Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City, HKI currently conducts programs in 21 countries in Africa and Asia as well as in the United States. HKI is known for sustainability, reliability, efficiency and the highest level of technical expertise in fighting and treating blindness and malnutrition. To accomplish its work, HKI builds the capacity of local governmental, civil society and private sector systems and infrastructure, and promotes the development of sustained, large-scale programs that deliver effective preventative and curative services for nutrition, eye health and neglected tropical diseases. The hallmark of the organization’s work is its proven effectiveness in developing, testing and scaling-up health interventions, and integrating them within government and community structures.

Country Overview:

Established in 1984, the HKI-Tanzania office was the organizations first in Africa set up to provide primary eye care services in central Tanzania. HKI has since expanded its role and currently works in partnership with the Ministry of Health, Community Development, Gender, Elderly and Children (MoH), local NGO’s, and other national and international development partners in the areas of nutrition and neglected tropical diseases (NTDs), particularly trachoma.

Scope of the Position:

HKI-Tanzania is the Coordinating Partner and an F&E Implementing Partner in the Trachoma SAFE implementation project through ICTC (International Coalition for Trachoma Control) funded by DFID and the Trust, with Sightsavers UK as Contract Manager.

HKI-Tanzania is seeking an experienced program officer to support the coordination and implementation of NTD programming in Tanzania for a 5 month period during the maternity leave of the NTD Coordinator.

Position Title: Temporary Program Officer – NTD Programs 

Duty Station: HKI Dar es Salaam Office Reports to: NTD Coordinator/Country Representative in her absence

Duration: 5 months (starting immediately)

Key Responsibilities (Program Implementation):

  • Plan and implement logistics and facilitate activities including: country visits by donors, trainings and workshops, surgeon audits, meetings, technical supervision rosters, TT-only Surveys, programmatic supervision visits, and other program activities. Planning may include selecting dates and venues as well as preparation of invitation letters, agendas, lesson plans, Power point presentations, minutes, and closing reports.
  • Serve as primary liaison with Implementing Partners, RECs and RNTDs, the NTDCP, and the Grant Manager and ensure that all queries, concerns, issues, suggestions, and requests are followed up on promptly and completely. This may include providing resources or programmatic advice, answering questions, and following up on requested data, documents, permits or other information.
  • Work closely with the NTDCP in order to ensure proper planning and post-event reporting for technical supervision, surgeon audit, and NTDCP-only supervision visits.
  • Represent HKI when participating in joint NTDCP/HKI supervision visits to the regions of the Trachoma SAFE Program and use technical skills to provide guidance and capacity building to these implementing partners; also submit detailed reports on these visits.
  • Write and submit to HKI supervisors all required meeting minutes, fund reconciliations, and post-activity reports for program activities within one week of said activity.
  • Oversee project budget and ensure that funds are spent according to donor and HKI policy, and provide accurate and coordinated financial and narrative reports to donors as needed.
  • Work with HKI and NTDCP teams to identify challenges to achieving the goal of trachoma elimination by 2020 and develop and implement solutions to overcome those challenges.


Key Responsibilities (M&E):

  • Develop an improved data monitoring and evaluation system which allows NTDCP and HKI to keep detailed track of general program data, assists in gathering and verifying data for the WHO dossier for TT elimination, formalizes a system for data reporting through the district and regional levels, and builds the NTDCP’s capacity to manage ongoing data collection at the close of the program.
  • Accompany TT-Only Survey facilitation team on their trainings and field work to assist in ensuring quality of data collection during TT-Only Surveys.
  • Work with NTDCP to implement a high quality surgeon outcome audit, spearhead the subsequent data analysis, and assist to formulate recommendations for moving forward based on results of the audit.


Desired Qualifications, Experiences and Conditions

  • The ideal candidate will be fluent in English and Swahili.
  • Must possess a minimum bachelor’s degree in a relevant field such as monitoring and evaluation, public health, statistics, etc.
  • Strong data management, coordination, monitoring and evaluation, and communication skills.
  • Ideal candidate has technical knowledge of trachoma, TT, and SAFE elimination strategies.
  • Experience in hygiene and sanitation/environmental health is an added advantage.
  • Should have experience with responsibility for donor funded budgets.
  • He/she will be a strategic thinker, who possesses strong critical thinking, problem solving, analytical and presentation skills with ability to influence high-level ministry officials at both regional and national levels.
