VACANCIES ANNOUNCEMENT

On behalf of Tanzania Minerals Audit Agency (TMAA) Public Service Recruitment Secretariat invites qualified Tanzanians to fill 21 vacant posts in the above Public Institution.

TANZANIA MINERALS AUDIT AGENCY

Tanzania Minerals Audit Agency (TMAA) is a semi-autonomous Institution established through Government Notice No. 362 of 6th November, 2009 under the Executive Agencies Act, Cap. 245. The aim of TMAA is to facilitate maximization of Government revenue from the mining industry through effective monitoring and auditing of mining operations and ensuring sound environmental management in the mining areas.

1.0 ENGINEER II (Minerals Auditor) – 4 Posts.

Duty station: Mwanza/ Mbeya/ Arusha

1.1 DUTIES AND RESPONSIBILITIES:


Ascertain and record the weight of minerals produced in medium and large scale mines.

• Verify/calculate and record the actual weight of chemical reagents used in dry calcine prior to smelting in medium and large scale mines.

Witness the actual production of minerals in medium and large scale mines.

Sampling of minerals produced, recording and packaging of the samples.

Facilitates dispatching of mineral samples to the TMAA Laboratory for analysis.

Witnessing daily shaft face picking after blasting of gemstones in gemstones mines.

Witnessing and recording, daily sorting and recovery of gemstones in gemstones mines.

• Performs any other official duties as may be assigned by the immediate Supervisor.

1.2 QUALIFICATIONS AND EXPERIENCE:

● Bachelor degree either in chemical and processing engineering or mineral processing engineering from a recognized institution with at least 3 years working experience in the mining industry.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 5)

2.0 FINANCIAL ANALYST II – 2 Post Duty Station: Mwanza/ Mbeya

2.1 DUTIES AND RESPONSIBILITIES:

Collects information, data on revenues and royalties paid by mining entities.

Extracts and compiles information and data from books of accounts, vouchers, documents, maps or any kind records related to the functions of mining entities for financial analysis.

Verify records of revenues and royalties computed and paid by mining entities.

Verify capital expenditure reported by mining entities and confirm their correctness, completeness and ownership.

Verify operating costs reported by mining entities and confirm their correctness, completeness and actual incurrence.

Participate in the financial analysis of the mining entities.

Perform onsite physical verification for non-current assets.

Provide inputs for preparation of annual financial audit and tax review schedule.

Participate in the preparation of Agency's remarks on clients audit responses and clearance meetings.

Performs any other official duties as may be assigned by the immediate Supervisor

2.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree in Accounting or Finance or equivalent from a recognized institution with at least 3 years working experience in the relevant field

Must be a holder of CPA (T), or its equivalent.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)

3.0 TAX OFFICER II – 2 Post Duty Station: Mbeya/ Arusha

3.1 DUTIES AND RESPONSIBILITIES:

Verify and confirm eligibility of all expenses declared by mining entities for deduction.

Verify and confirms values of imported capital items claimed for tax purposes.

Provide inputs in the preparation of monthly, quarterly and annual tax review reports.

Perform document vouching and confirm compliance to the respective tax laws governing mining industry.

Verify capital expenditure reported by mining entities and confirm their correctness, completeness and ownership for tax purposes.

Verify operating costs reported by mining entities and confirm their correctness, completeness and actual incurrence.

Checks if assets acquired were installed and used in the period of purchase.

Document all assets which were acquired and not installed or used during the period of purchase.

Perform onsite physical verification for non-current assets claimed for tax purposes.

Participate to ascertain the arm’s length transactions of the capital expenditure acquired under transfer pricing arrangement.

Reconciles tax declaration items as per return against financial statements.

Review financial analysis report performed by Agency financial analyst and look for areas of tax risks.

Performs any other official duties as may be assigned by the immediate Supervisor.

3.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree/ Advanced Diploma either in Tax Management or Taxation from a recognized institution with at least 3 years working experience in the relevant field.

Possession of CPA (T) or equivalent will be an added advantage.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)

4.0 JOB TITLE: TECHNICIAN II (Mineral Processing) – 4 Post Duty Station: Mwanza/ Mbeya/ Arusha

4.1 DUTIES AND RESPONSIBILITIES:

Prepares reagents, equipments, instruments and apparatus needed for laboratory operations and sample analysis.
Cleans and keeps the laboratory in neat and proper condition.
Cleans laboratory equipment and apparatus after use.
Participate in preparation, implementation and review of quality system.

Performs any other official duties as may be assigned by the immediate Supervisor.

4.2 QUALIFICATIONS AND EXPERIENCE:

Must possess Trade Test Grade I or Full Technicians Certificate (FTC) or Ordinary Diploma in the relevant field from a recognized institution.

Holder of CSEE/ACSEE (Form IV/VI)

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 3)

5.0 ENVIRONMENTAL SCIENTIST – 2 Post Duty Station: Mwanza/ Mbeya

5.1 DUTIES AND RESPONSIBILITIES:

Periodically collects data and information related to environmental matters from the mines.

