Background:
The Strengthening High Impact Interventions
for an AIDS-free Generation (AIDSFree) Project is a five-year program funded by the U.S. Agency for International Development under Cooperative Agreement AID-OAA-14-000001. AIDSFree is implemented in multiple countries by JSI Research & Training Institute, Inc. with partners Abt Associates, Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree advances the implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level. AIDSFree is seeking an Research and Data Manager.

Job Summary:
The Research and Data Manager is responsible for ensuring proper management of the health information system both manual and electronic at all levels of the project as well as capacity building of health facilities staff on data demand and use.  S/he supports data collection for program reporting and operational research purposes. S/he provides support to the SI Director and Advisor in updating the AIDSFree/SPPCHS’s monitoring and evaluation plan and internal systems to collect, aggregate and analyze data used to measure the program’s key performance indicators and improvements in service delivery. S/he supports data quality assurance process by instituting quality checks in the system used; build capacity of data management staff at site level and maintenance of electronic and paper based data source tools. S/he is responsible for supporting technical staff in overseeing implementation of operational research and packing findings for dissemination.

RESPONSIBILITIES:

  • Review, analyze, and validate program data to ensure and maintain  consistency, integrity and accuracy based on project specific guidelines;
  • Assist SI Advisor in data quality assessment design, implementation and evaluation; Ensure all data sources are well  updated, validated and checked for consistencies in compliance with project M&E SOPs;
  • Build capacity of health care providers in data collection, management and use at site level;
  • Participate in updating Performance Monitoring Plan (PMP) for the s AIDSFree /SPPCHS that corresponds with AIDSFree central PMP and is in line with GOT and USG reporting requirements;
  • Participate in the design and conduct of operational research studies that may be undertaken to measure changes in capacity development or to address other issues that arise over the course of the project;
  • Responsible for design of data collection tools, supervise data collection for operational research, conduct data analysis in collaboration with SI advisor and participate in drafting abstracts and manuscripts for publication.
  • Conduct monthly project data analysis, establish performance trends and progress towards target and provide prompt feedback to Zonal Technical Advisors (ZTAs)  to inform program/activity adjustments where applicable;
  • Monitor project performance against targets and provide timely report and advice to the project team for corrective action, planning and decision making;
  • Support SI Advisor in compilation and consolidation of PEPFAR quarterly,  Semi-Annual and Annual Reports via DATIM for the two AIDSFree programs in Tanzania: VMMC and SPPCHS; enter all training data into TraiNet database;
  • Support ZTAs to complete the EMMP checklist, analyze data and identify areas for improvement on quarterly basis; responsible for preparing quarterly short report on implementation of activities related to environmental impact mitigation measures;
  • Provide IT support to health facilities to ensure computers used to monitor HIV and TB related data are functional and have all required hardware’s, software’s and peripherals;
  • Participate actively at internal and external meetings, trainings and workshops concerning data issues and other project activities as delegated; and performs other duties as assigned by supervisor.

QUALIFICATIONS: 

  • Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
  • Bachelor’s degree in computer science, information technology, demography, public health, monitoring and evaluation or related field;
  • A minimum of 5 years work experience in data management, monitoring and evaluation of PEPFAR funded HIV and TB programs;
  • Proficiency in Microsoft Office Suite; particularly Word, PowerPoint and Excel;
  • Experience and skills in using any statistical data analysis package e.g. SPSS, STATA, Epi Info;
  • Demonstrated  competence  in  assessing  priorities  and  in  managing  a  variety  of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality;
  • Strong written and oral communication skills in both Swahili and English, including report development, writing and editing;
  • Ability to manage deadlines and to work independently;
  • Accuracy, attention to detail.


Added advantage

  • Relevant experience with PEPFAR funded programs;
  • Experience in USAID rules and regulations strongly desired;
  • Excellent critical thinking skills and sound judgment;
  • Good interpersonal and listening skills;
  • Ability to interact with all levels of staff in a professional manner.
