Overview:
Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

 In Tanzania, CHAI has been working closely with the National Malaria Control Program (NMCP) to improve malaria case management (diagnosis and treatment), and in particular the availability of high-quality, affordable malaria diagnosis and treatment in the private health sector.

One of the strategic objectives of the NMCP is to ensure that all suspected cases of malaria are tested before receiving treatment. Therefore, it is critical that affordable, reliable malaria rapid diagnostic tests (mRDTs) are available wherever patients seek care for malaria or other febrile illness. However, the formal private health sector lags significantly behind the public sector in uptake of mRDTs.  Millions of patients also seek treatment for suspected malaria in accredited drug dispensing outlets (ADDOs), which have historically not been allowed to conduct testing. Based on positive results from a recent study conducted by the NMCP and CHAI, advocacy efforts are in place now to secure a national policy change that will allow all ADDOs to administer mRDTs. CHAI has supported the NMCP in scaling up uptake and use of mRDTs in both the formal private sector and among ADDOs. This support includes strategic development, operational planning, partner coordination, surveillance strengthening and program evaluation.

The Program Officer for Private Sector Malaria Case Management will be seconded to the NMCP to support objectives shared by the NMCP and CHAI. This position involves being based in NMCP offices for 50% of the time.


Responsibilities:

  • Support the NMCP to develop forecasts for needed commodities
  • Support the development of concept notes and applications to the Global Fund and other donors to secure funds
  • Contribute to the planning and execution of high-impact projects, including additional mRDT training in the formal private health sector and the expansion of febrile illness management in ADDOs
  • Build and manage relationships with individuals in the NMCP, in CHAI, and other relevant partner organizations
  • Support CHAI Malaria staff based in Tanzania in understanding the NMCP’s competing priorities and challenges
  • Provide analytical support to the CHAI-Tanzania Malaria Program and NMCP as necessary, aligned with agreed scope of work Support the NMCP and the CHAI-Tanzania Malaria Program Manager with other areas as necessary

Qualifications:
Required qualifications: 

  • Bachelor's degree and four or more years of post-university work experience, or advanced degree and three or more years of experience
  • Excellent problem solving, analytical and quantitative skills
  • Excellent program coordination and project management skills
  • Ability to work independently and effectively in high-pressure, fast-paced environment,
  • handle multiple tasks simultaneously, complete deliverables on time, and motivate others to do the same   
  • Strong interpersonal and written and verbal communication skills, and an ability to build professional relationships with the NMCP, CHAI, and key stakeholders
  • Ability to learn on the job quickly and absorb/synthesize a broad range of information
  • Ability to react quickly to ad-hoc requests while managing an existing workload
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
  • Fluent in both English and Swahili
  • Bachelor's degree or equivalent

Preferred qualifications:

  • Graduate degree in business, pharmacy, logistics, public health, medicine or other relevant field
  • Private sector experience
  • Experience related to public health or the pharmaceutical or medical devices industries
  • Experience coordinating logistics for large programs and/or supply chains
  • Experience working with government officials
  • Experience in a fast-paced, results-oriented environment
