Job title: Program Manager, 
Job summary   
The Program Manager, Ports will report to the Infrastructure Advisor and provide operational support in managing TradeMark East Africa’s (TMEA’s) programme and activities at Dar es Salaam Port.

Roles and responsibilities  
Project Management
  • Act as Project Manager for an agreed number of defined outputs within the TMEA program at Dar es Salaam Port, with primary responsibility for:
  1. Developing and maintaining work plans, procurement plans, implementation plans and budgets.  
  2. Working with Tanzania Ports Authority and with TMEA staff at both regional and country levels to develop and implement TMEA infrastructure and other activities.  
  3. Managing consultants (including drafting TORs, assisting in procurement, supervising output, and managing contracts) engaged by TMEA, either directly or on behalf of client agencies.  
  4. Follow up closely all stages of projects implementation and finances and, in case of delays, advise on measures needed to ensure adherence to established work plans.
  • Draft and/or contribute to periodic reports and presentations on TMEA’s activities at Dar es Salaam Port;
  • Liaise with the Results Director to monitor and evaluate TMEA’s activities at Dar es Salaam Port
  • Support media and communications activities to ensure visibility of TMEA’s activities at Dar es Salaam Port;  
  • Assist in building partnerships and increasing collaboration with relevant external institutions and regional and international organisations, particularly including Tanzania Ports Authority, other relevant government partner agencies; the EAC Secretariat; and other development partners.
Financial management
  • Prepare detailed project cost estimates and prepare detailed budgets with cost controls;
  • Prepare and update project work plans, budget and ensure timely and accurate invoicing and follow‐up on payments.

Risks and intervention measures
  • Participate in risk management planning, identification, monitoring and control
  • Identify and document project implementation risks for strategic interventions
  • Monitor progress on risks management on regular basis and provide suggestions for corrective actions.
Procurement
  • Prepare mobilisation plan for the agreed projects in consultation with the other Country Programme team
  • Assist in procurement processes (preparation of bid documents and reviews, expressions of interest, request for proposals, bid evaluations and vendor selection, contracting and vendor administration)

Monitoring, Documentation and Reporting
  • Assist in establishing and preparing project baselines for all work streams, define performance targets and monitor progress – working with TMEA’s Strategy and Results Team;
  • Review all project documents and where relevant create these documents together with partners' contacts;
  • Work closely with the knowledge and results team to develop quarterly and annual reports on the MIS; 
  • Document and manage project closure for all projects.

Communication
  • Ensure dissemination and visibility of project achievements ,    project communications, and    performance reporting to TMEA and Partners
  • Effectively communicate relevant project information to internal and external stakeholders;
  • Act as the primary liaison for national, regional/technical directors and programme managers and their teams for the implementation the programme;
  • Work closely with Business Competitiveness Manager in coordinating and enhancing synergies for the SO3 programme strategy and overall country strategy.  

Coordination with other stakeholders
  • Assist in building partnerships and increasing collaboration with relevant external institutions and regional and international organisations, other relevant government partner agencies; and other development partners;
  • Assist in the development and management of port project relationships with key national players (organisations and individuals) – including government, private sector, civil society, and other organisations.  
  • Undertake other duties as may be assigned.  


Academic and professional qualifications 
  • A first degree in Business Administration, Development Studies, International Trade, Planning, Finance, Engineering or a related field.  
  • A relevant Master’s degree or professional and qualifications (particularly in engineering and/or project management) will be an added advantage.   

Work experience
  • A minimum of seven (7) years’ work experience in engineering, finance, consulting, regional integration, trade facilitation, development, or a related field.  
  • Significant experience with one or more of the major surface transport modes (road, rail and port).  Direct experience and/or responsibility for delivering infrastructure projects in these sectors will be an added advantage.  
  • Significant experience with contract management, project management and procurement.
  • Experience and/or academic coursework with accounting and project finance.

Additional skills  
  • Strong existing networks within Tanzania Ports Authority and/or other stakeholders at Dar es Salaam Port will be a distinct advantage.  
  • Good proficiency in Microsoft Excel and other MS Office applications, and ideally some knowledge of and experience with accounting and statistical software packages.   
  • Proven ability to effectively and succinctly communicate complex data and results and develop easy‐to‐understand and concise reports for various audiences.
  • Good oral and written communication skills including ability to write clearly and succinctly in English.  
  • A positive attitude, initiative, flexibility and ability to prioritise and organise workloads while maintaining the required standards.
  • Self‐motivated learner with excellent quality orientation and attention to detail.  
  • Ability to proactively lead and respond to change, and a commitment to collaboration and a joint‐accountability approach.
  • Good relationship managementskills including the ability to interact and work effectively with colleagues and external stakeholders at all levels.
  • Ability to travel, often at short notice
