The goal of the Swiss Development Cooperation is sustainable poverty reduction. In Tanzania the focus of the program support is on Health, Employment & Income as well as on Governance with a budget of approx. 23 Mio Swiss francs per year.

Program Officer – Employment & Income
Job Description / Responsibility
Project development
- Contribution to strategic planning of the Employment & Income portfolio for the Swiss Cooperation Strategy
- Management of projects, programs and contributions related to the subdomains “Youth Employment” & “Smallholders
Farmers’ Influence”
- Elaboration and preparation of entry or/and credit proposal for new projects
- Contract / carry out risk assessment of projects and of partners and review / write risk management reports
- Manage the procurement process in case of a project mandate
Contract Management
- Preparation of project documents and ToR for contracts with partner organizations
- Negotiation and verification of the prices and fees (budget)
Project Control/ Monitoring
- Oversee and coach the establishment of results framework (logframe or outcome mapping), baselines and other tools for
the monitoring of the mandates/contributions
- Review and analyze operational and financial reports of partners/project
- Prepare, update and document input on socio-economic and political context analysis relevant to the steering and strategy
of the SDC country program and the domain
- Establish and maintain relationship with project stakeholders and other related public and private partners
Requirements
Education
- Age 35+
- Tanzanian National
- Master degree in Agricultural Economics, Development Studies or related fields
- Excellent command of written and spoken English and Kiswahili
Experience / Skills
- Minimum 10 years of professional experience, thereof 5 years in progressive project management experience, especially
with respect to planning, monitoring and reporting
- Work experience in an institution implementing and/or funding projects related to agriculture and vocational skills
development/youth employment
- Experience with youth organizations, training institutions, smallholders farmers advocacy and/or social accountability is an
asset
- Good knowledge and understanding on Tanzania agriculture and youth employment issues and stakeholders
- Strong analytical and conceptual ability
- Strong ability to write concise and clearly structured reports and articles
