REPORTS TO: ARISE Program Director

 Achieving Reduction of Child Labor in Support of Education (ARISE) is a program to combat child labor in tobaccogrowing communities through education, mobilization, economic empowerment, and the promotion of a regulatory environment conducive to child labor prevention. ARISE is funded by Japan Tobacco International (JTI) and jointly implemented by Winrock International (WI) and the International Labor Organization (ILO). Winrock International is

 JOB SUMMARY:
The Monitoring and Evaluation Coordinator collaborates and establishes partnerships with community and local
organizations and authorities; leads public outreach efforts; plays an active role in capacity building of local
stakeholders; assists in the design, and oversees the implementation of the project’s monitoring and evaluation
systems and requirements. The Monitoring and Evaluation Coordinator will be responsible for developing, maintaining,
and training community members in the Child Labor Monitoring (CLM), establishing and maintaining the project
database, and reporting on project indicators and beneficiary data in quarterly and annual reports.

 Duties and responsibilities include, but are not limited to:

  • Coordinate project activities based on community-level work plans with other program staff.
  • Working with government and various ARISE partners, establish and train Village Child Labor Committees (VCLCs) and VCLC chairpersons (Community Activists).
  • Liaise with stakeholders at the community level to assess the project’s progress and share information including reports.
  • Ensure that data at the family and community levels are collected, stored, and analyzed.
  • Distribute results and analysis with various stakeholders, as required or requested. Document lessons learned from different activities implemented in the communities through success stories.
  • Prepare documentation and assist in development of quarterly and annual reports.
  • Design and implement the project’s monitoring and evaluation system, including child/beneficiary monitoring and tracking.
  • Maintain data and report on all children withdrawn and prevented from child labor (direct program beneficiaries).
  • Design data collection tools and instruments, schedules, analysis methods, and applied technologies.
  • Adapt and utilize existing tools to be provided by the project, as appropriate.
  • Manage project data collected from program communities, including data intended for the project database and/or the Child Labor Monitoring System (CLMS).
  • Monitor project activities on a daily basis at both the office and field (community) levels.
  • Design and implement community-level surveys measuring awareness of child labor issues and increases in household livelihoods. Empowering the disadvantaged, increasing economic opportunity, and sustaining natural resources.
  • Design Standard Operating Procedures (SOP) to ensure quality capacity building and awareness-raising activities focused on the elimination of child labor in program communities throughout the program.
  • Develop and/or monitor project performance indicators and report on them as required.
  • Any other duties as directed by the ARISE Program Director, as relevant.

Qualifications and Experience:

  • University degree in sociology, demography, statistics, or other social science area
  • Minimum of 5 years’ experience in donor-funded development projects
  • Experience in child labor or child protection projects is desired
  • Experience in capacity-building activities in rural communities, including capacity to design and develop training (experience as a trainer)
  • Experience implementing qualitative and quantitative research a plus
  • Report writing and publication skills (excellent written, oral and presentation skills in English and Kiswahili)
  • Excellent people and partnership skills
  • Collaborative team player with leadership skills
  • Willingness to travel and work up to 70% of time in the field
