Consultancy to Conduct Road Safety Institutional and Legal Assessment in Tanzania
Overview of the Consultancy
WHO Country Office is commissioning an individual, institution or organizations to conduct an assessment of road safety news appeared on media in Tanzania.
Specific Objectives:
In particular the assessment will:
1. Briefly describe the media environment in Tanzania; [Types, ownership, coverage, circulation, frequency, famous, specific priority and policy.]
2.Provide a general outline of not less than 10 media on their organizational structure, operations and ownership.
3.Describe and analyse how road safety news are produced by media, with particular attention to specialized columns, sections and features on road safety or related programmes;
4.Conduct a quantitative and qualitative analysis of the existing road safety coverage;
5.Identify gaps in reporting and recommend inputs for the definition of messages of a road safety workshop with journalists;
Specific tasks and deliverables
1.Prepare Inception report describing the methodology, tools and work plan (Facilitate stakeholder consultations and technical consensus through the established Project coordination team
2. Conduct the assessment and prepare the initial report to be presented to the coordinating committee for comments and guidance. The report will include at least:
I .A description of the media landscape in Tanzania, explaining the media environment;[Types, ownership, coverage, circulation, frequency, famous, specific priority and policy]
II. General outline of not less than 10 media on their organizational structure], operations and ownership.
III. Description and analysis of how road safety news are produced by media, with particular attention to specialized columns, sections and features on road safety or related programmes;
IV. Findings of quantitative and qualitative analysis of the existing road safety coverage including focus on legislation.
V. Gaps in reporting and recommendations for the key messages of a road safety media trainings;
3. Prepare and submit Final report to WHO Country Office Tanzania
The report will include an annex with a list of all the news items analysed.
4. Prepare a summary of the main findings and concrete recommendations for the training workshops and in particular:
Main messages
Materials or additional resources needed by the journalists to cover the issue
Strategies to get the editors involved.
Deliverables

Conduct analysis and prepare report outline
Prepare report Summary
Submit Final report to WHO Country Office Tanzania Eligibility
The consultant will be selected based on:
Education of at least advance diploma in mass
communications, journalism or social sciences related field
At least 5 years of experience working with the Tanzania media sector
Proven experience conducting research and analyzing media content
Fluency in Kiswahili and English
