The Education Quality Improvement Programme in Tanzania (EQUIP-Tanzania) is an initiative funded by the Department for International Development (DFID). The programme seeks to support the Government of Tanzania to improve the quality of education in primary schools and to increase the number of children, particularly girls, able to transfer to secondary education.

Job Description
We are looking for a Fund monitoring officers to oversee the collection of monthly bank reconciliations, quarterly expenditure reports and quarterly budgets from each district within your portfolio.
You will be responsible for:
Working with the EQUIP-Tanzania Regional teams to review the completeness and accuracy of the monthly bank reconciliations, quarterly expenditure reports and quarterly budgets submitted to the regional offices.
Agreeing all items to transactional level supporting paperwork (e.g. attendance registers and invoices)
Recording the disbursements, expenditures and balances associated on the EQUIP-Tanzania finance system. ensuring documentation relating to each District is filed appropriately
Regular site visits to the Regional office and all the district offices within your portfolio to work with the teams to review records submitted
Develop close working relationships with key district staff including the Treasurer, Education officer and Administrative offices.
Supporting general correspondence with each of the Districts and other stakeholders
Providing support on the updating of policies and procedures and deliver training to relevant staff at district and regional level.
Candidate Specification
Key skills, qualifications and experience
Bachelor of Accounting degree or its equivalent and professional accountancy qualifications in accountancy profession (CPA/ACCA or equivalent) is essential
Experience as an accounting professional
Understanding of Government of Tanzania Public Financial Management processes, cycle as it applies to local, district, regional and central government
Experience and knowledge of EPICOR is highly desirable
Experience of using MS Quick Books, or other similar finance packages is desirable
Outstanding team player and willingness to learn and support learning of others
Fluency in written and oral communication skills in English and Kiswahili is essential
Experience working with DFID will be an advantage

Coordinate and support the regional management and training of implementing partners
Contribute to the writing of various reports, articles and other forms of communication
Ensure technical information flow among Regional teams and partners
Support the regional assessments and baseline studies to prepare background information and data for design of the programme
Generate support for the programme and develop strategic alliances through leading effective advocacy efforts at all levels
Communicate success, lessons learnt, programme best practice and evidence of impact
Ensure a gender-positive and quality-oriented perspective is mainstreamed and gender sensitive language is used in all programme communicationsResults:
Sustained commitment to change and expectations of the education system, supported from grass-roots stakeholders upwards, resulting from increased levels of awareness, engagement and ownership among stakeholders.
Candidate Specification
Knowledge, essential competencies, skills and qualifications:
Degree in education, development or a related field
Relevant experience in development, including education reform, teacher training, literacy, grants management, research and community mobilization
Experience and proven ability to build and maintain relationships with government counterparts and other stakeholders
Knowledge of communication tools used for development
Proven ability to work across geographic and cultural boundaries
Excellent communication skills and fluency in English and Kiswahili
