The Ministry of Home Affairs in close collaboration with UNHCR, the World Bank and other partners is implementing various activities to provide refugee relief support and finding
durable solutions to the plight of refugees by way of voluntary repatriation, grant of citizenship by naturalization and resettlement to a third country. To fulfill this mandate, the Ministry of Home Affairs, has set aside some Project Funds, to be utilized in the recruitment of professionally, suitable candidates.
In this regard the Ministry is hereby inviting applications from suitably qualified and experienced Tanzanians to fill the understated vacancies that currently exist in Refugee Service Department, Ministry of Home Affairs.
1.    LOCAL INTEGRATION COORDINATOR – (ONE POST)
Job title     -     Coordinator of Local Integration Programme (LIP)
Reports to     -     Director, Refugees Service Department
Location     -     Dar es Salaam, with extensive travel to Katavi and Tabora Regions
Duration     -     One year contract, renewable and expected to last for not less than 4 years
Salary         -     Negotiable
Required minimum qualification
•    Possession of a degree qualification or relevant training in Economics,
•    Development, Social Work, Politics, Refugee Protection, coupled with extensive
•    Experience of not less than 10 years in relevant field. People with Masters
•    Degree Course, and who have worked with Government, UN, Bi/multilateral
•    Donor agencies, with demonstrated experience in formulating strategies, planning, designing/implementing strategies will have added advantage.
Key Tasks and Responsibilities
Programme Development and Implementation
• To serve as the Government’s focal person for the development, review and implementation of the Local Integration Strategy.
• To coordinate the development of local integration projects.
• To receive proposals from MDAs, Local authorities and other actors and make appropriate recommendations for consideration by the
programme steering committee.
• To assist with monitoring the implementation of approved projects.
• To prepare periodic reports for submission to the Director of the Refugee Department.
Project Management
• To line manage all the local integration project staff.
• To ensure the smooth implementation, management and sustainability of all project.
• To co-ordinate development, implementation and monitoring of annual work plans, budgets and activities of the LIP.
• Ensure that all project outputs, as listed in the project documents, are effectively achieved.
• Co-ordinate development and implementation of a participatory monitoring and evaluation system for the project.
Project Development
• Assist in identifying new areas of research and partners for project implementation.
• To research and support development of new ideas for the compilation of project proposals to funders.
• To support in identifying new funding opportunities within the country for the project.
• To co-ordinate in the design of new phases for project implementation and ensure that lessons learned are documented and built into future project designs.
Collaboration with National Regional and District Authorities
• To develop and maintain a working relationship with line ministries, in particular the Prime Minister’s Office, Regional Administration and Local Government, Office of the Regional and District Commissioners and District Councils in areas of operation.
• To ensure the assignment of relevant district staff to the projects interventions as per a signed memorandum of understanding.
• To maintain a working relationship with relevant regional and national authorities.
Networking and Collaboration
• Ensure strong partnership and liaison with key Ministries, Departments and Agencies.
• Maintain liaison with the UNHCR, Development Partners, and other donors to the local integration programme.
• In consultation with the Director of Refugee Services, represent the Ministry of Home Affairs in relevant forums.
• To maintain a cordial working relationship with all the relevant NGO partners within and around the district.
• To convene a monthly reflection meeting and ensure the effective participation of all stakeholders.
Reporting
• Compiling monthly, quarterly and annual reports and plans.
• Responsible for the production of training and workshop reports of a high standard.
• Compiling project donor progress reports as stipulated in the donor contracts.
Others
• Any other duties as may be assigned by the Director of Refugee Services.

2.    SENIOR PROTECTION OFFICER – (ONE POST)
Appointing Authority     -     Permanent Secretary
Responsible to         -     Director of Refugee Services
Employment Terms     -     One year contract renewable
Salary Scale         -     Negotiable
Duty station         –     Dar es Salaam

Required minimum qualification
Possession of a degree in Law or equivalent with at least five years working experience, three of which must be in a refugee setting, knowledge of Microsoft office and window based computer application.
Duties and responsibilities
•    Supervise the initial screening of asylum seekers and refugees.
•    Prepare individual case files, country of origin profile, for presentation and submission to National Eligibility Committee (NEC) sessions.
•    Advise on matters pertaining to the revision of the National Refugee Policy and Refugee Act.
•     Deal with protection concerns related to mixed marriage cases.
•     Follow up on matters regarding separation of former combatants from genuine refugees
•    Responsible for organizing training for relevant law enforcement officers on asylum procedures and refugee management.
•    Participate in stakeholders meeting on mixed migration issues.
•    Advise on durable solution alternatives for refugees having special protection needs.
•    Attend matters concerning urban based refugees who have protection concerns.\

