ROLE PURPOSE: The Administration & Logistics Officer is responsible for the effective application of SC administration and logistics policies and practises and enforcement of SC administration and logistics reporting systems and internal control procedures and will provide support to the Singida/Dodoma Programme.

KEY AREAS OF ACCOUNTABILITY:
The Administration and Logistics Officer will run the reception at the Save the Children Office in Singida/Dodoma, including work with the programme management team to support and strengthen programme administration and all sorts of logistics functions (travel bookings etc.)
Supervise the Drivers and Office Attendant. Conduct one to one and Performance Management Review.
Ensure that the programme is provided with adequate logistical support on procurement of goods and services.
Ensure the fleet and other equipment are in good and sound condition including documents updates.
Prepare relevant paperwork to process payments with respect to taxis services provided by companies and or individuals following approval processes.
Maintain the fleet book/tracking system and ensure that these are updated timely and as and when necessary.
Proactively inform users when plans change /delays are anticipated and follow up all pending issues
Ensure that Save the Children’s vehicles are safe and roadworthy at all times.
Ensure that services/repair for all the projects vehicles for Singida/Dodoma are planned and conducted on a timely basis (to minimize disruption) by the approved Garage(s). Maintain a tracking schedule to facilitate the monitoring and planning of servicing and repairs
Supervise quotation/estimated costs received from garage and make recommendations to the Programme Manager for approval before service /repair is done.
Responsible for engaging with the garage to ensure the repairs are done economically and the paper trail in support of the repairs complies with Save the Children Procedures.
Supervise the drivers in monitoring the cleanliness of the interior and exterior of the vehicles.
Ensure that all vehicles contain the necessary items and equipment as per the guidelines. (e.g., First Aid Kit, Maps)
Prepare monthly performance reports for vehicles and submit to the Singida/Dodoma Programme Manager and the Logistics Manager in Dar
Oversee and issue fuel coupons to drivers in compliance with procedures
Review and sign off on a transport log sheet on completion of the sheet.
Supervise the preparation of monthly analysis of fuel consumption against KMs’ and prepare supporting documentation for the payment to supplier and investigate any discrepancies.
Prepare personal usage schedules for refund by the relevant staff and follow up to ensure payment is made.
Prepare the monthly analysis of fuel consumption and submit it to the Singida/Dodoma Programme Manager and the Logistics Manager in Dar.

Child Protection Coordinator

Background
Due to political unrest in Burundi high numbers of refugees escaping into neighbouring countries of DRC, Uganda, Rwanda & Tanzania. The current Burundian refugee population in Tanzania is over 172,000 of which over 50% are children. SCI is implementing a child protection and education programme in refugee camps and wishes to scale up the response in refugee camps.
ROLE PURPOSE:
Work closely with local implementing partners, SC Education staff, and members of the child protection sector working Group, UNHCR and other UN agencies, to ensure that the programme goals are achieved. Specific areas of concern are the provision of Child friendly space activities in refugee camps. He/She provides overall leadership at programme level for the sector, and ensures that SC vision and overall program goals related to the sector are met. He/She is responsible for providing managerial, technical, and administrative support to partner staff during the implementation of an integrated program. For purposes of ensuring healthy collaboration between SC’s response and other actors in refugee education/protection, the officer will actively participate in child protection-related activities and meetings in designated refugee camps.
SCOPE OF ROLE:
To coordinate effective implementation of child protection activities Nyarugusu, Nduta and Matebeli and Host Community, inter-camp coordination, and monitoring of activities. The individual will be responsible for providing leadership, guidance and technical expertise to Child Protection Implementing staff and support to the community workers where necessary.

