For every child, Education

The main objective of the education emergency preparedness, response and
recovery strategy is to ensure that appropriate systems, infrastructures,
procedures and resources are in place in times of emergency to minimize
adverse effects of the disaster.The emergency preparedness, response and
recovery strategy, will serve as a guide for schools, wards, districts,
regional authorities and ministerial departments on the provision of timely,
precautionary and appropriate interventions that would save lives and minimize
the adverse effects of a disaster.

Specific Tasks•Identify the most common likely to occur disasters in
Tanzania, in specific regions and the magnitude of their impacts which would
consequently affect the education sector.

•Conduct a situation analysis of the education sector’s capacity to
appropriately prevent, or respond to a given disaster, in terms of
preparedness infrastructure, human and materials resources.

•Develop an emergency preparedness, response and recovery strategy which will
clearly distinguish actions and commitments that are supposed to be put in
place at school, district, regional and national level to get prepared,
respond and recover from emergency.

•Prepare a briefing note for emergency preparedness strategy which summaries
all the key actions that are in the strategy.

Description of the Assignment This work will be conducted in three
phases

literature review in which the most critical disasters/emergency issues in the
country will be identified and the magnitude of the impact they cause will be
analyzed.

content/themes/jobroller/images/grey.gif Second Phase A team of experts from
Ministry of Education, Science and Technology, PORALG and representatives from
NACTE, VETA and higher learning institutions will be set up by MOEST to
analyze the existing emergency preparedness and risk reduction programmes that
are in place for the education sector.

development of the emergency preparedness strategy which will integrate
experience from other countries and the overall literature as well as the
knowledge shared through the team of experts from MOEST,PORALG and
representatives from NACTE, VETA and higher learning institutions. The third
phase will also include an integrated review by the team of experts from MOEST
and rewriting of the document for the high-quality final strategy.

behavioral and/or social sciences, particularly in communication for
development; education planning, education programming and or education
management and administration;

experience in education planning, management and administration with proved
competencies/knowledge of education sector emergencies;

disciplinary approaches in strategic communication, and development
strategies, good knowledge of tools and resources to address issues of
emergencies in education;

demonstrated in dealing with assessment and design of strategies/guidelines
for complex education programmes; and
