DAR RAPID TRANSIT AGENCY (DART)
The DAR Rapid Transit Agency was established by the Government Notice Number 120 of 2007 under the Executive Agency Act No 30 of 1997 to improve effectiveness in addressing the transport constraints faced by the Dar es Salaam
2City. Specifically the Agency was established for the purpose of planning, coordinating, and facilitating the provision of Urban Transport facilities and services so as to ensure improved traffic management in the Dar es Salaam City.

To meet its mandate of facilitating the provision of quality and rapid mass transport system in efficient, sustainable and cost effective manner, the Agency invites applications from suitably qualified Tanzanian Citizens to fill in the following positions in different divisions within the Agency.

1.1 PROCUREMENT/SUPPLIES OFFICER II – 1 POST 1.1.1 DUTIES AND RESPONSIBILITIES

The Procurement/Supplies Officer will be responsible for managing and maintaining a sound procurement management system in accordance with the Public Procurement Act, 2004 and its regulations as well as Finance Act 2004.

Implement Strategic, Business plan and Frame work document in accordance with Executive Agency Act no 30 of 1997, and its amendments.

Advertise and invite tenders and proposals;

Issue and receive tender documents;

Undertake pre-qualification of tenderers so as to identify contractors eligible for award of contracts.

•  He /she  be will be responsible for day to day DART activities of procurement  nature.

Participate in carrying out the evaluation of tenders and preparation of the evaluation report for submission to DART Agency Tender Board/Central Tender Board

Keep sound and adequate procurement records including taking minutes during DART Agency Tender Board meetings;

Participate in preparation of consolidated procurement performance report for the DART Agency;

Prepares all monthly and annual financial reports such as physical stores reports.

Performs such other related duties as may be assigned by the Head of Procurement Management Unit from time to time.

1.1.2 QUALIFICATIONS AND EXPERIENCE
Bachelors  Degree/Advanced  Diploma  in  Procurement/supplies  Management  from  any
academic Institution recognized by the TCU/Government of Tanzania.
Registered by the Board of Procurement and Supplies professionals and Technicians
1.1.3 REMUNERATION

Attractive remuneration package in accordance with the Institution’s Salary Scale TGS D.

1.2 COMPUTER SYSTEMS ANALYST (INFORMATION AND COMMUNICATION TECHNOLOGY OFFICER II) – 1 POST
1.2.1 DUTIES AND RESPONSIBILITIES

Ensure that the functioning of computer systems are full time maintained and operational.

Manage Information Technology Applications to enable effective dissemination of data within the entire DART system.

Implement Strategic, Business plan and Frame work document in accordance with Executive Agency Act no 30 of 1997, and its amendments.

Ensures that there is a secure operation of all server and services through the use of security encryption tool.

Provide support to ensure day to day functioning of computer systems for the entire DART Agency.

Diagnosise and resolve any technical problems that arise on the Local Area Network and Wide Area Network infrastructure ike LAWSON, EPICOR etc.

Ensures that there is a well-functioning computer system for bus operations.

Perform any other tasks as may be assigned to him/her by Operations Manager

Identify new technologies and provide recommendations on hardware and software and advice purchases accordingly;

Prepare maintenance programs for DART computer systems.

Ensures that a well-functioning computer system for bus operations is supported.

Perform any other tasks as may be assigned to by the Head ICT unit.

1.2.2 QUALIFICATIONS AND EXPERIENCE

Bachelors Degree/Advanced Dipoma in Computer Science/Information and Communication Technology.

Any other discipline related to ICT from any accademic Institution recorgnized by the TCU/Government of Tanzania.

Experience in Application Systems Design is an added advantage.

1.2.3 REMUNERATION

1.3 ENGINEER II – 2 POSTS
1.3.1 DUTIES AND RESPONSIBILITIES

Ensure safe, cost effective designs and quality control of development of DART infrastructure.

Responsible for keeping construction design records for the DART Agency.

Participate in Implementation of Strategic, Business plan and Frame work document in accordance with the Executive Agency Act no 30 of 1997, and its amendments.

Assist in preparation of tender documents for procurement of Consultants for Infrastructure design and Works contractors.

Participate in infrastructure development site meetings and provide report accordingly.

Sets guidelines for routine, recurrent and spot maintenance, coordinates their programs and budgets;

Assesses abnormal maintenance needs at problem locations and advice accordingly;

Reviews the options for dealing with emergency situations and makes recommendations as to the appropriate Agency response.

Assists in the development and monitoring of the Agency’s quality assurance procedures as they affect road maintenance;

Prepares regular and ad-hoc reports to the Infrastructure Management Manager as required;

Performs such other related duties as may be assigned by the Head of Department.

1.3.2 QUALIFICATIONS AND EXPERIENCE
Bachelor  Degree  in  Civil  and  Transportation  Engineering  from  any  academic  Institution
recognized by the TCU/Government of Tanzania.
Registered with Engineers Registration Board as a Professional Engineer
Must be Computer literate especially in Engineering Design Software’s.
1.3.3 REMUNERATION

1.4 TOWN PLANNER II – 1 POST
1.4.1 DUTIES AND RESPONSIBILITIES

Co-ordinate and communicate with other institutions/organizations, Local Government Authorities, Transport Authorities, Dar es Salaam City residents and other service providers on improvement and proper land uses along the corridor for its sustainability.

Assessing infrastructure requirement along the corridor including road access, bus stands and packing for various transport models.

Preparations and analysis of Resettlement Action Plan mitigation issues.

Developing the initial design ideas or design ideas or improved transport infrastructure such as pedestrian priority schemes, car packing areas etc.

Moping various Land uses along the corridor using information technology systems and assessing their potential and impacts to the dart system.

Conduct Field investigations in order to compile and analyse data on their potential and impact on the DART system to the economic, social and physical aspect of the city.

Prepare proposals for new projects such as settlements upgrading or redevelopment along the DART corridor and presenting them to the appropriate authority for further actions.

Ensuring that all changes in the use of land are incorporated in drawings.

Keep informed about policy and legal issues involved in the city physical development.

Performs such other related duties as may be assigned by the Head of Department.

1.4.2 QUALIFICATIONS AND EXPERIENCE
• Bachelors Degree/Advanced Diploma in Urban and Regional Planning from any academic Institution recognized by the TCU/Government of Tanzania.

1.4.3 REMUNERATION

1.5 DRIVER II – 4 POSTS
1.5.1 DUTIES AND RESPONSIBILITIES

Responsible for driving cars and buses as well as other motor machines.

Ensure that fuel, Oil, water, tyres and the general state of vehicle has been checked before use.

Ensure the car is clean and well maintain

Provide driving services to DART staff.

Render transport services from DART offices to other offices, BRT Stations/ terminals during supervisory routes.
Maintain the log-book for each and every trip.

Ensure that the vehicle is serviced as per the Agency plann.

Carry out minor repairs if the vehicle breaks down.

Report for major repairs to his/her supervisor.

1.5.2 QUALIFICATIONS AND EXPERIENCE
• Secondary School Education Certificate.

• Certificate of driving training from recorgnized institutions by the Government of Tanzania.

• Possess ‘trade test’ Grade III (mechanics), with not less than two years of class “C” driving experience.

1.5.3 REMUNERATION

Attractive remuneration package in accordance with the Institution’s Salary Scale TGS A.
