The Program Officer will be responsible for working closely with the Program Manager and Sectoral Coordinators (Health, Education, Agriculture, GROW) in keeping abreast of all important program elements, supporting coordination of program activities, and facilitating clear and effective communication both internally and externally with key stakeholders. Under the supervision of the Program Manager, the Program Officer will play an important role in supporting multiple aspects of program design, technical assistance and trainings, proposal development and program implementation and evaluation. He/she will be responsible for maintaining good relationships between PCI Tanzania and principal donor representatives (USDA), and support the MLE Manager to promote program quality efforts to ensure that PCI Tanzania closely follows all stated guidelines, requirements and programmatic feedback or recommendations. By producing high quality pictures/stories and ensuring their diffusion at appropriate levels, this person will play a critical role in representing the work of PCI Tanzania to a broad range of audiences.
Key Duties & Responsibilities:
New program elements support (Education Cascade Groups) (30%)
Support the coordination and collaboration between PCI and the ECG Consultant, School-to-School, PIDF, and Hesperian Health Guides around the pilot start-up, study, and expansion of the newly formulated ECG methodology in Tanzania.
Provide a link between Programs and Logistics around the development and procurement of materials and support the process of getting approval from the Tanzania Institute of Education for the modules as they are developed.
Work closely with the MLE Manager in the support of the various surveys (Positive Deviant survey, Mini-KPC Survey) and studies (longitudinal impact study) associated with this newly developed approach.
Technical Program Coordination/Management Support (20%)
Participate in the program coordination meetings, or stakeholder
meetings and support the Program Manager in noting and following-up on specific action points that result from these planning and coordination meetings.
Support communication and coordination between the Program and Logistics team as it pertains to any updates or changes in schedules that may arise in the course of routine operations. This may be through supporting the Logistics Officer / Fleet Manager by updating the shared program activity Google Calendar.
Occasionally represent PCI programs and participate in GoT coordination meetings at the district or regional level.
Provide support to the monitoring, learning and evaluation department, specifically the MLE Manager in assisting in preparations, coordination, and logistics for program evaluations (e.g. baseline surveys or other assessments) and participate to provide foundation information for the initiation of projects in the field.
Representation and Communication/Reporting with Stakeholders (25%)
Key External Stakeholders
In collaboration with MLE Manager, coordinate and help prepare quarterly, semi-annual and end-of-project narrative reports in accordance with specific donor guidelines and requirements (USDA and/or other institutional or technical donors).
Facilitate good communication with principal donor representatives through informal program updates (success stories or program highlights) and/or timely and accurate responses to questions or requests from USDA officer(s).
With support from the MLE Manager and Program Coordinators, compile quarterly and annual reports for the Government of Tanzania partners (at district, and regional/national levels).
Assist in either editing or reviewing public communications (i.e. public announcements, radio messages, hand-over ceremony speeches, etc.).
Contribute to the creation and compilation of future PCI Tanzania annual reports and/or PCI Tanzania informational leaflets/brochures. Quality of these documents should be highly professional so as to provide the program with a marketing tool to attract funding for sustainability of the program.
Key Internal Stakeholders
Collect high quality pictures and success stories through community visits, interviews, etc. and regularly distribute these through internal and internal/external channels (chatter, PCI blog, PCI Tanzania newsletter, website etc.).
Promote and facilitate communication of programmatic highlights and events within the broader PCI Tanzania staff family.
Program Design and Development of New Proposals/Partnership (15%)
Participate in the program design and development of new proposals, including collection of input from existing stakeholders and/or new potential partners.
Actively network with other actors (NGOs, faith-based groups, etc.) and other potential partners to look for ways to either share information or collaborate in ways that will advance PCI’s community development objectives in the Mara region.
Coordination and Facilitation of Partner and Donor Visits (10%)
Assist in the planning, coordination and facilitation of partner visits, including both USDA and other PCI partner visits.
Liaise with PCI program staff and partners to plan and establish timetables and logistics for these visits.
Take a leadership role in the communication with the relevant point person who is either arranging or participating in this visit.
Document any follow-up actions or lessons learned from or during these visits.
Required Qualifications:
Undergraduate degree in a relevant field.
At least 3 years of international development experience in a related sector (Early grade reading and/or ECD experience preferred).
Excellent English communication skills (oral and written), and preferred Kiswahili language fluency
