Purpose of the role:
Since 2008, the Thamini Uhai has contributed to the Government of Tanzania’s efforts to reduce maternal and neonatal mortality by improving women’s access to good-quality emergency obstetric and neonatal care (EmONC) through its Tanzania maternal health program.
The program works in Kigoma region supporting 32 health facilities to bring quality EmONC services to rural, isolated populations. Thamini Uhai upgrades health centers, strengthens hospitals, trains and mentors assistant medical officers to provide emergency obstetric care including cesarean sections and nurse-midwives/clinical officers to provide anesthesia, strengthens referral systems and works to increase demand for good-quality services through multimedia communication campaigns and by partnering with community health workers. The program is also now adding a birth companionship component to our work in Kigoma which will contribute to improving the quality of delivery care in the supported facilities in that region.
Thamini Uhai is seeking a motivated and experienced candidate to join a strong and creative team in the organization in the position described below:
The Finance Officer will perform financial management duties described below for the organization under the supervision of Finance and Administration Manager (FAM).

Key Responsibilities:
-Maintain ledgers and accounting records (A/P. A/R & G/L), ensure proper authorizations and backup documents are present with every invoice for classification and recording of financial transactions into accounting software, reconciliation of all accounts.
-Maintain proper records of advance requests, reimbursements and tracking them to ensure employees adhere to set standards on given advances. Ensure payment relating to all program expenditures e.g. salaries and benefits, consultant salaries are paid timely and statutory payments are done according to requirements.
-Prepare all the financial documents, bills, and other supporting document before making payments to the staff and other third parties. Maintain records of all procurement including quotations, invoices, local purchasing orders and payment records.
-Maintain office petty cash and ensure all disbursements and replenishments are recorded accurately.
-Assist the Finance and Administration Manager to estimate cash requirements for Tanzania office on monthly basis based on the departmental work plans/ requests and produce consolidated requests for the organization
-Prepare bank reconciliations and assist to prepare monthly financial reports which will be reviewed by the Finance and Administration Manager.
-Assist the Finance and Administration Manager to coordinate the conduction of annual external audits and preparation of the annual financial statements as needed.
-Maintain confidentiality of administrative and financial information as per Thamini Uhai policy.
-Other duties as assigned by the supervisor.

Education and Experience:
-Bachelor degree in Accounting, Finance or related degree from a recognized institution. Possession of proficiency certification such as CPA (T) will be an added advantage.
-A minimum working experience of 3 years, preferably with international donor-funded organizations.
-Advanced computer skills with ability to work with spread sheets and accounting software.

-Fluency in English and Swahili

Compensation: Salary will be set according to education, experience, and previous compensation history.


Position: Birth Companionship Project Manager Duty station: Kigoma Reporting to: Kigoma Programme Manager

PURPOSE OF THE ROLE: Manage all aspects of the project which seeks to increase birth companionship during delivery in supported facilities in Kigoma. The manager will oversee the planning, implementation, monitoring and evaluation of the project and ensure the expected goals of the project are achieved by the end of project.

KEY RESPONSIBILITIES:Planning:
The manager will support a research firm to conduct the end-line evaluation at the end of the project to understand women’s childbirth experience – both from the perspective of the laboring woman and from the health providers assisting in the delivery.
Conduct workshop to develop a birth companionship ‘Code of Good Practice’ which will lay out the rights, roles, and responsibilities of all the people supporting the women delivering at facilities.

Implementation:
Facilitate workshops for health providers at facilities to introduce birth companionship including the developed ‘Code of Good Practice’.
Oversee the identification, recruitment and training of on-call birth companions.
In collaboration with the Communication Manager, ensure the promotion of birth companionship through developing and implementing a strategic, multi-media communication campaign to explain and promote birth companionship.
Oversee maternity ward improvements to accommodate birth companions in delivery rooms in the supported facilities.
Build a good environment of collaboration at the facilities among health providers, delivering women and birth companions to ensure birth companionship practice leads to more satisfaction to delivering women.
Advocate at the regional, district and community levels to allow and promote practice of birth companionship in the health facilities.
Provide and coordinate other technical assistance for implementation as may be needed.

Supervision:
Supervise two birth companionship project coordinators, ensure they work with well defined goals, support them in implementation of their activities, evaluate their performance and develop their skills as needed.

Monitoring and Evaluation:
-Ensure the project activities are implemented according to the work plan and budget
-Conduct field visits up to 40% of time to monitor project activities.
-Ensure all needed data is collected, processed and analyzed. The manager will use the lessons learnt from the results of analyzed data to continually improve the project performance.

EDUCATION AND EXPERIENCE:
-Degree in medicine, nursing or public health with at least five years of working experience. A Masters degree in public health will be an added advantage.
-Experience in the following needed: supervising staff, health project management including project report writing, organizing and facilitating participatory trainings, working -with rural communities, working with health workers and/or local government officials.
-Experience in the following areas preferred: strengthening service delivery at health facilities; gender issues; maternal and reproductive health; behavior change communication (BCC); community-based health programs.
-Proven experience in managing data collection, processing and analysis as well as monitoring and evaluation preferred.

SKILLS AND KNOWLEDGE:
-Good organizational skills
-Good interpersonal skills and ability to develop working relationships with a wide range of people including project staff, communities, health providers (e.g., nurses), donors, -partners and government leaders.
-Fluent in English and Kiswahili.
-Ability to solve problems and make decisions.
-Willingness and ability to travel frequently in rural Kigoma.
-Strong computer knowledge in MS Word, Excel and PowerPoint.
