Job Title:Malaria Surveillance, Monitoring & Evaluation Advisor - Zanzibar
Project Overview and Role
The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. In Tanzania, the Project received an Associate Award from USAID/Tanzania that is anticipated to run from 2014 ? 2019. We are currently seeking a Malaria Surveillance,Monitoring and Evaluation (M&E)Advisor to be responsible for leading coordination, implementation, documentation and evaluation of malaria surveillance activities in Zanzibar as planned in collaboration with the President?s Malaria Initiative (PMI) and Ministry of Health through Zanzibar Malaria Elimination Program (ZAMEP). The position will be based at ZAMEP offices in Zanzibar.
Purpose of Role
The Malaria Surveillance, Monitoring and Evaluation (M&E) Advisor will be responsible for overall technical guidance and supervision of the malaria epidemic early detection systems (MEEDS), Malaria Case Notification (MCN) and malaria epidemic preparedness and response. This position involves statistical analysis of surveillance data, operation of electronic databases, and design of electronic data collection systems using mobile devices. The incumbent, in coordination with the Senior Malaria Monitoring and Evaluation Specialist, will ensure provision of adequate technical support on malaria surveillance to ZAMEP.
Responsibilities
Primary Responsibilities:
The Malaria Surveillance, Monitoring and Evaluation Advisor will work with ZAMEP and other partners to fulfil the following tasks:
1. Support implementation of malaria surveillance systems
Provide supervision for the implementation of MEEDS and MCN system
Support documentation of surveillance activities and maintain performance standards for surveillance
Support development and updating of malaria surveillance guidelines and protocols
Support development and updating of training curriculum, materials and conduct training to build malaria surveillance capacity to the national and district teams
Undertake routine internal evaluations of surveillance systems in keeping with best practices.
2. Data analysis, mapping and reporting
Undertake routine and special analysis of malaria surveillance data from the HMIS, MEEDS and MCN systems.
Support routine production of maps of surveillance data and programmatic activities
Provide support for analysis of ZAMEP programmatic activities, including: indoor residual spraying, larval source management, entomological surveillance, net distribution
Produce weekly, quarterly, annual and ad hoc reports and epidemiological bulletins for timely decision making
Support ZAMEP in preparation of annual reports, proposals, strategic plans and policy documents
Draft abstracts and presentations for scientific conferences
Support drafting of manuscripts for scientific journals
3. Support operational research and other epidemiological studies
Support designing of operational research and epidemiological studies in keeping with ZAMEP strategic plan and priorities.
Support writing of protocols and standard operating procedures for operational research studies and epidemiological studies
Provide supervision and technical support for operational research studies and epidemiological studies.
4. Capacity building for ZAMEP staff
Develop and update training material on surveillance, data analysis, technical writing
Support regular training for ZAMEP and MoH staff on data analysis, interpretation and communication, technical writing and scientific writing
Perform any other duties assigned by the Senior Malaria Monitoring and Evaluation Specialist
Requirements
Minimum education and experience required
The Malaria Surveillance, M&E Specialist will have a Master?s Degree plus at least three (3) year experience in morning and evaluation, epidemiological/statistical analysis in malaria and/or other infectious diseases programs. Additional responsibilities will include ensuring the incorporation of cross-cutting themes of gender and sustainability across the entire project. This position includes frequent travel in-country.
Ability to use advanced database and statistical analysis software (SAS, STATA, Epi Info, SPSS, etc.)
Ability to conduct epidemiology/statistical analysis and mathematical modeling
Strong organizational and communication skills with the ability to perform multiple tasks simultaneously
Competence in program management
Strong communication and interpersonal skills
Knowledge of appropriate methods for the analysis of data and strong experience in writing technical reports.
Capacity to operate computer databases: proficiency with Microsoft Office applications (Excel, Word, Outlook, PowerPoint, etc.) and advanced database and statistical analysis software (MS Access, SAS, STATA, Epi Info, SPSS).
Strong interpersonal and intercultural skills.
Tanzanian resident.
Preferred:

Work with Senior Malaria Monitoring and Evaluation (M&E) Specialist to ensure smooth implementation of electronic Integrated Disease Surveillance and Response (eIDSR) in Mwanza, Mara, Kagera, Dar es Salaam and any other region to which the eIDSR will be scaled-up as per USAID guidance.
Ensure that required protocols are developed, training is conducted, and smooth field implementation, data quality assessment and supportive supervision are regularly conducted.
2. Implementation of routine health information system strengthening (RHISS)
Work with the Senior Malaria Monitoring and Evaluation (M&E) Specialist to improve malaria data quality and use through the routine health information system.
Ensure that protocols developed for analysis of malaria data quality and use is documented and discussed with NMCP and other relevant stakeholders.
Ensure effective planning, implementation, monitoring and evaluation of the strategies for improving malaria data quality and use in mainland Tanzania.
3. Coordination of Operational research (OR)
Work with the MEASURE Evaluation team to ensure that protocols for malaria-related operational research studies are developed and submitted to the National Institute for Medical Research (NIMR) ethical review committee and other Institutions, such as the Centers for Disease Control (CDC/Tanzania) for approval, as needed; and
Ensure effective planning and smooth implementation of malaria-related operational research studies, including supporting the writing of technical reports and dissemination of findings to stakeholders and scientific meetings.
4. Program management and coordination
Participate in field supervision, monitoring of activities and coordinating needed assistance to ensure smooth implementation
Contribute to preparation, coordinating and development of annual implementation plans (work plans) as stipulated in Malaria Operational Plan (MOP) for PMI-USAID.
Represent MEASURE Evaluation in relevant meetings, as needed
Contribute to preparation of project performance reports, writing of technical reports and scientific papers for presentation in scientific meetings and publishing in various journals.
Perform any other duties as assigned by COP and supervisor.