Programme Delivery
Deputize the CP Programme Manager for the overall management responsibility for all CP staff and implementation processes.
Lead and motivate the CP team to ensure effective project implementation strategies including case management, BID processes, counselling, together with engagement and monitoring of the established community structures within and in the host community through the identified partner granted during the period of implementation.
Ensure key problems are brought to the attention of the CP Program Manager and other relevant senior staff for discussion and review.
Ensure that all implementing staff receives appropriate induction training and guidance to implement the project activities.
Make regular support visits to the camps and provision of technical support to the implementing staff.
Develop and implement an integrated reintegration strategy for vulnerable children returning to their communities with a particular emphasis on education and livelihoods strategies.
Continue to develop understanding on children’s meaningful participation throughout the programme, and work with child protection staff on strategies to enable children to identify and address the issues of concern to them and promote their voices in local, regional and national.
Monitoring , Evaluation and Reporting
Monitoring and evaluation of programme activities:
Engage in ongoing report and identification of training needs and other implementation gaps in the CP programme
Assist CP teams to identify the technical support required in the implementation, monitoring and evaluation of project activities.
Work with project staff to assist in the development of new project proposals and the evaluation and documentation of programme activities.
Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including overseeing the management of the Unaccompanied and Separated Children’s Database (CPIMS) as a tool for information storage and analysis, and case management.
Ensure an up to date database of caseload is maintained and regularly update and taking corrective action where necessary.
Preparation of reports, documentation of programme learning and ensuring it contributes to organizational advocacy.
Ensure timely implementation of budgeted activities in addition to budget tracking and control.
Conduct/ensure regular follow-up visits to monitor the rehabilitation and reintegration of clients, and document changes identified.
Support in the ongoing implementation and budget management of the CP programmes (Including development of the detailed implementation plans, reviews of the BVA among other tasks).
Ensure in the timely receipt of monthly, quarterly reports both to the donors and the internal reporting mechanisms.
Partnerships and coordination
Develop partnerships to enhance community participation, ownership and sustainability of programmes.
Collaborate and coordinate with other child protection agencies, governmental institutions, host community partners and community level structures in order to promote community ownership and sustainability of CP initiatives.
Represent Save the Children and the CP program in interagency working groups and camp coordination meetings.
Represent the CP programme and advocate with community, partners as well as other external visitors. Liaise closely with other actors in the child protection sector on issues related to vulnerable children. Ensure that consideration is given to their particular needs within general child protection strategies.
Work with appropriate partners within the child protection sector to ensure the mainstreaming of child protection and that children’s rights are considered in the process of legislation formation and institution building.
Where necessary, represent the Child protection Manager in meetings, both internal and external and engage with the identified Host Community partner being funded to implement activities during the specific grant period.
Grants Management and Accountability
Coordinate with finance and awards team to ensure effective budget monitoring for the project in line with donor requirements and contractual obligations, including Grant opening, mid-term and closing meetings.
Oversee project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting is undertaken at all times.
Ensure timely production of activity/events reports as well as monthly reports as per the agreed timelines.
Develop and undertake training in various aspects of child protection for programme and project staff as well as children, partners and community-based child protection networks.
Mentor the relevant staff to facilitate the continued development of the project, budget and personnel management capacity.
Ensure the realisation of the principles enshrined in child safeguarding policy by all staff implementing the CP programmes.

Child Protection/ Psychosocial Support Specialist

The Child Protection/ Psychosocial Support Specialist (CP/ PSS) will be responsible for strengthening the quality of Save the Children’s child protection and psychosocial support programme which form a key part of our emergency response efforts and development programming, in Refugee Camps. The PSS Specialist will train and mentor partner staff and volunteers/incentive workers, lead on tool development, review our current activities, provide technical advice, and may be asked to represent Save the Children at the inter-agency Child protection and Psychosocial Support Working Group meetings

The Education Project Officer will support the implementation of Accelerated Education Program (AEP) activities in Save the Children supported schools in Nyarugusu and Nduta refugee camps. She/he will work closely with the Education Programme Coordinator and staff of the partner organization (Babawatoto Centre) under the overall umbrella of the Field Programme Manager to ensure that planned program activities are implemented timely and in line with Save the Children best practices to ensure the attainment of set objectives.
KEY AREAS OF ACCOUNTABILITY :
Program Implementation
With support from the Education Coordinator, develop, implement and monitor quarterly, monthly and weekly AEP activity plans to achieve expected results.
Oversee the supervision of supported schools and ensure that AEP activities in schools run smoothly and ensure that school monitoring tools including class registers, teacher attendance records books are used consistently and accurately on daily basis. The Education Project Officer will also ensure that teachers prepare relevant lesson plans, schemes of work and lesson notes with the objective of attaining quality outcomes.
Organize and chair the weekly school meetings with head teachers and deputies, bi-weekly meetings with teachers and ensure minutes of meetings are properly documented. The incumbent will also ensure school meetings give clear feedback on supervision findings.

