Description:

The Chief of Party (COP)/Principal Investigator has primary responsibility for providing effective, strategic direction and managerial and grants oversight to produce program results. The COP will supervise and oversee project staff and consultants. S/he will have overall responsibility for ensuring that procedures are established and adhered to for activity development, implementation, monitoring, evaluation, budgeting, and grant and financial accounting. S/he will ensure timely progress against schedules, achievement of deliverables, and quality of results. The COP is responsible for overseeing the successful achievement of the entire project vision, objectives, deliverables, and impact; work planning, contract reporting, and technical progress; supervising technical and finance/admin team leaders in Tanzania.

Job Summary / Responsibilities:

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective team-work;
  • Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor (CDC);
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID;
  • Communicates and collaborates effectively with the local USAID Mission as well as with the national programs and other consortium partners;
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
  • Oversees production of timely and accurate financial and programmatic reports to CDC and FHI 360 as required;
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters;
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies;
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity;
  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters;
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies;
  • Train, monitor and mentor quality assessors and technical assistance providers in accordance with international laboratory standards;
  • Leads the preparation of quality management system and laboratory improvements at project-supported laboratories;
  • Prepare reports/action plans and lead the follow-up of technical assistance and assessment visits to include corrective actions and capacity building initiatives;
  • Leads the team in laboratory strengthening and continuous improvement activities and trainings to build laboratory capacity and quality with reference to accepted standards and guidelines.

Qualifications:

  • Bachelor's degree required (advanced degree -master’s or higher- in business administration, international development, public health or another relevant field preferred);
  • A minimum of 10 years’ professional experience in developing countries at a senior activity management level including direct supervision of professional and management support staff;
  • Prior experience as a COP with projects of comparable scale and complexity is strongly preferred;
  • At least 7 years’ prior experience in developing and implementing laboratory program initiatives, laboratory strategic planning, laboratory accreditation programs, quality management systems, referral systems, supply chain management systems, and use of electronic laboratory information systems;
  • Past exposure and experience in implementing laboratory information and strengthening systems;
  • Demonstrated ability to effectively train and build capacity of local partners, district staff, and laboratory staff;
  • At least 5 years of supervisory experience;
  • Training and experience in quality management/quality improvement and the development of laboratory QI tools, preferably related to HIV/AIDS and TB interventions, or otherwise possess the capacity and motivation to acquire an in-depth knowledge of this field in a short time;
  • Experience in data management and developing and facilitating training;
  • Experience in analysis and use of data for decision-making;
  • Demonstrated ability to work with stakeholders including ministries of health, local health staff, and local officials to implement health care improvements;
  • Possesses excellent communication and coordination skills.
