Sauti is a 5 year USAID-funded award being implemented by Jhpiego – Tanzania in

The goal of Sauti, is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections, in support of the Government Tanzania through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention, positive health, dignity and prevention (PHOP), and family planning (FP) services, for key and vulnerable. Populations (KVP) in selected regions of Tanzania. Anticipated project results include: 1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP. The Sauti consortium implements a robust research and learning agenda and in partnership with other organization. Jhpiego is therefore seeking to recruit the following position, which is available for immediate filling.
Position Overview:
The Clinical Services Program Officer will provide technical support in the implementation and expansion of integrated quality services to both key populations (KPs) and vulnerable populations (VPs) in drop in centers (DICs), and through mobile/outreach services. S/he will be responsible for the overall management of clinical service provision at site level with particular focus on HIV yield, and contribute to the systematization and establishment of referrals/linkages with HIV/AIDS care and treatment, IUD, permanent FP methods, GBV and other services; as well community ART as appropriate. S/he will provide oversight in the provision of HIV counseling all testing services, TB, GBV, STI, alcohol and drug screening and referrals, care and treatment referrals and provision of adherence counseling for KVPs with HIV. The incumbent will also collaborate with the family planning leads to ensure quality and safe delivery of family planning services at designated sites, using both short and long acting FP methods.

S/he will be the main overseer of all clinical care related services for KVPs, including addressing the health needs of KVPs and PLHIVs. S/he will also collaborate with R/CHMT, care and treatment implementers, home-based care partners, and communities to support KVPs' retention within HIV prevention and continuum of care.
S/he will collaborate with the Biomedical Advisor at regional office to provide guidance, monitoring and technical assistance on biomedical services to the R/CHMTs and to the sub awarded CSOs in his/her region(s) of operation; as well coordinate the biomedical operation through the CBHTC+ and the HBTC+ services. S/he will provide technical and programmatic assistance that incorporates evidence-based best practices in the coordination, monitoring and assessment of the HIV biomedical prevention and treatment programming, and work closely with R/CHMT and other government and non-government agencies to implement culturally appropriate interventions, advocating for increased community based interventions. S/he will promote and ensure proper integration of HIV biomedical prevention activities with other activities particularly those
Responsibilities
• Monitor the coordination, supervision and provision of HIV testing and " counseling, family planning service provision (as well referral for methods not offered by the project), linkages to care, treatment, and support, and referrals to GBV, TB, STI and other biomedical services at drop in centers and mobile sites, as well as support the MOHCDGEC in selected health facilities.
• Ensure all clinical procedures at drop in centers and mobile outreach sites follow the national guidelines and protocols developed by the MOHCDGEC
• Provide on-going coaching, mentoring and hands-on supportive supervision to clinicians at Sauti service delivery sites
• Monitor implementation of protocols and standard operating procedures for referrals and case management of HIV+ KVP and other related biomedical services offered by Sauti.
• Ensure linkages of KVPs to other behavior and structural services which-facilitate positive protective behaviors
• Provide technical support in development and writing of concepts and proposals, for: research and documentation of activities.
• •Train community counselors on standards- through competency-based training on HIV, FP, community and adherence counseling, patient advocacy (including for GVB), case management, community ART and partners tracing
• Prepare monthly, quarterly and annual reports relating to curative and preventive clinical activities; participate in preparing progress reports as per donor and or program requirements.
• Monitor the timely implementation of Biomedical interventions
• Provide capacity building to CSOs to ensure proper planning and implementation of biomedical related activities in compliance with the Sauti Bio medical Standard Operating Procedures
• Participate to data analysis and data use for programming - e.g. weekly yield trend and C& T linkage trend by population category and by ward; monthly biomedical services provision trend to BCC/wORTH groups; weekly progress to targets review
• Contribute to the Sauti multidisciplinary team approach in planning and monitoring of the project
• Facilitate the development of monthly route plans based on the mapping reports and the peer educators guidance to guide effective roll out of joint demand generation activities by CSOs and biomedical activities and their intergration into other services
• Ensure and oversee the provision of bio medical services to all BCC and WORTH+ groups Monitor the roll out of the AGYW vulner indexby the community workers at CBHTC+ and the peer educators/biomedical provider at DIC
• Work closely with the case manager to assess outcome of the escorted referrals from all service delivery points and weekly review progress from data reports
• Conduct consultative meetings with KVPs to address specific biomedical service delivery and program bottlenecks, improve promotion of family planning and HIV/ AIDS risk reduction methods among KVPs
• Support mobile teams and CSOs to ensure proper planning and implementation of GBV screening in compliance with Sauti Biomedical Standard Operating Procedures
• Monitor regional implementation plans and progress to biomedical targets by the Sauti project and the CSO
• Participate to meetings: internal Sauti meeting, monthly C&T IP meeting, CSO meetings, HIV prevention regional forum, other meetings as appropriate
• Document experiences, prepare program and site visits reports, presentations, briefs and articles/success stories
• Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner
• Participate actively in the regional CSO organizational Development team
• Conduct onsite mentoring and coaching visit to CSOs and record all the assistance provided and next steps into a Mentoring and Coaching (Site Visit) Report.
• Contribute to general capacity-building strategy for targeted service providers and other local partners including participation in the development and delivery of training workshops and other capacity building interventions related to Sauti program.
• Establish effective work relationship with CBOs and District Community Development Office, CMAC and VMAC partners on program activities at regiQnallevel
• Strengthen communication and collaboration with LGA at all levels to ensure ownership and sustainability of the program
• Ability to travel up to 70%

Required Qualifications
• Medical Doctor, Assistant Medical Officer, Clinical Officer or nurse
• Master in public health will be an added advantage
• At least 5 years demonstrated experience working in HIV care and treatment required) HIV Testing Services, TB and TB/HIV, PMTCT, Community Based HIV Services and family planning programs and/or voluntary medical male circumcision.