The Education Project Officer will support the implementation of Accelerated Education Program (AEP) activities in Save the Children supported schools in Nyarugusu and Nduta refugee camps. The Education Project Officer will support the implementation of ECCD activities in Save the Children supported schools in Nyarugusu and Nduta refugee camps. She/he will work closely with the Education Programme Coordinator and staff of the partner organization (Babawatoto Centre) under the overall umbrella of the Field Programme Manager to ensure that planned ECCD activities are implemented timely and in line with Save the Children best practices to ensure the attainment of set outcomes and objectives.
KEY AREAS OF ACCOUNTABILITY :
Program Implementation
With support from the Education Coordinator, develop, implement and monitor quarterly, monthly and weekly AEP activity plans to achieve expected results.
Oversee the supervision of supported ECCD Centers and ensure that ECCD classes in supported schools and ensure that monitoring tools including class registers, teacher attendance records books are used consistently and accurately on daily. The Education Project Officer will also ensure that teachers prepare relevant lesson plans, schemes of work and lesson notes with the objective of attaining quality outcomes.
Organize and chair the weekly meetings with ECCD head teachers and deputies and bi-weekly meetings with teachers. She/he will ensure the minutes of meetings are documented and shared with the relevant staff. The incumbent will also ensure school meetings give clear feedback on findings of weekly supervisions in supported ECCD Centers.
Establishes clear objectives with partner and refugee education teams and individuals to support and monitor progress and performance.
Contribute in the preparation of budgets, raising procurement requests and supporting the partner and refugee education team in planning of activities with clear objectives.
Work closely with the Education Coordinator in assessing and analysing key issues in the response for formulation of appropriate actions. This includes procurement and administrative documents required for program implementation.
Work with Partner staff, Refugee teachers and community to increase education service provision e.g. additional teaching spaces and catch up classes and disseminate information about education issues and available services.
Lead on planning and capacity building training workshops on AEP for teachers, partner staff and other education actors.
With support from Education Coordinator and closely working with partner staff, create temporary additional learning spaces in the camp based on assessment data.
Coordinate and hold meetings with stakeholders including Education partners, schools – (PTAs and SCM) and other organizations serving children and community to understand their education priorities, familiarize them with the projects and its objectives and engage them in the process.
Ensure that the Education program is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
Staff supervision and mentorship
Supervise and mentor the Partner Education staff and refugee teachers ensuring that they are empowered to achieve their performance objectives and program results.
Fosters collaborative, transparent and accountable relationships through partners and refugee workers ensuring functional PTA and SMC are in place.
Gain technical knowledge on education in emergency EIE and other relevant areas so as to provide support and trainings to the Refugee Education/ Facilitators and volunteers to maintain the standards and improve the quality of project activities.
Identify any staffing issues and coordinate closely with the Education Coordinator to resolve them.
Monitoring and Reporting
Ensure that all program data is properly and regularly collected by field staff, check data and ensure that it is logically presented to the Education Coordinator
Work closely with Partner staff, collect and compile project data as appropriate based on the standard formats and submit weekly and monthly reports capturing achievements, case studies and best practices to the Education Coordinator
Contribute to the preparation of internal and external reports
Participate in team reviews of results and program progress and/or project evaluation when and as requested

Education Programme Coordinator

Ensure that the quality and quantity of items received are in line with LPO and sample before signing GRN

Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance). Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles log books are accurately filled·
Consolidate fleet performance reports and forward to Logistics Manager
Ensure all vehicles are properly cleaned on daily basis and ensure that all vehicles are secure when not in use.
Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection and coach and guide on speed limits and other controls. Discuss the car track report with driver and any violation for future improvements to minimize risks
Evaluate, manage and monitor drivers.
Safety and Security:

ROLE PURPOSE:
The job holder will be responsible for coordinating Humanitarian Response Programme monitoring, evaluation, accountability & learning efforts in Kigoma and ensure high quality programming for Refugee children, youth, partners and donors. In close collaboration with the Emergency response Manager and Emergency Field manager as well as thematic Coordinators, the MEAL Coordinator will play leading role in coordinating the implementation of strategies to ensure proper planning, implementation, monitoring & evaluation of the Response projects and the timely dissemination of best practices & lessons learned. The MEAL Coordinator will also be responsible to lead in coordinating MEAL related activities of other for all the projects being implemented by Save the Children (SC in Kigoma). She/he is responsible to ensure that the delivery of the programs is in line with SCI’s Minimum Operating Standards, donor requirement, SC MEAL essential standard and specific programmatic approaches designed by the Donor and Response Quality Bench Marks.
SCOPE OF ROLE: The position is under the line management of the Emergency Response Manager and is directly reporting to this post. The MEAL coordinator will also have dotted line management to the Country programme’s MEAL Advisor. This post has direct coordination role of all program teams to get the monitoring, evaluation, accountability and learning tasks of projects and programs performed appropriately so as to contribute to achieve the organizational goal and objectives.

KEY DUTIES & RESPONSIBILITIES
- Lead on monitoring and improving the synergy and integration of sectors to enhance delivery of outstanding results for children and their communities

- Provide technical support for the identification of appropriate indicators and relevant data sources, and the development of data collection systems and tools for the programs
- Coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities
- Building the capacities of field office staffs on the application of the various MEAL tools and providing day-to-day technical assistance to them in the implementation of the tools, including onsite support
- Compile and produce quality organizational reports as per the donor and partners requirements; documentation/sharing of success stories, best practices and lessons learned on a regular basis

The current Burundian refugee population in Tanzania is over 175,000 of which over 50% are children. SCI is implementing a child protection, education and youth empowerment/ livelihoods programme in refugee camps and wishes to scale up the response.

