Records Management Officer - One Post

Records Management Officer will be primarily responsible for management all aspects of the registry functions, which includes both electronic and physical open and confidential registry to support company's real estate development, fund management and administrative operations.

Specific Duties and Responsibilities

Maintain appropriate registry system which include both electronic and physical open and confidential registry; .'
Control receipts and recording of incoming mails/documents;
Retrieve and circulate records/documents and files as may be required by users;
Open and close files as need arises in accordance with the classified system;
Analyse, list and arrange records/documents in the respective file racks/cabinets in the registry; ,
Keep, maintain and make use of the file movement register so. as to track files or other records through the adopted tracking, system;
Appraise and prepare checklist for dormant records prior to electronic archive; and
Undertake any other duties as assigned by supervisors.

Minimum Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience.
Possession of Diploma in Records management, Media Science or Library Science from a recognized institution.

OPERATIONS DEPARTMENT
Senior Quantity Surveyor - One Post
Duty Station: WHC Head Office Dar es Salaam
Reporting to: Chief Operating Officer
Salary Grade:5

Reporting to the Chief Operating Officer, Senior Quantity Surveyor is expected to add value to the construction process by proactive involvement in cost management and reporting with the overall
objective of constructing quality affordable houses in various PSHS construction projects. The incumbent is also expected to drive best value from main and sub-contractors.

Specific Duties and Responsibilities:

Assesses and/or prepare Bills of Quantities, Schedules of Works, Specifications and all contract documentation, ensuring that these comply with the project brief and timescale, budget estimates: all relevant legislation, regulations and policies
Assist in the management of associated contractual issues which include but not limited to: determining the extent and value of building work execution for interim payments to contractors; assessing and settling contractors claims throughout the contracts; agreeing final accounts with contractor and auditor and issuing the Final Certificate.
Carry out valuations of work in progress, including forecasting of final costs and sales;
Prepare and monitor project cash flow forecasts;
Measure, value, submit and negotiate contract variations;
Assist in preparation and adherence to project procurement targets and costing budgets;
Assist in planning and scheduling of construction works and in dealing with incoming enquiries in order to provide best value and timely services to clients;

Academic Qualifications and Experience

The ideal candidate for this position should have the following qualifications, experience: -
University Degree in Quantity Surveying from a recognized university.
Must be registered by the Architects and Quantity Surveyors Registration Board (AQRB).

Office Management Secretary will be responsible for management of Chief Executive Officer's office information, scheduling of meetings and appointments and general communications.

Specific Duties and Responsibilities:
To plan and organize the Chief Executive Officer's office;
To properly manage and record office information;
To assist and direct visitors to the office;
To manage the Chief Executive Officer's diary and arrange appointments;
To liaise with staff in other departments and external contacts in scheduling of meetings;
To keep track of all official issues forwarded to the Chief
Executive Officer;
To manage and coordinate telephone calls to and from the office and deal with email inquiries;
To type and prepare correspondences from the Chief Executive Officer;
To assist in the preparation of reports

Academic Qualifications and Experience
The' ideal candidate for this position should have the following qualifications and experience:
Holder of An Ordinary Level Secondary School Certificate with passes in Kiswahili and English languages;
Holder of a Diploma in Secretarial duties from recognized institution;

OFFICE OF THE CHIEF EXECUTIVE OFFICER
Principal Audit and Compliance Officer - One Post

Reporting functionally to the Board of Directors and administratively to the Chief Executive Officer, the Principal Audit and Compliance Officer will assists the Board and
Management in instituting effective internal control system, risk management, compliance to regulatory requirements and good governance processes.

Specific Duties and Responsibilities:

Formulates, present for the Board's approval and implement internal audit policies which are in line with the WHC's operating environment.
Develop audit Plan, strategies and programmes so that the overall audit effort is directed towards those areas, which have the highest exposure to risk. The assessment of risk must be evaluated at appropriate intervals and amendments made to annual audit plans, where necessary.
Evaluates and provides reasonable assurance that risk management, control, and governance systems are functioning as intended and will enable the WHC's objectives and goals to be met.
Determine the soundness, adequacy, effectiveness and application of financial and other management systems and internal controls.

Evaluates compliance with the Trust Deed and Offer Document constituting Watumishi Housing Company Real Estate Trust (WHC -REin Capital Markets and Securities (Collective Investment Scheme) Regulations and any other law. .
Ascertain the extent to WHC property, money and resources under the control of the WHC are accounted for, used and safeguarded from losses of all kinds.
Assess the relevance, reliability, integrity and adequacy of management and financial information.
Co-ordinate with other internal and external providers of assurance to ensure proper coverage and to minimize duplication of effort;
Appraise the economy and efficiency with which resources are employed (value for money audit) and the quality of performance in carrying out assigned responsibilities.
Recommend improvements in procedures and systems to prevent irregularities and fraud.
Ascertain the extent of compliance with established policies, plans and procedures and determine whether they are effective in securing their intended purpose.
Evaluating specific operations and conduct special consulting activities at the request of the Board or
management, as appropriate.

Minimum Academic Qualification and Experience
The ideal incumbent for this position should have the following qualifications and experience:
University Degree/ Advanced Diploma majoring in
Accounting or finance from a recognized higher learning institution;
