Job Overview
The IRC seeks one to two Livelihoods Project Managers for a forthcoming USAID-funded grant falling under the Youth Power ICIQ and Feed the Future initiative. This anticipated five-year program will focus on unemployed and under-employed youth in rural and peri-urban areas, providing them the skills and tools to become productive income earners and contributors to family assets.  The Livelihoods Project Manager(s) will be expected to provide technical expertise in the areas of youth business and vocational training, private sector/market and value chain development, and youth financial inclusion.  He/she will work closely with other project leads in areas such as agribusiness, reproductive health/family planning, protection, working together and supporting joint program development and training delivery to youth.  The Livelihoods Project Manager(s) will first and foremost lead, design and facilitate business and entrepreneurship skill acquisition through the initial planning, roll-out and day-to-day management of a comprehensive youth entrepreneurship training plan, to include development of training toolkits and materials as well as delivery of ToTs to project staff trainers. The Project Manager(s) will work to develop partnerships with relevant existing training institutions, microfinance institutions, private sector companies, and other public and private providers.  He/she will ensure that livelihoods training platforms are integrated and delivered in conjunction with additional tools and program training materials to youth.
The Livelihoods Project Manager(s) will also work to raise youth awareness and utilization of financial services resources, remain aware of and integrate gender equality practices and norms into program design, and will coordinate with relevant USAID economic growth activities and local partners to ensure streamlined and sustainable service provision.


Key Responsibilities
Lead and manage the design and implementation of project activities related to youth entrepreneurship and business skill acquisition, including toolkit and curricula development, piloting and adaptation, facilitation of training of trainers (ToTs) and partner capacity building.
Identify and develop partnerships with relevant private sector and local youth serving organizations in support of roll out and delivery of entrepreneurship, business skills and financial services pieces of the program.
Develop, manage and keep track of relevant program activity workplans and training implementation schedules to ensure timely delivery of services by project staff and community partners, and achievement of objectives.
Work with relevant project staff to ensure youth voice, participation and feedback in all elements of project cycle.
Identify and support the development of ICT-based solutions/methods/approaches to delivering and participating in entrepreneurship and business skills training.
Spearhead design and implementation of program to further youth awareness and utilization of financial services, to include creating linkages between youth and formal and informal financial services providers, supporting the development of youth-friendly savings and loan products, and integration of financial literacy training into curricula.
Work with the Monitoring and Evaluation Coordinator to monitor the progress and pace of youth business skill development, assuring that program objectives are realized and feedback accurately captured and integrated.
Ensure a cross-cutting gender equity focus and the integration of gender-relevant indicators into M&E.
Maintain productive working relationships with project partners, beneficiaries and key counterparts.
Working closely with IRC Technical Advisors, remain up to date on best practices and developments in entrepreneurship, business skills and financial services in order to ensure program quality and impact.

Requirements
Bachelor’s degree in finance, humanities, international development, political science, management or other relevant field.
Minimum five (5) years of experience in entrepreneurship programming and financial/business skill building, preferably with a focus on youth.
Minimum eight (8) years of experience supporting international development programs in transitional environments in the field of workforce development, advocacy, institutional development, grants management, or civil society capacity building.
Experience in youth outreach, relationship building, and partnerships in advancing organizational mission and recognizing opportunities for collaboration.
Experience in working with private sector partners.
Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
