The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization
with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. The initial interventions will focus in three sectors; shelter, WASH and education (initially construction of permanent classrooms).

Job description
Adherence to NRC policies, guidance and proceduresContribute to the development of Camp Management Core Competency (CC) strategies and development of relevant CC projects
Assist implementation of Camp Management project activities, budget and project
documentation in line with proposals, strategies and donor requirements
Provide regular progress reports to the management/Community services coordinator
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Liaise and coordinate with relevant local authorities and other key stakeholders
Promote the rights of refugee’s /asylum seekers in line with the advocacy strategy
Participate in coordinating and strengthening of an effective and transparent coordination system in the camp, including coordination of service provision and other defined camp activities.
Develop a continuous and constructive communication with all stakeholders.
Attend to and process information sharing needs received from UNHCR, Ministry of Home Affairs (MHA) and other partners.
Assist in promoting community and agencies understanding of different roles and responsibilities implemented by Stakeholders in Camp Management.
Support adherence to Standard Operating Procedures during implementation of various activities in the camp, e.g. flow management at distribution.
Assisting information/data management team in conducting service monitoring assessmentsand elaborate on issues concerning access to humanitarian services by the refugee persons.
Assist in preparing service monitoring reports and disseminating the finding to community representatives and the residents of the camp.
Organize, conduct and document findings from courtesy calls/visits made to agencies (including government officials) operating in the camp
Monitor and ensure that refugees committees and actors working in the camp act and behave according to agree upon Codes of Conduct (CoC) and Terms of Reference (ToRs).
Promote the camp population's self-reliance and ownership of decision-making processes through identifying strategies and project-cycle stages where camp community should be involved.
Assist in capacity building activities of community incentive staffs and community representatives in the camp.
Contribute with coordinating adequate reporting and effective information sharing including by disaggregating data by age and gender
Assist in ensuring transparent and appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
Promote inclusion approaches in implementing activities in the camp including participation of Persons of Specific Needs (PSN’s)
Upon the camp manager's request and with his/her support, contribute to expand among actors working in the camp the knowledge and familiarity with a number of Camp Management related topics/concepts through sessions on roles and responsibilities, humanitari
Qualifications
Minimum of two years of relevant project experience; Technical specific knowledge from the humanitarian sector.Minimum of a bachelor’s degree in Community Development, Project Planning & Mgt, Education or a related Social Science degree.
Results-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality.
Ability to rapidly understand the policy, strategic and institutional environment
Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools
Commitment to participatory and inclusive methods of working.
Fluency in English, both written and oral.
Knowledge of French and/or Kirundi/Swahili would be an advantage.
Previous experience of working in Tanzania Refugee Responses – with understanding of the Refugee Coordination Model- desirable.
Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language.