Conducts physical inspection at the mine site and minerals processing plants to observe environmental protection and management activities.

Obtain copies of mine's environmental m a n a g e m e n t documents (EIS, EMPs, EPPs, MCP) for review prior to field inspection.

Review mine closure plans and associated cost to ensure sufficient funds have been allocated for mine closure and environmental rehabilitation activities.

Assist in preparation of annual environmental audit schedule.

Prepares summaries of audit findings and make follow-up on their implementation.

Recommends steps to be taken against mines that fail to implement sound environmental management practices.
Prepares reports on audited mines and minerals processing plants.

Performs any other official duties as may be assigned by the immediate Supervisor.

5.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor of science either in Environmental Science and Management

o r Environmental Engineering from a recognized institution with at least 3 years working experience in environmental management field.

Must be registered as EIA and Audit Expert.


SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)


6.0 COMPUTER ANALYST II (Data) – 2 Post Duty Station: Mbeya/ Arusha

6.1 DUTIES AND RESPONSIBILITIES:

Designs, develops and maintains database in conjunction with the Systems Administrator.

Develops programs, methodologies, and files for analyzing and presenting data.
Upgrades data management systems.
Keeps abreast with relevant technological advancements in the field.

Performs any other official duties as may be assigned by the immediate Supervisor.


6.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree either in Information Technology, Computer Science, Computer Engineering or Data Management from a recognized institution with at least 3 years working experience in the relevant field.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)


7.0 COMPUTER ANALYST II (System administrator) – 1 Post Duty Station: Mbeya/ Arusha

7.1DUTIES AND RESPONSIBILITIES:

Assists in preparing specifications and user requirements.
Encodes tests and debugs program modules.
Assists   in   ensuring  smooth   running  of   Agency’s  computer   and

telephone systems.
Keeps abreast with relevant technological advancements in the field.
Couches Agency's staff on ICT matter

Assists in maintaining and administering the Agency's website updates and intranet.

Performs any other official duties as may be assigned by the immediate Supervisor.

7.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree either in Information Technology, Computer Science, Computer Engineering or Data Management from a recognized institution with at least 3 years working experience in the relevant field.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)

8.0 COMPUTER OPERATOR – 1 Post

Duty Station: Arusha

8.1 DUTIES AND RESPONSIBILITIES:

Cleans all IT equipment in his custody.
Operates computer and executes application programmes.
Key in daily and periodic data and information.
Produce daily and periodic reports.
Keeps an accurate daily record of all data entries.
Prepares database for IT equipment inventory.
Prepares work plan in computer room

Informs on status of data received.

Performs any other official duties as may be assigned by the immediate Supervisor.

8.2 QUALIFICATIONS AND EXPERIENCE:

Diploma in computer studies from a recognized institution with at least 3 years working experience in the relevant field.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 3)


9.0 ACCOUNTANT II – 2 Post Duty Station: Mbeya/ Arusha

9.1 DUTIES AND RESPONSIBILITIES:

Participates in the preparation of annual budget.

Provide inputs for financial statement preparation.

Provides inputs for the formulation of revenue accounting policies, regulation and procedures.

Reviews weekly cash and debt position i.e. revenue and expenditures.

Supervises processing of accounting transactions and book transactions.

Participates in preparations of responses to audit queries.

Pre-audits payment vouchers prior to payments.

Prepares and updates payroll and datasheet.

Performs any other official duties as may be assigned by the immediate supervisor.

9.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree in Accounting or its equivalent from a recognized institution with at least 3 years working experience in the relevant field.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)

10.0 INTERNAL AUDITOR II – 1 Post Duty Station: Dar es Salaam

10.1 DUTIES AND RESPONSIBILITIES:

Conducts financial audit within the Agency

Participate in preparation of Internal Audit Reports.

Participate in reviewing Internal Audit Reports.

Assist in preparation of internal audit programmes in accordance with Generally Accepted Auditing Standards.

Conducts regular checks on Agency's financial records and transactions.

Performs any other official duties as may be assigned by the immediate Supervisor.

10.2 QUALIFICATIONS AND EXPERIENCE:

Bachelor degree in Accounting or equivalent from a recognized institution at least 3 years working experience in the relevant field.

Computer application skills in various accounting computer packages.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 4)

11. RECEPTIONIST – 1 Post Duty Station: Mbeya/ Arusha

11.1 DUTIES AND RESPONSIBILITIES:

Attend visitors and maintains an up to date visitor’s record book.
Receive all incoming telephone calls.
Records all out going telephone calls.
Coordinate conference calls to and from Regional offices.
Provides telephone services and reporting on the defects.
Maintains and updates the internal telephone directory.

Performs any other official duties as may be assigned by the immediate Supervisor.

11.2 QUALIFICATIONS AND EXPERIENCE:
CSEE/ACSEE (Form IV/VI) with pass in English and Kiswahili.
Must have undertaken receptionist course from a recognized institution.

SALARY: In accordance with Tanzania Minerals Audit Agency Scales (TMAAS 2)
