Monitoring & Evaluation Officer - NTD 2 POSITIONS

ENVISION is an eight-year project funded by the U.S. Agency for International Development (USAID) aimed at providing assistance to national neglected tropical disease (NTD) control programs for the control and elimination of seven targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, three soil-transmitted helminths (roundworm, hookworm, whipworm) and' trachoma. ENVISION's goal is to contribute to the global goal of reducing the burden of targeted NGO’s so that they are no longer a public health problem. The ENVISION project has recently been extended through 2018.

IMA World Health manages the ENVISION program in Tanzania in strict collaboration with the Ministry of Health and Social Welfare (MOHSW) and the Neglected Tropical Disease Secretariat.IMA World Health, a specialist in providing essential healthcare services and medical supplies around the world, is a nonprofit, faith-based organization working to restore health, hope and dignity to those most in need. IMA works primarily if} the developing world, where an estimated 30 to 70 percent of health care is provided by faith-based organizations. IMA has 50 years of experience in supporting, implementing and providing technical assistance to implementing partners in resource-constrained settings, and specifically has worked on the control, elimination and management of morbidity caused by NTDs for the past 17 years..

Job Purpose

The NTD M & E Officer position is to support the National NTD coordinator & NTD Program Manager of IMA to lead the monitoring and' evaluation component of the program through partners both at the central and district government levels where the N,TD Program is implemented.

Key Accountabilities
Program
Participate in the design of a monitoring and evaluation plan in line with the National NTD program framework.
Report writing and dissemination of reports for program activities required by MOHSW and other partners.
Take an active role in MDA related activity planning, including provision of information/data relevant for drug forecast and other planning needs.
Under the direction of the National NTDGP coordinator participate in strategic planning of NTD 'program with partners both at central and district government levels, With NGOs, FBOs and CBOs ensuring that M& E component is made part of the overall strategic plan. '
Under the direction of the National NTDCP coordinator & IMA NTDCP SPM and in collaboration with Program Officers take part and contribute in program planning, implementation and evaluation activities.
Liaise closely with Council Health Management Teams (CHMT) as well as other relevant local partners for a harmonized and smooth running of M & E component of the program activities ,
Support the national NTDCP coordinator, IMA and local partners to follow up NTD program implementation and with the Program Officers ensure and maintain a high quality program implementation approach, particularly the monitoring and evaluation components. ,
Facilitate capacity building of partners in the districts in M & E to be able to collect and analyze data, and prepare reports for MOHSW and the NTD Proqram.
Conduct regular field visits in the program areas for both technical support and monitoring.
Facilitate implementation. of operations research (OR) and surveys as appropriate. '
Facilitate data analysis and interpretation of OR data to inform program decisions.
Any other duties as assigned by the Program leads.

PERSON SPECIFICATION
Four or more years of health related program implementation experience,
Experience in M & E and disease surveillance.
Demonstrate ability in data analysis , report writing and presentation using power point e.t.c and skills in strategic and program planning
Skilled in data collection tools and data management systems also capacity .to' train others in the use of these data and tools.
Experience in public health interventions or health research programs.
Understanding of Tanzania's health care delivery system and MTUHA reporting system and' tools ..
Understanding of the Neglected Tropical Diseases prevalence and control
Track-record of working at speed and producing results in high pressured work environments.
Ability and willingness to travel to the field for extended periods of time.
Good communication skills in Kiswahili and English Languages.
Good interpersonal communication skills.

Minimum Academic Qualifications
A degree in Statistics/Demography/Mathematics/Medicine/Social Sciences.
Master in Public Health/Epidemiology and/or Biostatistics is preferred.

Desirable
Knowledge of at least two of the FOCUS sector as follows: (Health Interventions, Health Research, Tropical Diseases Control, Global burden of disease etc)
Terms and Conditions
The position is for one year and renewable upon mutual agreement
