1.
Introduction
The East
African Community (EAC) is a regional organisation mandated by the governments
of Burundi, Kenya, Rwanda, Tanzania and Uganda to spearhead the East African
economic, social and political integration agenda. The scope of cooperation
among the five Partner States is clearly indicated in The Treaty for the
Establishment of the East African Community which was signed in November 1999
and entered into force in July 2000. The
regional cooperation and integration
envisaged in EAC is broad based - Article 5 (1) of The Treaty states that “The
objectives of the Community shall be to develop policies and programmes aimed
at widening and deepening cooperation among the Partner States in political,
economic, social and cultural fields, research and technology, defence,
security and legal and judicial affairs for the mutual benefit.” Article
118 of the Treaty for the
establishment of the East African Community calls for regional cooperation in
health among the Partner States.
The EAC now
invites eligible (consulting firms/INDIVIDUALS) to express their interest in
providing the five consultancy services indicated above.
Interested
(consulting firms/individuals) must provide information indicating that they
are qualified to perform the services (brochures, description of similar
assignments, evidence of experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to enhance
their qualifications.
REPRODUCTIVE MATERNAL, NEW-BORN, CHILD, AND ADOLESCENT AND HIV/AIDS
SERVICE PACKAGES, STANDARDS AND GUIDELINES, IN THE EAST AFRICAN
COMMUNITY
The EAC
Secretariat is seeking Consultancy Firms to develop a Harmonized Regional
Integrated Reproductive Maternal, New-Born, Child, and Adolescent and HIV/AIDS
Service Packages, Standards and Guidelines, in the East African Community with
the following objectives:
1. document and identify key
areas of harmonization in the existing partner states’ essential
RMNCAH/HIV&AIDS service packages, standards and guidelines, health systems
in supports, innovations, partnership models and coordination mechanisms,
knowledge management efforts including research evidence
2. identify key potential
players/institutions and resources to support the implementation of the
RMNCAH/HIV&AIDS harmonized service packages, standards and guidelines
3. Develop a harmonized
regional RMNCAH/HIV&AIDS service packages, standards and guidelines.
2. CONSUTANCY ON DEVELOPMENT OF HARMONIZED GUIDELINES ON MANAGEMENT OF
SEXUALLY TRANSMITTED INFECTIONS (STIs) IN THE EAC
REGION
The EAC Secretariat is
seeking Consultancy Firms to develop harmonized STI management packages,
standards and guidelines for the EAC region. The objective of the assignment
will include:-
i.
Document
the STI prevalence in the region, segregated by age and sex;
ii.
Document policies guiding STI programming and management practices in
the region;
iii.
Conduct
sensitivity testing to establish sensitivity patterns for STIs in the region;
iv.
Document
and identify key areas of harmonization in the existing partner states’ STI
management and identify key potential players/institutions and resources to
support the implementation of the harmonized STI management packages, standards
and guidelines in the EAC region.
v.
Develop draft proposed harmonized STI management packages, standards and
guidelines in the EAC region.
3. CONSUTANCY
TO DEVELOP A REGIONAL ADVOCACY AND COMMUNICATION
STRATEGY FOR RMNCAH AND HIV & AIDS IN THE EAST AFRICAN COMMUNITY
The EAC is seeking
individuals to provide consultancy services to develop a regional RMNCAH,
HIV&AIDS Policy Advocacy strategy. The overall objective of the consultancy
will be to develop an “Advocacy and Communication Strategy to provide guidance
on advocacy and communication for scaling up uptake/support regional strategy
of RMNCAH
and HIV&
AIDS”. The consultant i s e x p e c t e d t o : -
i. Analyze and identify key
advocacy and communication gaps, target audience and their priorities and most
appropriate structures and channel to address them
ii. Draft a complete advocacy
strategy, outlining clear objectives, target activities, allies, deliverables
and indicators, as well as five years implementation plan
iii. Prepare final Advocacy and Communication
Strategy of RMNCAH and HIV&AIDS
SUPPORT IMPLEMENTATION OF EAC FRAMEWORK OF ACTION ON SUSTAINABLE
FINANCING FOR UNIVERSAL HEALTH AND HIV & AIDS
The purpose of
this assignment is to develop a resource mobilization strategy to support the
implementation of EAC Framework of Action (EFoA) on sustainable financing for
Health and HIV &AIDS. EAC is seeking an individual consultant to undertake
the service. The consultant is expected to:-
I.
Review
the status in implementation of innovative health and HIV&AIDS sustainable
financing interventions / initiatives in the
Partner States
II.
Develop a regional resource mobilization strategy to support
implementation of the EAC Framework of Action on sustainable financing for
health and HIV & AIDS
III.
Develop a framework for monitoring the implementation of the EAC Frame
work of Action (EFoA) on sustainable financing.
5. CONSULTANCY
TO DEVELOP THE EAC REGIONAL WEB - BASED KNOWLEDGE
MANAGEMENT PORTAL FOR SEXUAL REPRODUCTIVE HEALTH/ REPRODUCTIVE
MATERNAL NEW-BORN CHILD AND ADOLESCENT HEALTH AND HIV/AIDS
The EAC
Secretariat with support from Sida is seeking for an Individual Consultant to
develop the EAC Regional Web - Based Knowledge Management Portal for Sexual
Reproductive Health/ Reproductive Maternal New-Born Child and Adolescent Health
and HIV/AIDS. This is expected to improve sharing of knowledge and innovations
among Partner States and relevant global, regional and national Stakeholders.
Interested Firms for all the five assignments
may Express their Interest provide the following information in the EOI
bundles:-
(i) Corporate profiles: Legal status of the firm, registration details, business details, Tax Identification references, Tax
Compliance certificate, whether they have been involved in any Commercial
Conviction, Curriculum Vitae for technical key personnel) of the lead firm and
associates, general experience information over the last 5 years (including
experience in East Africa), the firm’s history and overall personnel structure
and capabilities;
(ii) Financial information: audited accounts for the last 3 years, current
assets and liabilities;
(iii) Experience:
General experience in the
last 3 years and specific experience in the field of the assignment over the last 3 years provide a detailed list of
similar consultancies previously done in the past three (3) years; provide
evidence of at least (3) previous contracts / orders of similar assignments and
(iv) Key Personnel: brief descriptions of at least three consultants’ key personnel showing their qualifications and experience.

three (3) years; provide evidence of at least previous copies of contracts /
orders of similar assignments.
