                  Position:                  WPE/GBV Program Manager (national)

                  Location:                 Kasulu, Tanzania
                  Reporting to:          Women’s Protection & Empowerment Coordinator 
                  

Background:
The Women’s Protection and Empowerment(WPE)/GBV  Program seeks to improve the protection of women and girls in the  Nyarugusu refugee camp, Kasulu Tanzania refugee camps and at the Transit center in Kigoma through a multi-sectoral approach.IRC is seeking a qualified and competent candidate to fill the post of WPE/GBV Program manager to be based in Kasulu,Tanzania.The position reports to the WPE Coordinator and works in close collaboration with child protection, youth and development, education and Community Based Rehabilitation/Persons with Special Needs sectors.

Responsibilities:
Under the leadership of the Women’s Protection and Empowerment(WPE) Coordinator, the GBV Manager will oversee day to day implementation of IRC’s women’s protection and empowerment program to  ensure that the objectives of the program in Nyarugusu for both the Congolese and Burundian refugees are met in a timely manner and are being monitored and evaluated effectively, meeting the year-end targets.
  • Collaborate with other sectors to ensure that protection and empowerment of women and girls is consistently mainstreamed across IRC sectors as per joint case management plans/strategies/standardized operational procedures.
  • Participate in the design and development of project proposals,budgets,workplans  and implementation of sector activities
  • Provide technical oversight in GBVIMS data management by psychosocial officers
  • Coordinate Gender Based Violence Information Management System(GBVIMS) data interpretation and analysis to inform programming
  • Monitor the quality of case management services by case workers through regular couching and support
  • Collect and analyze data for monitoring of the program in Nyarugusu and the Transit Center, problem analysis, planning and advocacy and evaluation of program outcomes and impacts, in close cooperation with the Monitoring and Evaluation Coordinator
  • Provide on-going direct supervision of GBV staff in Nyarugusu, including development of individual work plans for GBV staff, ensuring best practice standards are met including global GBV guidelines; psychosocial officers, legal officer, project supervisors and GBV officers
  • Ensure timely submission of all program reports from the GBV team in Nyarugusu, quality of program data and proper archival of program information including safe custody of case files and referral of cases/information
  • Conduct regular meetings with GBV program staff in Nyarugusu  to assess progress towards targets , discuss issues and assist in finding solutions to challenges identified
  • Provide technical guidance to GBV team in Nyarugusu
  • Maintain updated and accurate budget tracking for GBV funded activities in Nyarugusu, ensuring that implementation is in line with budgets and procurement plans, and meets the year-end targets.
  • Represent IRC as necessary, in dialogues and meetings with donors and other stakeholders.
  • Coordinate case review meetings with partners in the referral network
  • Maintain an updated referral pathway to facilitate GBV case referrals among actors in Nyarugusu.
  • Facilitate key partner trainings to better their understanding in supporting women and girls

Requirements
  • University degree in Gender & Development, Social Work, International Relations/Development, Humanities, International Law, or related field with at least 5 years program management experience, including at least 2 years implementing GBV programs in an emergency and/or post-conflict environment.
  • Experience supervising staff directly for not less than one year
  • Strong people management skills: the ability to effectively lead and supervise staff, a person with very strong interpersonal and communication skills preferred.
  • The candidate must be fluent in written and spoken English and Swahili. Ability to communicate in French or Kirundi is an added advantage.
  • Budget management, proposal and report writing skills
  • Adult learning/Facilitation techniques
  • Solid organizational skill, ability to be flexible and work well under pressure with experience working in difficult locations and strongly conversant in computer skills especially in MS Word, Excel, PowerPoint and email/internet software.