Program Monitoring, Assessments, Evaluations and Reporting
Lead the MEAL team in supporting the emergency programmes, regional office in measuring achievement and progress toward program goals and results as well as development of MEAL systems for all projects;
Develop and maintain the Indicator Performance Tracking Tool and Output tracker per award and the entire project providing updates on a monthly basis
Lead roll out of a robust accountability strategy, and MEAL systems and processes to measure achievement and progress towards achieving project objectives/outcomes and results/outputs against indicators (indicator performance tracker tables, quality checklists, etc.).
Lead monitoring of program quality using quality bench marks and ensure that findings are shared with relevant stakeholders and explicitly fed back into programme decision making, incorporating accountability and learning.
Ensure implementation and integration of regular monitoring systems in the area programme and at various levels of programme implementation (monitoring of inputs, outputs, outcomes, etc.);
Contribute to child-focused and child-led programme implementation, by ensuring children’s participation, reporting back to children, and child-led M&E in the area;

Monitoring and Reporting
Develop and facilitate appropriate and effective use of program monitoring systems to enable assessment of both the programme process and impact and to ensure delivery of results for youth in both refugee and host communities
Coordinate with Programme staff the preparations and submission of implementation reports, weekly, monthly or other periodical reports for SCI and funding partners

QUALIFICATIONS AND EXPERIENCE
- Masters in international development, agronomics or related field and significant experience in Youth development and empowerment/livelihood-related field
- At least 7 years of experience in resilience/livelihood related field, particularly in designing and implementing programing in agriculture, livestock, small business development and/or cash transfers in fragile states emergency or development context.
- At least 3 years of experience in youth empowerment/ livelihood/Cash transfer programming related field, particularly in designing and implementing programing in market related business skills, agriculture, livestock, small business development and/or cash programming in development and humanitarian context.
- At least 2 years working in consortia or multi-stakeholder or multi-country programs.

Purpose of Role:
Introduction
Save the Children International in Tanzania is a full–spectrum country programme and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions, Save the Children will support programmes in both sudden onset, such as the current Burundi response situation as well as in chronic emergency situations
The country office has a portfolio of construction projects in support of Emergency Education and Child Protection programmes in the refugee response to the Burundi crisis. Temporary learning spaces and Child Friendly Spaces in multiple locations in the refugee camps are in need of rehabilitation and further new structures are planned.
The main purpose of the role is to provide technical input and construction supervision over the quality of the education construction projects, taking particular care to minimise earthquake risk, while ensuring compliance with the objectives of the Ministry of Home Affairs and UNHCR.
Provide also management skills and capacity building support to the logistics and construction teams on the ground.
Maintain a database of all the projects, actions required and the progress by contractors and construction teams.
Set up reporting mechanism to remotely monitor projects, to include checklists and photographic reports.

Responsibilities:
- Act as Save the Children Focal Point for construction, coordinating with other agencies and MHA including UNHCR, DRC, Refugee labour teams and construction contractors, and Save the Children Logistics.
- Act as Project Manager for the construction projects, ensuring all contract documentation is correct, specifications and drawings meet standards, including change control mechanism and completion certificates.
- Ensure the Risk Management plan is updated and maintained
- Prepare and oversee programme design and implementation, maintaining a progress tracker for all projects to ensure timely delivery of programme activities to budget.
- Directly manage Refugee labour teams, including the hiring of any further supervisors as necessary.
- Capacity building of refugee labour and internal SC staff (logistics) in principles of Save the Children safe construction.
- Work with Sectoral Technical Advisors eg. Education, Child Protection and Field Managers to ensure that programmes are budgeted and resourced to deliver appropriate quality works.
- Assist in the assessment of existing structures targeted for repair; advise of likely repairs required and prepare detailed specifications/BOQs/Plan of Work.
- Develop quality drawings, specifications and Bills of Quantities as required.
- Coordinate with logistics to decide on procurement methodologies for construction works.
- Review contractual documentation for construction work (in coordination with Logistics).
- Report regularly on construction progress using standardised templates to programme leads.
- Prepare and manage documentation to support final handover of completed construction projects; ensure community/government involvement.
- Represent Save the Children in various shelter/ construction platforms.
- Any other works as deemed necessary by the Emergency Response Manager and Director of Programme Implementation.

Qualifications and Experience:
- At least 5 years of professional experience in construction supervision with proven ability for site supervision in hardship duty station, with illustrated progressively responsible functions and up to date membership of the national Engineering licencing authority, or equivalent.
- Prior experience of working within a complex country programme in an emergency response.
- Education to MA/MSc/MEng or equivalent in Architecture, Civil or Structural engineering.
- Previous experience of managing a team.
- Previous experience of programme management across multiple sites.
- Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches.
- Proficiency in computer software such as excel, word, architectural / engineering drafting software (CAD or similar).