3.    PROTECTION ASSISTANT – (TWO POSTS)

Responsible to         -    Assistant Director – Legal and Protection Unit.
Employment Terms     -     One year contract renewable
Salary Scale         -     Negotiable
Duty station         -     DSM (HQ), Kigoma (Zonal Office) &
Nyarugusu Camp
Required minimum qualification
Possession of a degree in Law or equivalent, knowledge of microsoft office and window based computer application. Applicants with a Master Degree in forced migration from the UDSM will have an added advantage.
Duties and responsibilities
•    Conduct initial interviews of asylum seekers and prepare case file to be submitted to the National Eligibility Committee for deliberation.
•    Maintain records of all applications for asylum and refugee status.
•    Provide counseling and legal support to victims of gender based violence.
•    Facilitate tracing of the unaccompanied minors in collaboration with UNHCR and other relevant partners.
•    Focal person on matters related to education of refugee students.
•    Attend refugees’ protection concerns in the camp.
•    Coordinate legal matters pertaining to refugee’s attendance in court of Law.
•    Participate in conducting Best Interest Assesment and Best Interest Determination of the Child with appropriate partners.
•    Assist resettlement activities and keep records for all resettled refugees.
•    Attend refugee’s welfare outside the camp.
•    Initiate and conduct training to different refugee’s age – group in the camp.

4.    OPERATIONS OFFICER – (ONE POST)

Duty Station         -     Kigoma, (Zonal Office)
Required Minimum Qualification
Possession of first degree in International Relation, Public Administration, or equivalent knowledge of Microsoft office and window based computer application.
Exposure on Refugee work will be an added advantage.

Responsibilities
•    Responsible for overlooking and addressing all operational and logistic issues
Related to repatriation, resettlement, transportation of asylum seekers from NMC to respective camps.
•    In times of influx, conduct quick assessment on entry points and relay the same to respective authorities.
•    Liaise with Regional Immigration Officers and UNHCR to arrange for transportation of asylum seekers to respective camps.
•    In times of influx co-ordinate with UNHCR staff and other IP to ensure reception Centre/transit centers are run in line with standard operating procedures.
•    Co-ordinate with IP to transfer asylum seekers from reception centre to respective camps.
•    During repatriation, in consultation with UNHCR, IP and Police escort ensure, Convoys reach their destinations and formalities at border post are conducted in line with agreed procedures.

5.    PROGRAMME OFFICER – (ONE POST)

Required minimum qualification
Possession of a degree in economics or related discipline, experience in conducting M & E assignments for donor funded programme, knowledge of Microsoft office and window based computer application
Duties and responsibilities
•    Assist Local Integration coordinator on all matters related to local integration.
•    Prepare budgets for Local Integration projects.
•    Prepare quarterly, semiannual and annual implementation reports.
•    Monitor and evaluate project’s implementation.
•    In collaboration with project accountant respond to auditor’s queries.
•    Prepare and implement risk management plan.
•    Manage projects’ assets.
•    Liaise with local authorities on local integration programme in the old settlements and local community.
•    Gather information on proposed projects from Local authorities and settlement.
•    Advise the Director on all matters pertaining to Projects.

6.    DATABASE MANAGER – (1 POST)

Required minimum qualification
Possession of a degree in Computer Science or Information Technology or Information Technology and Communication or equivalent, at least three years working experience on database management. Possession of Master degree will be an added advantage.
Duties and responsibilities
•    Advise on policy issues and strategies on the use of Database.
•    Oversee the implementation of database monitoring plan.
•    Monitor standards, procedures and access methods for database management systems.
•    Evaluate and select suitable database management system.
•    Oversee database administration and maintenance.
•    Identify concurrency requirements.
•    Perform other duties which will be assigned by the respective superior.

7.    DATABASE ASSISTANT – (2 POSTS)

Required minimum qualification

Duties and responsibilities
•    Develop back – end and front – end connectivity.
•    Design, implement and test database.
•    Implement security and access control into database.
•    Maintain database management system.
•    Deliver database services to the users.
•    Perform other duties which will be assigned by the respective superior.
•    Responsible for regular updating of refugee statistics

8.    REGISTRATION CLERKS (5 POSTS)

Required minimum qualifications
Possession of form six/four level of education, computer skills (Ms Office) and prior exposure in registration of refugees in database as an added advantage.
Duties and Responsibilities
•    Conduct regular registration and verification of refugees and asylum seekers approaching respective registration center.
•    Ensure that registration and verification of refugees and asylum seekers is conducted in database in accordance with agreed standards and SOPs.
•    Ensure that physical files and registration/verification forms of refugees and asylum seekers approaching registration centre are duly filled and signed by the applicants in accordance with respective instructions and SOPs.
•    Preserve the confidentiality of work and not to pass information to anyone except the co-workers group and his/her supervisor.
•    To update recurrent statistical reports regularly for analysis.
•    Act as an interpreter and translator when needed.
•    To perform any other duties as will be required.

9.    ACCOUNTANT – (2 POSTS)

Required minimum qualification
Bachelor’s degree in Accountancy with CPA (T) holder, with at least three years working experience on accounts, computer literate with knowledge of QuickBooks.
Duties and responsibilities
•    Prepare budgets, ensure budgetary controls are in place, monitor and report variances.
•    Prepare monthly, quarterly and annual reports for assisting in decision making.
•    Ensure that all accounting transactions and books of accounts are will kept comply with set financial systems and controls.
•    Carry out bank reconciliations.
•    Liaise with external auditors during the annual external audit.
