The Ministry of Lands, Housing and Human Settlements Development (MLHHSD) with the
support from the UK Department for International Development (DFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DANIDA) is implementing a three year Land Tenure Support Programme (LTSP) which focuses on land tenure regularization, good land governance systems in Tanzania, and policy and institutional development in Kilombero, Ulanga andn Malinyi Districts in Morogoro Region. The Ministry is seeking to recruit highly qualified and motivated Tanzanians to fill a vacant position of Database Manager.
The Ministry invites qualified candidates to submit their applications for the following position:
Job Title: Database Manager (1 Post)
Key Duties and Responsibilities;
i. Reporting to the Programme Coordinator (PC) and work closely with the Team Leader of the Land Tenure Regularization (TLLTR) component and the Team Leader of Policy and Institutional Development (TL-PIO), and Component on Monitoring and Evaluation (M&E) Processes,
ii. The Database Manager will be responsible for managing land renure regularization system for land records, M&E Database and JCT activities in the Programme,
iii. Support land tenure regularization component and working closely with !CT unit in the Ministry for establishing system for managing data inputs from LTR process and M&E process,
iv. Monitoring performance and managing parameters to provide fast responses to front-end users,
v. Mapping out the conceptual design for a planned database logical design, and translated into a specific data model ,
vi. Maintain data standards, including adherence to the Data Protection Act,
vii. Managing and developing Data back-up and Data recovery plans,
viii. Ensuring that storage and archiving procedures are function correctly and efficiently,
ix. Communicating regularly with technical operational staff in the Programme and Ministry to ensure database integrity and security,
x. Commissioning and installing applications and customizing existing and future applications in order to make them fit for purpose,
xi. Working with the Programme implementation Unit (PIU), especially with the Communication Specialist (CE) on managing Programme Website, and
xii. Develop and maintain the !CT network and Internet services in the L TSP office.
Minimum Qualifications and Experience
A Bachelor degree in Information Communication Technology (JCT) from a recognized institution;
Recent and Relevant experience with establishing and maintaining databases;
Spatial Geo database experience is an added advantage;
Experience in system design and database development will be an added atvantage;
At least 3 years of relevant experience; and
Computer literate.
