BACKGROUND
The Regional MNCH Strengthening in Tanzania (RMNCH) project, also known as Mama na Mtoto, aims to reduce the number of maternal, child and newborn deaths in Lake Zone of Tanzania through strengthening systems for health service delivery and increasing demand for health services from community to regional levels.  Activities include: (1) provision of technical assistance to regional and local level health management teams and health service providers on improved planning and delivery of health services; (2) training health providers and community health agents (CHA) on delivering culturally-appropriate health services that meet international quality standards; (3) equipping and supplying health facilities with the essentials they need to deliver key MNCH services; and (4) working with community leaders and local committees to improve health-seeking behaviour around MNCH, including promotion of male involvement.

Mama na Mtoto is being implemented by a coalition led by the University of Calgary in collaboration with Agriteam Canada Consulting Ltd., the Canadian Paediatric Society, Save the Mothers, Mbarara University of Science and Technology (MUST) and the Catholic University of Health and Allied Science (CUHAS), in partnership with Regional and District Health Management Teams. Funding for this project is from Global Affairs Canada. The project will have a main office in Misungwi with a satellite office located within the CUHAS campus in Mwanza, Lake Zone. The Data and IT Officer (DITO) is expected to be based in the main office with a rotating presence in the Mwanza sub-office. In the third year of the project an office may also be opened in Kwimba. The project has just started, and field activities will run until March 31, 2020. The Data and IT Officer is a full time position for the duration of the project.

SCOPE OF WORK
The Data and IT Officer will report to the Finance and Administration Manager (FAM). He/she will also respond to requests from the Canadian Field Manager (FM), and work closely with the Health Systems Strengthening Coordinator (HSSC). The DITO takes the lead in establishing and ensuring the ongoing functionality of the project networks and computers all effective operation facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The DITO will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with and assist project staff to adhere to the project budget and to enable project activities to happen smoothly and on schedule.

SPECIFIC RESPONSIBILITIES
The duties of the Data and IT Officer include the following:
• Establish, maintain and manage a server and functional computer network for the project office with capacity for website hosting, mail server, project files and database);
• Develop, implement and maintain server and network security and user system access based on industry standard best practices;
• Advise on and implement disaster recovery plan for operating systems, databases, networks, servers and software applications;
• Establish and maintain LAN/VPN systems;
• Provide computer technical support to RMNCH project team;
• Recommend and install appropriate anti-virus software on all project computers
• Research, recommend, negotiate and coordinate with all communication and information technology- vendors suitable for providing support to the project;
• Manage and maintain all information technology and communications equipment including photocopiers, cameras, LCD projectors in the main project office in Misungwe as well as any sub offices in Mwanza and Kwimba, and follow up on service arrangements with suppliers where appropriate;
• Manage and maintain all laptop and desktop computers in Misungwi and sub-offices;
• Together with the FAM, maintain up-to-date equipment lists for all project ICT equipment;
• Set up IT systems for training sessions and other project activities as required (may involve travel to training sites outside of Misungwi or Mwanza));
• Provide support to the monitoring and evaluation team members, IMCHA project investigators and staff, and Technical Team specialists for setting up, maintaining and updating project performance measurement and research databases as required;
• Provide technical support as requested to the Health Systems Strengthening Coordinator and Technical Team specialists related to strengthening Health Management Information Systems at regional, council and health facility levels
• Liaise with IT and communications professionals from CUHAS to ensure compatibility of technologies and maintenance of data security systems;
• Undertake other related tasks as assigned by the FAM, the Field Manager, or the HSSC


EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Minimum completion of Secondary School and advanced computer systems or information technology training, or equivalent demonstrated knowledge of or work experience in providing ICT and data analysis support services, ideally within a research or international project environment.
• Minimum 1 year of experience as an ICT support officer in a mid-sized office environment or for a university research team.
• Familiarity and experience with setting up and managing servers and Local Area Networks
• Experience with Health Management Information Systems is considered an asset
• Capability and experience providing support for Microsoft Office suite of programs
• Knowledge of or experience with Tanzanian government health information systems (HMIS2, D-HMIS, HRHMIS)or any statistical software packages is considered an asset
• At least moderate English language skills(reading, writing and oral)  and fluency in Kiswahili
• Willingness to work in a collaborative team environment as well as ability to work independently
