The East African Community is a regional
intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, Republic of South Sudan and the Republic of Uganda with its Headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

Job reports to: EAC Competition Authority Board of Commissioners

Job Purpose:

The Registrar, EAC Competition Authority shall be the Chief Executive Officer of the EAC Competition Authority and be responsible for the day to day management of the EAC Competition Authority subject to the directives of the Board of Commissioners.

Duties and Responsibilities:

The Registrar, EAC Competition Authority shall perform the following functions:
  1. He/she will be the Chief Executive and Accounting Officer of the EAC Competition Authority;
  2. He/she will be the Secretary to the Board of Commissioners;
  3. Provide high quality advice to the Board of Commissioners, on key strategic, legal and economic matters;
  4. Manage the staff of the EAC Competition Authority and provide high level strategic direction;
  5. Represent the EAC Competition Authority at the highest levels in industry and Government, regionally and internationally;
  6. Work and cooperate with Partner States competition authorities and consumer protection agencies on matters of competition and consumer protection;
  7. Establishing systems, procedures and institutional processes of the Authority;
  8. Work to raise the profile and public perception of the Authority;
  9. Work towards the enforcement of EAC Competition Act, 2006, in the EAC Customs Union/Common Market;
  10. Establish strategic alliances with national and international competition organizations which may be in a position to provide financial and technical assistance to the Authority
  11. Present board papers to the Board of Commissioners in regard to operations of the Authority; and,
  12. Undertake any other duties assigned by the Board of Commissioners from time to time.

Qualifications and Experience:

Academic and Professional Qualifications:
Must have an advanced degree (at least a Masters) in Economics or Law or Marketing or Business or Public Administration or Management discipline.
A combination of these will be an added advantage .
Working Experience:
Have a minimum of 15 years experience in competition law and policy or consumer protection, 10 of which must be at a senior level.
Must have a high level management experience and a proven track record of leadership in a significant area of regulation or law enforcement, either at regional or national levels.

Skills and Competencies:

Competencies:
  • Good knowledge and understanding of the EAC economic integration agenda.
  • Excellent oral and written communication skills and ability to influence multi-stakeholder processes;
  • Excellent analytical skills particularly in interpreting, using, analyzing and presenting data and evidence;
  • Accurate or intelligent or other demonstrable knowledge in competition, industrial organization or industry structures in any of the countries in the Common Market.

Education Qualifications and Relevant Working Experience:

Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State.
This condition is applicable for locally and internationally attained qualifications. All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Working Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.

Eligibility:

Only Applicants from the Republic of Rwanda, Burundi, South Sudan, Uganda and the United Republic of Tanzania are eligible to apply for this position.

Terms and Conditions of Service:

The position of Registrar for EAC Competition Authority is tenable for a contract of 5 years nonrenewable and is subject to the application of the EAC Quota System.
