrition outcomes.

KEY RESPONSIBILITIES
  • Oversee and directly manage FSL activities under the program, including development of activity plans, monitoring of achievement against plans, development of budgets and monitoring expenses, and supervising any relevant staff under the specific component.
  • Undertake frequent field visits to project sites to ensure that the activities are performed in accordance to work plan and technical requirements, and meets high standards of quality.
  • Ensures the activities are adequately resourced to successful achieve the results indicators, and is adapting as required to meet changing circumstance and/or respond to learnings.
  • Ensure the integration, adequate resourcing and M&E of women’s empowerment and gender equality initiatives throughout activities
  • Under the programming component pursue and develop meaningful collaboration with Government, partners, NGOs, research institutes and other community stakeholders to leverage investments and improve effectiveness.
  • Facilitate the introduction and development of new, innovative practices, methodologies or concepts in FSL activities focused on nutritional outcomes, and develop/revise best practice guides, manuals and other technical resources to strengthen the transfer of knowledge.
  • Organize and provide capacity-building to program staff and external stakeholders.
  • Support evidence collection, and research and conduct community assessments to identify critical requirements for FSL activities focused on nutritional outcomes.
  • Support monitoring, evaluation and learning of FSL program activities, and support the development of effective MEL plans that can facilitate implementation and quality of project deliveries.
  • Support development of FSL indicators and relevant monitoring and evaluation instruments and provide real time technical advice to project staff through direct field visits.
  • Support knowledge sharing and learning internal amongst the program team and externally with relevant stakeholder.

QUALIFICATIONS AND EXPERIENCE
  • Education/Training
  • A Master’s degree in a relevant discipline (Agriculture, Livestock, Natural Resources Management, etc.)
  • Advance level trainings in food security, livelihoods, nutrition.


Experience
  • At least 6 years’ experience in leading Food Security and Livelihoods programming, a minimum of 3 years of which included a strong focus on nutrition and access to nutritional foods. Experience in central regions of Tanzania preferred.
  • Extensive experience in managing and/or providing technical support in USAID funded programs.
  • Practical experience and understanding of the relevant technical competencies required in nutrition, food security and livelihoods related issues.
  • Demonstrated program planning, budgeting and expense management skills.
  • Ability to analyze and think critically, and work constantly through iterative and adaptive processes.
  • Demonstrated experience of collaborating with diverse range of stakeholder to strengthen timely and effective delivery of results.
  • Demonstrated knowledge and experience in strategic planning and contextual analysis of relevant program areas.
  • Ability to establish and nurture a reflective learning culture and build capacity within a team.
  • Demonstrated leadership and interpersonal skills, including strong representation and negotiation skills.
  • Fluency in English and Kiswahili.
