Scope of work:

The Talent Acquisition, Development and Compliance Manager (TADC) is responsible for selecting top talent for mid to senior level positions as well as provide back-up support to other HR managers/recruiters to all field offices.  On occasions, the Talent Acquisition Manager will be asked to provide technical assistance and support of large scale surge national recruitment efforts.
 H/she will be instrumental in implementing IRC 2020 strategic plan with the commitment of attracting the right staff faster for short-term, emergency and full-time positions to meet our mission of ensuring more and faster rescue and relief to meet the demands of donors and programs in Tanzania.

The Talent Acquisition Manager will also initiate and implement recruitment strategies to increase the IRC’s talent pool and pipelines for Tanzania. He/she will provide input to ensure that the IRC has a diverse talent at all levels to represent the country diversity of the places where we work and to attract talent that performs at a high level while responding to the changing needs of the organization. S/he will implement industry “best practices” that ensure the timely selection of top talent and recruit for talent in support IRC’s organizational culture, while contributing to IRC’s position as an employer of choice. This position will report to the Human Resources Coordinator.
The TADC supervises HR officers, supervisors and roving support to all field sites.

Major Responsibilities:

1.Talent Acquisition responsibilities 

In collaboration with HR Coordinator and other sector coordinators, assist in promoting IRC brand as an employer of choice by attending Country technical events and conferences, leveraging social media, job boards and career fairs as appropriate.

Partner with HR and sector Coordinators in workforce planning to determine future recruitment needs for the country program with a strong emphasis on nationalization efforts.

Implement Human Capital Talent Acquisition strategy for the country program

Provide technical assistance to the HR Coordinator on recruitment best practices and implementation of Global HR Policies and Procedures.
Work closely with HR Coordinator and Country Director to find creative solutions for day to day recruiting challenges and ensure timeliness and efficiency throughout the recruitment process.



2.Development and Compliances responsibilities
Develop IRC Tanzania attraction strategies and be responsible for recruitment process of all IRC Tanzania open positions ensuring compliance with approved policy and procedures

Responsible for IRC Tanzania’s performance management that includes providing tools, resources and capacity building to Managers and staff while monitoring, analyzing and reporting on effectiveness of the process.

Develop IRC Tanzania’s Learning and Development strategies including preparation of annual L&D plans that are linked to and support IRC Tanzania’s strategic direction and implement based on the agreed L&D Strategies.

Research and communicate effective and cost efficient L&D Interventions

Promote knowledge sharing, coordinate and process all employee L&D requests tracking effectiveness and return on investment for all organizationally supported L&D intervention.

Manage performance of the Field based HR Officers by ensuring they have challenging objectives, provision of technical support, on-the-job training, coaching, mentoring, sharing best practices/business processes and ensuring they are regularly updated with new initiatives, policies and procedures.

Support IRC Tanzania’s Talent management efforts that include annual workforce and succession planning, organizing talent forums and mainstreaming diversity.

Facilitate periodic HR internal audits and implement audit recommendations in areas of responsibility and support the overall HR Risk Management efforts. Cover for the HR Coordinator position whenever required.

Execute full lifecycle talent acquisition activities for assigned positions including but not limited to completion of reference and background checks.

Track and identify cutting edge trends and best practices in global recruitment practices.

Provide back-up support to other field offices and supervise temporary recruitment

Job Requirements: 
Education: Bachelor’s or Master’s degree in Business, Human Resources or related field.
Work Experience: Minimum 8+ years of solid recruiting experience, 4+ years management and international development experience.
Demonstrated Skills and Competencies:
Proven experience in recruiting senior and manager level positions required.
Certified Internet Recruiter (CIR) certification a plus.
Strong project management and organizational skills as well as interpersonal skills are necessary and ability to work in a fast paced/changing, deadline-oriented environment.
Experience with Applicant Tracking Systems and use of social media to attract talent.
