Job Announcement: National Community Health
Improvement Officer
Location: Dar es Salaam
Background
The
Community Health and Social Welfare Systems Strengthening Program (CHSSP) is a
five-year PEPFAR/USAID funded cooperative agreement led by JSI Research &
Training
Institute,
Inc. with consortium partners Initiatives Inc. and World Education
Inc/Batwana. The
program will be implemented in 18 regions of Tanzania mainland and Zanzibar.
CHSSP aims to contribute to PEPFAR 3.0 goal of HIV epidemic control by 2020 by
supporting the systems strengthening priorities set by the Government of
Tanzania (GOT) for health and social welfare services toward improving health,
wellbeing and protection outcomes for adolescent girls and young women (AGYW),
most vulnerable children (MVC) people living with HIV/AIDs (PLHIV), as well as
key populations including men who have sex with men (MSM), female sex workers
(FSW), and people who inject drugs (PWID).
Within
CHSSP, Initiatives Inc. is the technical lead on community health systems
strengthening responsible for supporting the national community-based health
program in the establishment of a community health worker cadre and the systems
required to support their effectiveness and performance. In order to achieve
this aim, the Community Health Improvement Officer is a full-time position
based in Dar es Salaam.
Job Summary
The
Community Health Improvement Officer (CHIO) reports to the Community Health
Program Advisor and will work in close collaboration and synergy with the other
members of the CHSSP Technical Team. The CHIO contributes to the project’s
achievements of strengthening the systems that support the health workforce and
those that improve the health system at the community level. S/he will
coordinate closely with regional teams to implement community improvement
collaboratives and other community systems strengthening activities.
Primary Responsibilities and
Duties
• Under
the guidance of the Community Health Program Advisor and as part of the
national Technical Team led by the CHSSP Technical Director, coordinate closely
with the other team members to maximize integration and synergies of the
objectives and strategies of CHSSP.
•
Provide timely and quality updates to the
Community Health Program Advisor, Technical Director, and the Technical Team on
the status of development and implementation of community improvement
collaboratives.
• Coordinate
closely with the Regional Technical Advisor, Regional Directors, and the
Regional Community Health Coordinators to implement community improvement
collaboratives.
• Coordinate
closely with MOHSW and other implementing partners to identify successful or
promising community-based service delivery practices currently being used in
Tanzania that contribute to better HIV counseling and testing, improved
treatment uptake, or improve ART adherence.
• Develop
case study tools to orient teams to successful practices.
• Develop
tools and guidelines for orienting coaches for community teams, guiding
learning session, and conducting process mapping at the community level.
• Work
with Regional Community Health Coordinators to engage CHMTs and communities in
validating, adapting, and spreading successful practices through the
collaborative approach as well as other scale-up approaches.
• Collaborate
with other implementing partners working in target districts, especially USAID
projects, which are contributing to strengthening HIV/AIDS services and health
systems.
• Build
the capacity of and support CHSSP Regional Community Health Coordinators to
implement the collaborative approach in selected districts and guide the spread
of successful practices to other PEPFAR priority districts.
• Ensure
timely and qualitative contributions to the Technical Team for all necessary
reports and especially quarterly reports, and semi-annual and annual reports,
as well as administration and management activities as required.
Desired Qualifications
• Hold
a degree or advanced diploma in clinical medicine or nursing with expertise in
HIV/AIDS service delivery and management
• Hold
a Masters of Public Health/Community Health or other related graduate or
professional degree with expertise in quality improvement approaches
• A
minimum of 5 years of field experience in community health service delivery and
quality improvement
• Experience
working with Tanzanian government structures including the MOHSW, RHMTs, CHMTs,
and ward and village heath teams on community health service delivery
• Experience
leading teams to implement at district and sub-district levels in Tanzania
• Have
demonstrated experience in providing quality technical assistance to government
and civil society entities, especially at district, ward, and village levels
• Have
demonstrated experience in liaising effectively and managing participatory
processes with a range of local government and civil society stakeholders
especially at district, ward, and village levels
•
Highly professional comportment, strong
management capabilities, ability to provide high quality technical assistance
to regional and district leaders, and ability to represent the program among
other government and donor stakeholders
• Creative
and capable of working independently and as part of a multidisciplinary team
• Fluent
speaking and writing in English and Kiswahili and able to produce quality products
in English such as progress reports, presentations, program briefs, and case
studies
• Excellent
interpersonal and management skills
• Proficiency
with Microsoft Office and other common software
• Ability
to travel 50% of the time
• Professional
fluency in English and Swahili
