Background

The Media Council of Tanzania (MCT)

is an independent, voluntary and non-statutory body with the objective of promoting freedom of the media and ensuring the highest professional standards and media accountability in the United Republic of Tanzania, MCT plans to implement a four-year Programme Strategy (2017 - 2020) that aims at expanding the perimeters of freedom of expression and of the media as well as promoting professionalism and accountability in order to ensure that the Tanzanian media contributes effectively to the country's development and democratic processes.
As part of implementation of its Strategy, MCT would like to recruit a competent Tanzanian to fill the vacancy below.

FINANCE MANAGER

Overall Responsibility:
Reporting to the Executive Secretary, the Finance Manager shall ensure that all accounting and financial management of MCT's financial operations are in strict compliance with MCT Financial
Policies, Regulations, Procedures and Donor Agreements as well IFRSs, Provide quality and timely advice to the Executive Secretary on matters of finance and financial management to enable him make effective decisions that take into consideration MCT policies and national laws

Duties and responsibilities of the employee:

a) Head the Finance Unit and provide financial advice to the Executive Secretary on optimum utilization of Council financial resources;
b) Participate in and provide technical advice during Council planning and budgeting processes;
c) Provide financial information and analysis to the management team to assist them 'In making' managerial decisions;
d) Review financial statements and submit the same to
e) Develop a financial system that will detect errors and irregularities' in a timely manner;
f) Review Management Reports which include 'but not limited to, monthly, quarterly, semi-annual and annual financial reports and liaise with ES for their submission to the users;
g) Review and maintain 'suitable procedural framework to allow the accounts unit to carry out its allocated function of providing financial services within MCT
h) Review compliance of MCT with laws and regulations relating to tax as well as other statutory deductions;
i) Review periodically operations of the accounting package and ensure all information is input accurately on daily basis; .
j) Review cash receipts and disbursements transactions such as but not limited to, travel, and ensuring adequacy of supporting documents and appropriate cost collections:
k) Initiate review of all financial documents to realign them with practice, market and completeness, and compliance with applicable policies;
I) Liaise with programme staff on the integrated management to enhance optimal use of resources when implementing the
m) Review periodically to ensure financial documents are kept and are in compliance with MCT's financial policies;
n) Communicate financial policies and procedures to all and ensure they are properly implemented and adhered to;
o) Interpret the Programmes Strategy and link it to the Budget; link
Annual Work Plans to Annual Budgets and provide strategic advice on the implementation that will enhance value for money;
p) Review Donor reports and ensure submission of the same is done within the context of the Memorandum of Understanding and Bilateral Agreements;
q) Review and approve Bank reconciliation statement;
r) Liaise with external auditors and other statutory bodies for statutory compliance;
s) Take lead in unit planning and budgeting;
t) Provide coaching and mentoring for the finance unit staff; and
u) Any other duties as may be assigned by the Executive Secretary
Key Qualifications and Experience:
• CPA (T) holder or its equivalent, qualified professional member of NBAA
• An undergraduate degree in Accounting or Finance from reputable university;
• Minimum of six (6) years or more experience in accounting/ finance at senior level.

• Strong English, language skills, both in written and spoken;
• Experience and ability to use various Accounting softwares
• Ability to support and direct the implementation of ideas, projects: and plans once adopted by the organization;
• Ability to manage' multiple priorities while working as part of a
• Relevant analytical and IT skills;
• Energetic, independent, self-motivated personality;
• Ability to coach and train other finance staff;
• Ability to lead and work in a team.
