JOB TITLE; HEALTH, SAFETY AND ENVIRONMENT MANAGER
PanAfrican Energy Tanzania (PAT) is the leading integrated energy company' in Tanzania; developing and supplying natural gas for the power, manufacturing and transportation sectors in the country.
A wholly owned subsidiary of Orca Exploration Group Inc, PAET has been in the Tanzanian market since 2001 where it has been opera ting the Songo Songo natural gas field. PanAfrican Energy has a commitment to the development and efficient use of Tanzania's natural gas resources, and is engaged in exploration to increase the nation's natural gas reserves. PAT is committed to working with key players to help alleviate Tanzania's energy shortag es and to partner in the development of the country's energy resources. '
PanAfrican Energy is currently looking to appoint a Health, Safety and Environment Manager to oversee the implementation of Safety, Health and Environmental plans an.d programmes based upon Tanza nian laws. The HSE Manager will ensure that PAT facilities are operate d in adherence to both local and international HSE regulations and standards.
KEY RESPONSIBILITIES
Conduct all work with due consideration to Health, Safety and Environmental
procedures, coordinating all relevant activities within the operational and administrative groups.
• Ensure the company's Health, Safety and Environmental policy is implemented consistently across the organization.
• Ensure full understanding arid implementation of safe environmental working conditions for all employees in the office, Upstream and Downstream.
• Advise management on the implications of current and emergent Health,
• Safety and Environmental legislation, including evaluating options, making recommendations and generating action plans to ensure compliance across the organization.
• Develop and uphold safety standards, inculcating a safety orientated culture across the company.
• Prepare, manage and participate in the Safety Audits (Company, Songas, Globeleq, externals ... ) and ensure follow up of corrective actions.
• Maintain and update the HSE Management System for the Songo Songo of
Operation, Ring Main Operation and Dar es Salaam Office, including administrative procedures
• Carry out internal audits and inspections to evaluate the effectiveness of Health, Safety systems and procedures. Thereafter identify and implement improvements.
• Ensure routine health and safety activities and checks are carried out in line with legislation; e. g testing of portable electrical appliances and the review of risk assessment.
• Investigate and where appropriate assist other to investigate the circumstances and causes of accidents, and. take the necessary steps to
prevent recurrence, including keeping written records of the investigations
and actions taken.
• Ensure that all HSE documentation is up-to-date.
• Lead on the development of Environmental Impact Assessment for all new projects. Ensure all hazardous materials are handled in accordance with appropriate legislation.
• Ensure the company's emergency response procedures are relevant, effective and understood by all employees. Conduct regular training exercises to ensure currency.
• Perform any other duties, as requested by management, as assigned by the Managing Director.
QUALIFICATIONS & KNOWLEDGE
Functional
• First degree (In Engineering / Medical/Environmental - General)
• Current OSHA certification
• Over 5 years' experience in the relevant field
• Previous management/Leadership experience would be beneficial.
Talent, Skill & Knowledge
•
Analytical Skills; able to prioritise, advise and decide appropriately within a high pressure environment
• Proven occupational, Health & Environmental risk analysis skills
• Strong interpersonal skills, able to operate at all levels within the company
and with stakeholders '
• Results driven Strong leadership / people management skills
