Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson
Foundation Medical Research International (HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR.

In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President’s Emergency Plans for AIDS Relief (PEPFAR). The program is based in the Southern Highland Zone and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people. Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical.

Job Title : Financial Analyst
Reports to: Finance Manager
Location : Mbeya with 10% Travel time
Duties and Responsibilities

Budget Preparation/Formulation
  • Establish and maintain an annual budgeting calendar that includes the establishment of a yearly program/operational budget and a cycle of budgetary reviews;
  • Act as an advisor to Program and Operational Managers, as well as to WRP partners in budget preparation, submission and fiscal allocation;
  • Oversee the creation, submission and collation of budget ;
  • Disseminate approved budgets throughout the organization and explain issues as requested;
  • Fully integrate the role of Budget Analyst within the Finance Team, ensuring synergy between the existing positions and this one;
  • Enter all approved budgets into QuickBooks in a timely manner, and pull reports from the same

Budget and Budget Process Review
  • Review proposed Program and Operational budget submissions for both WRP staff and partners with respect to accuracy, completeness and compliance;
  • Examine whether budget submissions can be achieved based on known capacity constraints and inform the management of potential problem areas;
  • Create and/or propose enhancements to budget models and tools:
  • Review all budget templates for calculation errors;
  • Compare budgets to actual at the end of each reporting period and identify areas of significant variance;
  • Consult with WRP managers and partners to ensure that budget adjustments are made in accordance with program changes;
  • Summarize budgets and submit recommendations for the approval or disapproval of fund requests;

Reporting
  • Inform Program and Operational Managers of due dates for the submission or review of budget materials.
  • Create consolidated budget versions for management review and approval.
  • Liaise with the Contract and Grants Manager and Outreach Team to establish Partner budgets in an integrated, timely and cost effective way.
  • Create reports and PowerPoint presentations summarizing results of budget analysis and present the reports to management.
Capacity Building and Systems Development
  • Working with the appropriate staff in Mbeya and at HQ, provide input into the continued development of user-friendly budget systems;
  • Enhance the skill sets of WRP staff and partners in all aspects of budgeting;
  • Develop guidelines, checklists and other materials to improve staff and partner budgeting processes;
  • Develop and facilitate training sessions and educational materials designed to increase WPR staff and partner abilities to budget, forecast, track expenses by program area and report.
Other
  • Contribute to team-wide communications and planning;
  • Participate in staff events and meetings;
  • Undertake other project based work when requested by the Finance Manager or Sr. staff.

Education Qualifications
  • At least a bachelor or Master’s degree in one of many areas, including accounting, finance, business, economics, statistics;
  • Strong analytic and policy analysis backgrounds that may be obtained through such majors as political science, economics, public administration, or public finance.
  • Both quantitative and analytical skills
  • Strong numerical and analytical skills, courses in statistics or accounting are helpful, regardless
Other qualifications
  • Budget analysts must abide by strict ethical standards.
  • Integrity, objectivity, and confidentiality are all essential when dealing with financial information, and budget analysts must avoid any personal conflicts of interest.
  • Mathematical skills and should be able to use software packages, including spreadsheet, database, data-mining, financial analysis, and graphics programs.
  • Strong oral and written communication skills also are essential, because budget analysts must prepare, present, and defend budget proposals to decision makers. In addition, budget analysts must be able to work under strict time constraints.

Position : Clinical Officer (AFRICOS)
Reports to : Study Coordinator (AFRICOS)
Location : Mbeya

Primary Duties and Responsibilities:
Work closely with AFRICOS Study Physician and the AFRICOS Team to ensure that clinical research and related activities of AFRICOS are performed in accordance with federal regulations, partners and sponsoring agency policies and Good Clinical Practice and principles of ethical research and other requirements that apply.
  • Assist in the development of AFRICOS study document materials and tools necessary to implement and document all phases of the AFRICOS Study, including but not limited to budgets, protocols amendments, training materials, checklists, study logs and IRB submission.
  • Support, coordinate and facilitate all phases of study implementation including but not limited to patient selection, recruitment and Informed Consent Process, Patient enrollment and follow up, clinical management and reporting of Adverse Events and Serious Adverse Events, management of study specific training and study close out;
  • Works with the AFRICOS Research Officer to ensure that all Case Report Forms are filled properly as required.
  • Works with the AFRICOS Research Officer to ensure that all Laboratory Tests are carried out as required and reported on a daily basis.
  • Review all clinical procedures at the clinic to ensure that all study participants are enrolled in the right visits and the right sample types are collected as per study requirements.
  • Ensure that all study participants are reviewed on time and that their medical status is reviewed as required.
  • Attend to study participants who are sick with the support of the AFRICOS study physician.
  • Other Clinical duties as assigned by the Study P.I or designee.
Other Duties and Responsibilities:
  • Work with Study Coordinator to develop research concepts from the AFRICOS Study for Research purposes.
  • Prepare presentations of the AFRICOS Clinical Work to share with Program staff.
  • Work with other study staff to contribute to contribute to publications or disseminate research findings using other appropriate methods.
  • Carry out other clinical research activities as guided by the study coordinator.
  • Participate in Program evaluation research activities and provide clinical expertise to Program staff in the field.
  • Analyze study data with the aim of generating progress reports for the study.
  • Support the study coordinator in preparing wire forecasts for AFRICOS study budgets.
Qualifications:
  • The suitable candidate should have:
  • Hold a minimum of Diploma/Higher Diploma in Clinical Medicine.
  • Have at least three years of experience in Clinical Research, including participant enrolment in clinical studies.
  • Have documented Ethical and GCP training including CITI.
  • The person should have experience and conversant with Codes of Ethics of Clinical Research.
  • Further formal training in HIV (e.g. counseling, treatment literacy, PMTCT, PITC) is an added advantage.
  • Mastery of Spoken and written English is mandatory.

Job Title : Regional Laboratory Coordinator (RLC)
Reports to : Regional Program Manager
Location : Ruvuma
Duties and Responsibilities:

  • Preparing training programs on quality management systems
  • Training lab staff in regional, district and lower level facilities on quality lab management
  • Mentoring in regional, district and lower level facilities on quality lab management (QMS)and putting internal and external quality controls in place
  • Organizing proficiency testing to be distributed to laboratories, checking results and following up on any nonconformities.
  • Collecting bi-weekly and monthly quality indicator data from laboratories, follow up on any problem results
  • Checks that equipment is covered by servicing and preventative maintenance contracts
  • Responds to technical and logistical problems encountered in the program in a timely and appropriate manner.
  • Organizes technical training programs where needed for equipment use, in conjunction with other program staff.
  • Ensures that technicians are well trained for tasks and are familiar with SOPs.

QUALIFICATIONS REQUIRED:

  • Good knowledge and skills in laboratory mentorship for on quality improvement
  • Good understanding on running laboratory services in low resource settings


  • Sound understanding of laboratory testing and analysis
