Description 
TWESA is a Tanzanian NGO that was formed in 1997 to relieve suffering of disaster victims in emergencies and of poor communities in needy areas, through development and implementation of improved and protected water supply, environmental sanitation and hygiene.

TWESA implements water, sanitation and hygiene (WASH) services and facilities in the Kigoma region of Tanzania, including in the Nyarugusu, Nduta, Mtendeli, NMC refugee camps and Way stations.

Position Overview: 
The Human Resource Officer will be responsible to provide Human Resources services and support for all managers and staff members across all  TWESA locations in  Kasulu,  Kibondo and Dar es Salaam.

Responsibilities:
  • Review and update TWESA’s Human Resource and related policies and procedures and lead the implementation throughout the organisation.
  • Support and provide resources to assist Managers  in the recruitment process, including the development of job descriptions, interviews, employment and staff orientation process.
  • Complete the administration process for recruitment process including check applications completeness and for declarations of convictions, disability, work permits and job share requests and advise the Senior Administrator accordingly. 
  • Organise interviews for short listed applicants, including arranging the interview date, panel and venue, oversee the preparation and distribution of interview packs, oversee the recruitment filing system, including records on unsuccessful applicants, complete pre-employment checks for preferred candidates like reference checks are in a timely manner
  • Ensure the smooth induction of all new staff and volunteers: communicate details of new employees to appropriate colleagues to ensure facilities and equipment are  available upon commencement of employment, provide Induction packs and all associated information on their first day of employment and organisation of induction training.     
  • To manage the organisation probationary period process, ensuring all reports are prepared and sent to the Senior Administrator, identify unsatisfactory reports and implement the required course of action.   
  • Support and provide resources  to implement the Performance Management System, including ensuring all management staff have the appropriate knowledge and skills to ensure high quality performance management
  • Support and develop an organisational culture of learning and continuous improvement, through the development of individual professional development plans.     Ensure all professional development and staff training records are kept upto date. 
  • Ensure Workplace Health and Safety plans are developed and implemented at each TWESA work location, including all staff quarters  
  • Ensure all administrative duties are kept upto date, including maintenance of all staff files, annual leave records,   staff, volunteer and applicant databases,  organisational  structures, statutory reporting requirements, payroll requirements (including for refugee workers)  etc.  
  • To provide guidance and manage TWESA’s internal grievance and dispute resolution process and disciplinary investigations. 
  • Responsible for the day to day administration issues and maintain diary of  TWESA including documenting activities and events like Maji week,  TWESA day, MHM day etc
  • To be the main point of contact for general HR enquiries from both internal and external Agencies.

Required Qualifications and Experience:
  • A Bachelor Degree or Higher qualification  in Human Resource Management
  • At least 3  years work experience in a related Human Resource Management Position 
  • An understanding of Tanzanian Labour Laws and Industrial Relations
  • Experience in policy development, including successful implementation•    Experience in providing advice relating to recruitment, performance management, workplace health and safety, industrial relations, including employee mediation   and people development

Relationships:  The HR Officer will work with multiple stakeholders across the organisation  including the Executive Director, Finance and Administration Officers, Programme Managers, Team Leaders and Management and Policy Advisor.   They will all be a resource for all employees, to provide advice on HR matters.
