Deputy Executive Secretary , Tanzania Commission for Universities (TCU
The Tanzania Commission for Universities (TCU) is a semi-autonomous
statutory body under the Ministry of Education and Vocational Training.
TCU is mandated to recognize, approve, register and accredit
universities operating in Tanzania and local or foreign University level
programmes. TCU also coordinates the proper functioning of all
university institutions in Tanzania so as to foster harmonized higher
education in the country.
Tanzania Commission for Universities now invites applications from qualified Tanzanians to fill the following vacant position:
(a) Job Title : Deputy Executive Secretary
Appointment : The Commission
Report to: Executive Secretary
Job Summary
The Deputy Executive Secretary shall be responsible to the Commission for the effective management and efficient use of resources, human resources as well as fiscal and capital resources. He shall, specifically be responsible for Planning, Projects and External linkages.
(b) Entry qualifications
(i) Background Knowledge
A potential candidate for this post should have an outstanding academic background with proven wide range of knowledge. More specifically, the candidate should have the following background knowledge:
Holder of a PhD degree from an accredited or recognized university; • A person who has attained the status of Professor or Associate Professor from an accredited university and with outstanding academic and administrative experience and capability;
Good track record in higher education management and coordination;
Extensive knowledge and experience of higher education systems at a senior management level;
Good interpersonal relations. '
(ii) Skills and Abilities
The position requires a dynamic, innovative and competent candidate who is able to:
Develop a vision and direction for the Commission,
Interpret and promote the Commission's key functions;
Stimulate and encourage new ideas and developments through motivation and support for staff;
Demonstrate skills in management, communication, interpersonal, public relations and negotiation skills;
Influence, persuade and build coalitions and networks; and
Promote team spirit among staff of the Secretariat.
Main duties and Responsibilities
i.Policy and Planning Formulation
The Deputy Executive Secretary will be responsible for overall planning and policy matters of
Spearhead the continuous development and review of policies and guidelines to reflect the mission and objectives of the TCU;
Co-ordinate the development of policies, plans and programmes of TCU, based on national and international development trends.
Mobilize and procure internally and externally the resources necessary for the implementation of the TCU'S plans and programmes.
Oversee the implementation of the Central Admission System (CAS) and all TCU projects.
(ii) Management and Fiscal Control
In addition to the planning and policy matters, the Deputy Executive Secretary will be charged with responsibility to:
Provide executive leadership to the Commission through the creation and implementation of strategic management plans;
Oversee the implementation of systems designed to ensure sound management and fiscal control and the promotion of good order throughout the Commission;
Oversee the procurement and fair allocation of resources to the various units within the Commission.
(iii) Coordination within TCU
This position requires the candidate with outstanding record on institutional administration and coordination. As Deputy Executive Secretary, the potential candidate will be:
Chief coordinator of all TCU technical and administrative activities.
(d) Tenure: 4 years; can be reappointed subject to positive performance appraisal.
(e) Age
Be between 40 and SS years of age.
(f) Remuneration
Successful candidate will be paid according to Tanzania Commission for Universities salary scale.
