Overall Purpose of the Job
The Head of-Health System strengthening Un~ will provide technical programmatic guidance and coordination 01 Health Systems initiatives which are implemented by BMF, including but not Human Resource for Health, Governance, Health financing, Supply chain and others. The technical role will include planning, implementation and monitoring of existing and new HSS projects which is guided by the National priorities and BMPs Strategic Plan. He/she will reinforce the peer review process, including sharing lessons learned and best practices adopted, to continually bridge performance gaps within the Stakeholders. Should be able to sustain and ensure continuous effective relationship with other units and sections within the department and interdepartmental

Qualifications & Experience
- Masters Degree in Public Health, Health Policy, Health Planning and Health financing from a recognized University Bachelors Degree in Health Sciences, Social sciences, Monitoring and Evaluation or a closely related field.
- Demonstrated in-depth understanding 01 Tanzanian healthcare system, particularly the public health system.
- Knowledgeable and experience on linking and working with Donors, Non State Actors in various health related programs including in development of new initiatives/projects
- Proven track record managing a project team composed of several technical experts and fostering team work.
- Skills in strengthening HSS programs, training, performance and quality improvement and monitoring and evaluation.
- Strong oral and written communication and presentations skills in English.

- At least seven (7) years of relevant work experience of which three (3) years must be in senior position. Experience working in an NGO an added advantage.

- At least 7 years' experience with progressively increasing responsibility in designing, managing and implementing complex, large scale public health programs.

The Head of CMU will oversee the day to day management, coordination, implementation and achievement of the project designated portfolio, and provide necessary technical expertise, with strategic and operational leadership to the CMU, to ensure project objectives are met. He/she will be vested with responsibility of leading the Projects which BMF is assigned with Principal Recipient functions, as per signed agreements with donors.

- Demonstrated experience in the design and implementation of rigorous qualitative and quantitative ~ research and evaluation studies to Institutional standards.
- Demonstrated experience in setting up and/or managing M&E systems that track performance of the Institution and or projects and Analytical skills to measure outcomes of the Institution and Projects, f. ~ performances
- Experienced in managing internationally financed Projects, such as the Global, Fund USG, and others,
- At least ten (10) years of experience in designing and implementing monitoring and evaluating activities for complex programs in developing countries.'
