Comprehensive Health Services Delivery (CHSD) is a five years project (October 1, 2016 to September 30, 2021) funded by the American People through USAID that aims at supporting the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes.

CHSD award 3 is implemented in Southern regions of Tanzania focusing on comprehensive health service delivery for preventative and curative services with regard to FP, HIV/AIDS, TB, Malaria, and MCH. The project covers geographic areas with the highest disease burden namely Njombe, Iringa, Ruvuma, Morogoro, Lindi, and Mtwara. CHSD award 3 project is managed by Deloitte Consulting Ltd in partnership with FHI360, EngenderHealth, and Management and Development for Health (MDH). EngenderHealth is the lead gender, youth, FP/RH and MNCH project’s components.
EngenderHealth is seeking applications from highly qualified Tanzanian candidates to fill in the following positions for CHSD award 3.


Senior Advisor FP/RH Integration (1 Position based in Dar es Salaam)

 Position Description: The Senior Advisor FP/RH Integration will have overall responsibility for the development of the Project’s FP/RH strategy to increase access to high quality and sustainable facility and community-based FP/RH services.  S/he will work closely with CHSD Manager Facilities based Integrated Service Delivery, project’s team, government officials, and FP/RH partners to plan, implement, monitor and evaluate interventions to ensure efficient delivery of integrated FP/RH services within the care system.  Senior Advisor FP/RH Integration, based in CHSD project’s office Dar es Salaam, works closely with the Project’s senior staff and the Regional and district office staff to provide technical assistance and guidance for clinical and community activities. The Senior Advisor FP/RH Integration will support strengthening and expansion of existing services, and integration of FP/RH into HIV and other health services.
Key Qualifications:
Must possess a medical degree (MD, MBBS), clinical degree (such as nursing, midwifery) or a university degree in a related, relevant field and licensed medical professional in Tanzania.
Masters of Public Health degree or Masters of Medicine in Obstetrics & Gynecology is highly desirable.
Experience in clinical service delivery experience, either hands-on or supervision of RH/FP and MCH programs.
A minimum of five (5+) years of experience providing FP/RH technical assistance to public and private institutions/organizations, including clinical training, and mentoring health care providers at multiple levels of the health care system, is essential.
Must be a seasoned professional with vision, strategic planning skills and an understanding of the integration of maternal and reproductive health services with family planning to ensure efficient and effective services for the Tanzania healthcare system.
Program design experience with FP/RH programs is desirable.
Experience in presenting findings, results and lessons learned to a variety of audiences is desirable.
Experience working for international agencies and USAID-funded health programs is preferred.
Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness).
Strong written and verbal communications skills in English are a must.
Ability to travel approximately 30% of his/her time to supervise and support field activities.

FP/RH Integration Program Officer (7 positions each based in Iringa, Morogoro, Mufindi, waging’ombe, Njombe, Mtwara and Lindi)

Position Description: FP/RH Integration Program Officer will support project activities contributing to increased access and improved quality of comprehensive and integrated FP/RH services, especially for women and youth, in their designated regions. The Program Officer will work with field teams to provide technical assistance to public and private institutions/organizations, including clinical training, and mentoring health care providers at multiple levels of the health care system. The overall responsibilities will include provision of assistance and support in a variety of technical areas such as training, informed choice, family planning, infection prevention and medical quality assurance.
Key Qualification:
Must possess a medical degree (MD, MBBS), clinical degree (such as nursing, midwifery) or a university degree in a related, relevant field and licensed medical professional in Tanzania.
A minimum of three years of work experience providing FP/RH technical assistance to public and private institutions/organizations, including clinical training, and mentoring health care providers at multiple levels of the health care system is essential.
At least 3 years of experience working with NGOs in planning, designing, budgeting, managing, supervising, evaluating and documenting health programs is preferred.
Experience working for international agencies and USAID-funded health programs is preferred.
Experience in Bilateral tubal ligation, Vasectomy, PAC and clinical training.
Solid programming and technical expertise in reproductive health programs, specifically in the area of clinical based family planning.
Knowledge in infection prevention, quality assurance and clinical research desirable.
Demonstrated experience in the management and provision of reproductive health services at facility level.
Experience working in a matrix management environment.
Demonstrated ability to work independently and function effectively as part of a team, and to manage multiple priorities.

 Manager for Gender and Youth, (1 Position based in Dar es Salaam)

Position Description: The Manager Gender and Youth will support the integration of gender, adolescent and youth-friendly health programming across the CHDS. Generally, the Manager-Gender and Youth will be responsible for provision of technical advisory role related to scale up gender and youth friendly RH services to the CHSD program areas. The position will support the program to address gender based violence (GBV) among youth and create demand integrated GBV and SRH services among youth.    S/he will provide technical backstopping and support/ in conducting relevant research, analysis and capacity building activities aimed at providing information and knowledge-base and readily useable methodologies to EH and MoH staff.
Key Qualifications:
a university degree (BA, BSc) in a related, relevant field (e.g. public health, international development, social sciences, anthropology, or a related field), and a Masters degree in a relevant field.
A minimum of seven years of experience in gender programming, including preventing and addressing gender-based violence, and working with adolescents and youth on SRH is essential.
Experience working for international agencies and USAID-funded health programs is preferred.
Experience in service integration, provider and supervisor training and follow-up, referral systems, and development of client-responsive static and mobile/outreach services;
Minimum of 5 years of successful experience designing and implementing sexuality, youth friendly and gender transformative programming
Minimum of 5 years of successful experience in comprehensive health service delivery supporting Gender and youth programming.
Experience in developing, implementing and monitoring sexuality, youth friendly and gender transformative programming, best practices, etc. in order to incorporate these approaches into HIV prevention programs and services for key and vulnerable populations

The Gender and Youth Program Officer (five Positions each based in Iringa, Njombe, Morogoro, Mtwara and Lindi regional project offices).

Position Descriptions: The Gender and Youth Program Officer reports to the Regional Technical Managers. The Gender and Youth Program Officer will support development and implementation of an integrated strategy focused in high HIV prevalence areas, where targeted efforts are required to shift the gender-related barriers to the health and well-being of vulnerable individuals. S/he will provide technical assistance on a) gender, including gender norms affecting health-seeking behaviors and interventions promoting gender positive roles, rights and responsibilities of the target communities, and b) youth and gender, including improving access to sexual and reproductive health (SRH) information and services for adolescent girls and boys and young women and men to address multiple risk and protective factors at key transition points in their development.
Key Qualifications:
Must possess a university degree (BA, BSc) in a related, relevant field (e.g. gender studies, public health, international development, social sciences, anthropology, or a related field).
A minimum of three (3+) years of experience in gender programming in the health sector, including integration of gender into the continuum of SRH services from facilities into communities.
Must have a strong theoretical understanding and implementation of synchronized gender and male engagement interventions, GBV prevention and response, and working with youth on SRHR are essential.
Experience in presenting findings, results and lessons learned to a variety of audiences is desirable.
Experience working for international agencies and USAID-funded health programs is preferred.
Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness).
Strong written and verbal communications skills in English are a must.
Fluency in Kiswahili and spoken and written English is required.
Ability to travel approximately 30% of his/her time to supervise and support field activities.
