Tanzania Coffee Board which is a government body established by the
Tanzania Coffee Industry Act. No. 23 of 2001 and miscellaneous
Amendments Act of 2009, on behalf of MBOZI COFFEE CURING COMPANY LIMITED

1.0 FINANCE AND ADMINISTRATIVE MANAGER – (ONE POST)
1.1 JOB TITLE: FINANCE AND ADMINISTRATIVE MANAGER
DUTY STATION: MBOZI
REPORT TO: GENERAL MANAGER

1 . 2 Q U A L I F I C A T I O N A N D E X P E R I E N C E :
Holder of a Degree/Advance Diploma in Accountancy from a recognized Institute with ACCA/CPA(T) and must be registered with NBAA as an Certified public Account plus work experience of at least ten (10) years in a reputable
Organization, of which 5 years must be in a senior position. Post graduate
training in Human Resources Management is an added advantage.
1.3 EMPLOYMENT STATUS
Finance and Administrative Manager shall be employed on Permanent and pensionable terms.
1.4 RESPONSIBILITIES
i. Co-ordination of all human resources and financial issues in the Company.
ii. Directing and controlling the finance and human resources planning and accounting.
iii. Providing advice to management on all matters related to human resources and finance in the Company.
iv. Ensuring that adequate of the Company’s transactions including proper financial and management accounts are maintained.
v. Setting up and maintaining an accounting system to record all income and expenditure accruing to the Company.
vi. Reviewing Company’s expenditure and to take corrective measures for any deviation from the approved budget.
vii. Responsible for all budget and plan review and issuance of budget guidelines for Company budgeting purposes.
viii. Providing financial advice to the General Manager and ensures that the financial regulation of the Company are strictly adhered to.
ix. Preparing and submitting to the General Manager regular monthly, quarterly and annual accounts and ensures that annual draft accounts are submitted to the external auditor on time.
x. Instituting measures to safeguard all assets of the Company and implements the Company’s financial regulations and accounting manual.
xi. Ensuring the effective use of the Company money for the purchase and provision of services and supplies.
xii. Managing the expenditure budget for the Company as a whole and for the departments.
xiii. Seeing and developing employee staff welfare (Salaries, incentives, training and development, e.t.c).
xiv. Performing any other duties as may be assigned by the General Manager.

2.0 ACCOUNTANT (ONE POST):
2.1 JOB TITLE: ACCOUNTANT
DUTY STATION: MBOZI.
REPORT TO: FINANCE AND ADMINISTRATIVE MANAGER.
SUPERVISES: ALL JUNIOR STAFF IN THE ACCOUNTING SECTION.
2.2 QUALIFICATIONS AND EXPERIENCE:
Holder of a Bachelor Degree / Advanced Diploma in Accountancy from a recognized University and CPA (T) with at least six (6) years of practical experience after graduation in a similar position in a reputable organization and registered with NBAA a Certified Public Accountant.
2.3 EMPLOYMENT STATUS
Accountant shall be employed on Permanent and pensionable terms.
2 . 4 R E S P O N S I B I L I T I E S
i. Preparing and submitting to the Finance and Administration financial plans and budget well in advance before the end of financial year in order to facilitate approval of the new financial year in order to facilitate approval of the new financial year’s budget by the Board of Directors.
ii. Providing financial and costing information required by Management.
iii. Keeping books of accounts relating to revenues, grants and expenses accurately and timely according to accounting professional standards established by NBAA from time to time.
iv. Recommending accounting policies and procedures to the Management and ensuring their strict implementation after approval by the Board of Directors.
v. Preparing on time monthly, quarterly and annual financial statements for the Company.
vi. Timely preparation of annual financial report and accounts.
vii. Maintaining statutory returns and accounting books and ledgers according to the accounting professional standards.
viii. Making sure that the book of accounts are audited by external auditors within the required legal period and presented to the Board of Directors.
ix. Answering of all internal and external audit queries accurately and on time.
x. Implementation sound control system and procedures of physical property, cash cheques, purchase order receipt books and other accounting documents.
xi. Timely payment of taxes, salaries, imprests, creditors and statutory contributions without incurring penalties.
xii. Proper valuation of closing stock and fixed assets at the end of the financial year.
xiii. Participating in annual stocktaking and stock balancing actively.
xiv. Performing and other duties as may be assigned by the Finance and
Administrative Manager.

3.0 HUMAN RESOURCE AND ADMINISTRATION OFFICER GRADE I (ONE POST)
3.1 JOB TITLE: HUMAN RESOURCE AND ADMINISTRATION OFFICER
DUTY STATION: MBOZI.
REPORT TO: FINANCE AND ADMINISTRATIVE MANAGER.
SUPERVISES: ALL JUNIOR STAFF IN THE SECTION.
3.2 QUALIFICATION/EXPERIENCE:
Holder of a Degree/ Advanced Diploma in Human Resources Management / Public Administration / Business Administration from a recognized institution with at least three (3) years proven work experience in similar position in a reputable organization.
3.3 EMPLOYMENT STATUS
Human Resource and Administrative Officer shall be employed on Permanent and pensionable terms.
3.4 RESPONSIBILITIES
i. Responsible for all human resource management and administration matters in the Company.
ii. Chief advisor to the Finance and Administrative Manager in all human resources management and administration issues in the Company.
iii. Ensuring that job descriptions are up-to-date and accurately described for each position.
iv. Ensuring cost effective recruitment through the use of appropriate sources.
v. Ensuring that recruitment and selection of people is done objectively and
based on job descriptions and specifications.
vi. Checking references, qualification and tesmonials prior to employment.
vii. Controlling financial matters relating to recruitment costs, and adherence to
headcount, wage and overtime budgets.
viii. Assisting in annual payroll, head count and related cost budgeting.
ix. Monitoring the progress of new employees and promoting development of the
same as well as other employees.
x. Ensuring that the Company succession plan is meaningful and effective.
xi. Ensuring that the meaningful performance appraisal for all staff are carried
out on a regular basis.
xii. Ensuring that the action and development plans agreed at the appraisals are implemented and followed up.
xiii. Ensuring that training is cost effective and is effected for a real need and not for cosmetic reason.
xiv. Analyzing labour turnover statistic so that problem areas are highlighted
and the appropriate action taken.
xv. Ensuring that the Company Personnel procedures are strictly adhered to.
xvi. Ensuring the establishment of Worker’s Council and monitoring the
Conduct of the same in the Company.
xvii. Ensuring that the Company grievance and disciplinary procedures are observed and that all relevance documentation is completed.
xviii. Strengthening staff morale and self-image using appropriate programmes.
xix. Ensuring that the Company is adequate manned in accordance with budget/forecast.
xx. Ensuring that the Company relevant human resources and administration management policies are developed and implemented.
xxi. Seeing and developing employee staff welfare (Salaries and Incentives).
xxii. Serve as a Secretary to the Management Meeting.

4.2 QUALIFICATIONS AND EXPERIENCE
Holders of a Diploma in Accounting with at least 3 years of work experience.
4.3 EMPLOYMENT STATUS
Accountant assistant shall be employed on Permanent and pensionable terms.
4.4 RESPONSIBILITIES
i. Writing of cheques.
ii. Keeping records of daily revenue collection.
iii. Timely (instantaneous) posting of payment to cashbooks.
iv. Keeping revenue information in computer on time.
v. Preparation of daily reports on payments made to various votes.
vi. Performing any other duties as may be assigned by superiors.
