Project Officer

Purpose of the position
To innovatively supervise and oversee the Sunflower project in Singida Region districts;

perform on the ground supervision, planning and coordinating Market Systems Development for sustained services to sunflower smallholder farmers that enhance increased income and employment.

Position Summary:
The Project Officer has to ensure overall improved Market Systems Development in the sunflower through supervision of the contracted service providers in the project. This will include shaping of service providers to provide demand driven business oriented services for sustainability of the services that are affordable to sunflower smallholder farmers. The project officer will work to ensure collaboration within all contracted Service Providers to work mas one to avoid confusing farmers with different messages.

Contribution to proper joint implementation of the Service Providers towards Market Systems Development where sunflower farmers can increase quantity and quality production per unit area. The Project Officer will be located at Singida Region in one of the selected Districts where she/he will operate from. He/she will be responsible and participate in monitoring and evaluation which will be supervised by Faida MaLi M&E Officer at Faida MaLi Head Office. The M&E will provide data collection tools and the actual capacity building to groups leaders level on how best they can collaborate in ensuring adequate data collection. The project officer will conduct assessment of group leaders who will participate in the capacity building on data collection.

Core tasks and responsibilities
To coordinate Service Providers implementation on the ground
• In collaboration with the Projects Coordinator develop the projects’ annual plan and budget (with support of the accountant),
• Check and follow-up at Service Providers quarterly plans and budgets.
• Follow-up and check with Service Providers that reports are submitted to Faida MaLi timely. Consolidate Service Providers activities reports after each activity implementation in the provided format.
• Follow-up with Service Providers that they submit technical reports and submit to the Projects Coordinator (in the provided format).
• Prepare and submit to the Projects Manager Annual Performance Objectives.
• Follow-up with Service Providers during implementation to ensure that financial resources are used in accordance with the approved activities in relation to the budgets in the agreement with Faith Faida MaLi.
• Make in the field follow-up with farmers groups to ensure value for money.
• To ensure that all service providers contracted in the particular district adhere to the reporting standards and guidelines (in collaboration with the Projects Coordinator and M&E officer).
• Participate at Faida MaLi quarterly reporting and planning meetings.

Requirements: Qualifications, experience and behavioral competencies
• A Bachelor’s degree in Agri-business, economics, community development or related field, or Advanced Diploma in one of these fields plus advanced specialized training and experience in the field of Market Linkages, Value Chain and rural development.
• A thorough knowledge of and experience with issues concerning farmers and their farmer producer groups, Market Access for the Poor, Business to Business linkages and Contracts Management.
• Experience in Market Systems Development (MSD) will score high.
• Experience in managing a department.

• Fluent in English.
