Background

Tanzania Mainland has been granted support from the Global Partnership for Education (GPE) for the period

2014/15-2016/17 for implementation of the Primary Education Development'Programme (PEDP III), Adult and Non-formal Education Development Programme (ANPEDP) and Folk Education Development Programme focusing on Improved Literacy and Numeracy., for children aged 5 to 13 years. The support will be provided through the Literacy and Numeracy Education Support (LANES) Programme.:
In order to ensure strong coordination of activities that are being implemented by different "entities (Education Ministries, Institutes and CSOs) the Ministry has established a National Coordination Unit stationed in Dar es Salaam and seeks to strengthen the Unit further by engaging the services of a E-Learning Officers who will work with the MoEST through the E-Learning Unit and the Tanzania Institute of Education and PORALG to develop, pilot and roll out e-content to select schools based on the Pre Primary, STD I &II Curriculum.

Specific Duties and Responsibilities
Reporting to the LANES National Coordinator, the Officer will:-
Work closely with other Offices to inform decision-making about strategic positioning of technology-enhanced learning in selected centers;
Liaise with selected companies, and in consultation with TIE to develop e-content that clearly aligns with the Std. 1&11 Curriculum and ensure that it is pre tested amongst students and teachers;
Supervise baseline and endline surveys of selected pilot centers;
Advise on suitable equipment and supervise procurement of required equipment both the pilot stage and the roll out stage;
Advise on best modality for training of Facilitators to oversee establishment and operationalization of centers,
Ensure identified centers are made conductive for safety and 'usability of e-learning including mobilization of communities to oversee effective operations;
Provided periodic reports through the LANES Coordination Units, on progress made in enabling E-Learning through the LANES programme.

Required Education and other qualifications
Bachelor's degree in a relevant field including Education, Business Administration computer science and communication ;
Experience in early grade Reading and Math e-content development and/or administration
Excellent Spoken and Written English and Kiswahili language
3 years working experience in the field project management and Administration;
3 years working experience Project Officer Manager/Experienced in IT projects will be added advantage.

Contract Terms
The E-Learning Officers will be contracted for an initial period of one (1) year and subject to, satisfactory performance, the contract will be renewed.
