Background
The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. with partner World Education, Inc. CHSSP goal is to build capacity of the Government of Tanzania’s health and social welfare structures at the community level to enable more accessible, higher quality health and social welfare services for HIV affected and other vulnerable populations in targeted communities in Tanzania
JSI CHSSP is looking forward to recruit on the following two positions;
1. Senior Technical Advisor
Job Summary
The Senior Technical Advisor is a full time position based in Dar es Salaam, Tanzania.
The Senior Technical Advisor’s responsibilities shall include the overall coordination of program advisory activities conducted by the program advisors to get correlated technical package, and ensuring that the Zonal Offices receive timely technical assistance and support in order to contribute to achieving an AIDS-free generation and the HIV epidemic control goal of PEPFAR 3.0. S/he is responsible for oversight/management of program staff, namely Gender, MACs and PLHIV Advisor, QI and CSOs Advisor and work closely with the Social Welfare and Case Management Technical Lead, and will report to the project’s Deputy Chief of Party.

Responsibilities:
Provide overall coordination of the advisory activities of CHSSP to ensure CHSSP’s contribution to PEPFAR 3.0 strategic goal of HIV epidemic control in Tanzania through systems strengthening toward improved service provision across the core HIV care continuum;
Provide technical support to CHSSP’s Zonal Offices through advisors to ensure their input in the development of CHSSP’s annual work plans as well as timely completion of each Zonal Office’s annual work plan;
Coordinate quarterly and annual technical report writing in collaboration with M&E team
Coordinate effectively with the project’s Technical Advisors to ensure the Zonal Offices receive timely technical assistance to maximize integration and synergies of the objectives and strategies of CHSSP;
Provide timely and quality updates for the Deputy Chief of Party on the status of technical implementation activities at zonal levels;
Monitor uniformity on activities implementation to make sure that CHSS through its Zonal offices achieves its targets with the same standard and quality.
Support the Zonal Offices through program advisors with the preparation of high quality program technical briefs and presentation for GOT, USAID, and other stakeholders;
Assist the Deputy Chief of Party representation of CHSSP as appropriate and necessary with relevant internal and external counterparts, partners, and stakeholders;
Assist the Deputy Chief of Party to ensure that the project implementation adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout project implementation;
Lead annual performance assessments, goal setting, and assist professional development for directly reporting technical staff;
Desired Qualifications:
A Master’s Degree in Public Administration, Public Health, International Development or an equivalent field;
At least 10 years of progressive experience designing and implementing community health and health systems strengthening programs in sub-Saharan Africa or other resource-limited settings;
Ability to work in diverse settings with public, private, and NGO sectors;
Excellent organizational, analytical, oral, and written communication skills;
Experience with PEPFAR and USAID programs and knowledge of US Government policies and procedures, highly desirable;
Demonstrated experience producing high quality English-language communication products such as progress reports, case studies, and research protocols;
Ability to work to tight deadlines and to maintained the focus of teams on meeting deadlines;
Proven experience in motivating and supporting multi-disciplinary teams and providing leadership to complex programs with vast geographical reach;
Ability to travel within Tanzania for up to 40% of the time;
2. CSOs and QI Advisor
Job Summary
CHSSP is currently seeking a Civil Society Organizations and Quality Improvement Advisor to support leadership and management capacity strengthening of the civil society organizations. This position will provide programmatic oversight of all capacity building of CSOs and technical expertise for the implementation of high quality improvement initiatives following the CHSSP’s quality improvement plan. The position will report to the Senior Technical Advisor and work closely with CHSSP Technical and Monitoring and Evaluation team. The Civil Society and Quality Improvement Advisor will ensure program’s capacity building component is providing effective technical support to civil society organizations. The Civil Society and Quality Improvement Advisor will be responsible for maintaining excellence in CHSSP technical capacity building activities with CSOs.
Responsibilities:
Under the guidance of the Senior Technical Advisor, coordinate closely with the other members of the Technical Team of the project to maximize integration and synergies of the objectives and strategies of CHSSP to ensure an integrated approach to implementation among consortium partners, and provide timely updates on the status of relevant program initiatives for system strengthening.
Coordinate closely with the Senior Technical Advisor to ensure timely provision of technical assistance and guidance to the Zonal Offices for implementation of relevant activities;
Build and maintain strong, collaborative working relationships with relevant government stakeholders in ministries and national institutes;
Keep up to date with all developments in Government and TACAIDS related to systems strengthening priorities that affect the mandate of CHSSP;
Ensure all CHSSP systems strengthening efforts are aligned with PEPFAR 3.0 and the relevant GOT’s national policies and guidelines;
Enhance the effectiveness and scope of CHSSP’s membership and participation in relevant task forces, technical working groups, and coordination fora especially to develop/update relevant policies, guidelines, and standards;
Lead the design and implementation of the project’s health sector strengthening interventions from the national, district, and community level with relevant government institutions as well as private, for profit entities, local NGOs, Civil Society Organizations (CSO), Community Based Organizations (CBO) and Faith Based Organizations (FBO) through CHSSP’s cascade approach;
Provide timely and effective technical support to the Zonal Offices to:
- Engage relevant government district/ward/village structures through CHSSP’s cascade approach in order to implement current policy and planning guidelines for planning, budgeting and evaluation of health and social welfare services with a focus on increasing participation of CSO representing priority and key populations;
- conduct orientation of CSOs to government planning processes to ensure they are able to meaningfully contribute to local government planning and budgeting processes;
- support CSOs to identify and advocate for needed services for priority and key populations and improve service coordination and quality;
Oversee technical support for increasing CSO engagement, advocacy and coordination; Collaborate with other members of the Technical Team and the Zonal Offices, to design and conduct organizational capacity assessments and provide support to CSOs for organizational capacity development as needed.
Coordinate with CHSSP’s Gender Advisor to ensure that gender concerns are addressed in the systems strengthening work of CHSSP including possible integration of actions to advance gender equality and engagement of women and other social groups in planning and decisionmaking processes for resource allocation;
Ensure timely and qualitative contributions to the Technical Team for all necessary reports and especially quarterly reports, and semi and annual reports, as well as administration and management activities as required.
Develop/contribute to CHSSP work plan and strategy for core and mission funded activities to ensure that quality improvement opportunities are considered in activity design and implementation and tried out as models;
Develop, coordinate and monitor the implementation of CHSSP’s quality improvement plan, tools and indicators.
Work with all departments and zonal offices to analyse and improve program performance.
Help identify best practices in QI/QA as related to CHSSP activities;
Identify Implementing Partners at LGA level who can scale up successful models
Desired Qualifications:
A Master’s Degree in Public Administration, Social Work, Public Health, International Development or an equivalent field with experience in Tanzanian government planning processes and civil society organization management at national and decentralized levels; minimum 10 years of Systems strengthening capacity development, or related field experience with a proven background of quality improvement.
● Demonstrated ability in designing, coordinating and implementing capacity development programs;
Experience in advising, training and mentoring of the improvement efforts including building a cadre of Improvement coaches;
● Previous experience working with regional partners, regional organizations and institutions;
● Experience fostering new and innovative partners into program development;
● Strong communications and interpersonal skills;
● Excellent critical thinking, problem-solving, and leadership skills, including the ability to make independent decisions and take initiative;
● Familiarity with HIV programs in general and PEPFAR-supported activities in particular;
● Demonstrated experience and success supporting the goals and objectives of USAID Forward Progress Report;
