Mwalimu Julius K.
Nyerere University of Agriculture and Technology (MJNUAT) is a newly
established public University that has its headquarters in Butiama, MARA.
MJNUAT, which is an equal opportunity institution, is inviting applications to
fill the positions of academic and administrative staff as indicated
below:
TERMS OF EMPLOYMENT:
Successful
applicants will be employed on Permanent and Pensionable Terms for those with
ages equal or less than 45 years.
Successful applicants with ages above 45 years [for administrative
cadres] will be engaged on contractual terms in line with the public service
regulations.
All newly recruited staff will work under
probation for one year and their appointment will be confirmed upon
satisfactory work performance during the 12 months- probation period. Services
of those with unsatisfactory performance during the probation period shall be
terminated in accordance with Government’s Standing Orders.
REMUNERATION
Attractive
remuneration packages will be offered to successful applicants in line with the
MJNUAT Scheme of Service for Administrative Staff and the
Harmonised
Scheme of Service for Academic Staff in Public Universities and Constituent
Colleges.

1.1.1 DUTIES AND RESPONSIBILITIES.
• Teach
up to NTA level 8 for Bachelor Degree
holders
• Guide
and supervise students in building up their practical and research projects.
• Prepare
learning resources and design training exercises for students.
• Conduct
consultancy and community services
Develop and review existing curriculum.
• Undertake
individual research and participates in scientific/academic congregations.
• Prepare
teaching manuals, simulations and case studies for training.
• Coach
junior teaching staff.

1.1.2 QUALIFICATION AND EXPERIENCE
• Candidates
should have GPAs of at least 3.8 in Bachelor’s degree and at least B+ grade in
the area which he/she specialised at Master Level.
• In
addition, the candidates must have GPA of at least 4.0 out of 5.0 at Master
Level.
• At
least one year of industrial/field experience in the relevant
disciplines/fields shall be an added advantage.
1.2 CHIEF LEGAL/ CORPORATE COUNSEL - 1 POST (RE – ADVERTISED)
1.2.1 DUTIES AND RESPONSIBILITIES.
• Provide
statutory service for the Council in accordance with the Mwalimu Julius K.
Nyerere University of Agriculture and Technology Charter, by-Laws, Regulations,
Senate and other legal requirements.
• Prepare
Annual Budgets for the Council and other statutory Committees.
• Serve
as the Custodian of the University Seal.
• Serve
as Custodian of legal documents including contracts that the University has
entered with individuals, organizations, institutions etc.
Serve as overall in charge of the
Legal Services Unit.
• Provide
legal advice to the University and the management.
• Liaise
with the High Court and subordinate courts, various institutions, Government
Ministries and Departments on legal matters.
• Assist
the Vice Chancellor to respond to legal inquiries about University operations.
• Review
and propose the necessary amendments to MJNUAT legislation.
• Educate
other members of staff and students on their legal rights and responsibilities.
• Approve
annual work plans of subordinates and ensure their implementation.
• Carry
out staff performance appraisals for subordinates and recommend staff
development plans.
1.2.2 QUALIFICATION AND EXPERIANCE
• Master
/PhD Degree in Law or its equivalent from a recognised
University/Institution
and must have been admitted to the bar as an advocate of the High Court in
Tanzania.
• He/she
shall have at least twelve years of work experience; with at least five years
of experience at a senior management position in a reputable institution.
1.3 OFFICE MANAGEMENT SECRETARY II - 2 POSTS (RE – ADVERTISED)
1.3.1 DUTIES AND RESPONSIBILITIES.
• Take
dictations and transcribe accordingly
• Receive
telephone calls and book outgoing telephone calls as required.
• Attend
routine hotel and travel arrangements of the executives
• Keep
files, sensitive documents and other material in secured or confidential place.
• Reply
to correspondence regarding routine issues which require standard information,
with added responsibilities on decision making and problem solving.
• Guide
and train subordinates on their work.
1.3.2 QUALIFICATION AND EXPERIANCE
Diploma in Secretarial Services from
Public Service College who passes 50/60 w.p.m, shorthand and passed Manuscript
and Tabulation stage III, Secretarial Duties and Office Practice Stage II, and
must have Shorthand speed of 100/120 w.p.m.
1.4 PERSONAL SECRETARY I - 1 POST (RE – ADVERTISED) 1.4.1 DUTIES AND RESPONSIBILITIES.
• Type
all forms of correspondence memoranda, minutes and reports
• Handle
all visitors with courtesy and ascertain the nature of the visitor’s business
and relay information to the officer
• Maintain
a dairy of appointments for the head of divisions and advise him/her on
appointment requested
• Convey
messages and instructions from executive to subordinates
• Prepare
list of office equipment and submit to the relevant offices
• Attend
meetings and take records of proceedings
Make travel arrangements for officers.
1.4.2 QUALIFICATION AND EXPERIANCE
Form IV certificate with
secretarial services certificate from Public Service College who passes 100
w.p.m. shorthand either in Kiswahili or in English, Certificate in computer
programs e.g. windows, Microsoft office Internet, Email and Publisher with at least
three years of work experience.
1.5 DIRECTOR OF STUDENTS SERVICES/ DEAN OF SURDENTS - 1 POST (RE – ADVERTISED)
1.5.1 DUTIES AND RESPONSIBILITIES.
• Be
overall in charge of students’ services and welfare at the University.
• Act
as principal assistant to the DVC – Planning, Finance and Administration in all
matters pertaining to students’ life at the University. Serve as the Secretary to
Students Affairs Committee.
• Handle
students' individual problems and provide counselling.
• Undertake
the administration of students' welfare and services in the areas of
accommodation; catering, health and recreation.
• Act
as an advisor of the students' organization on campus.
•
Supervise the general elections of the student’s
organizations.
Co-ordinate and
supervise all forms of counselling services of students University
1.5.2 QUALIFICATION AND EXPERIANCE
Master/PhD
Degree in Education, Educational Psychology, Counselling and Guidance, Social
Work or its equivalent from a recognised
University/Institution. At least twelve
years work experience; with at least five years of which must be at a senior
management position in a reputable institution. He/she must, in addition, be
conversant with students’ affairs.
1.6 DIRECTOR OF ESTATE SERVICE - 1 POST (RE – ADVERTISED)
1.6.1 DUTIES AND RESPONSIBILITIES. Head the Estates Directorate.
• Formulate
policy proposals related to estates activities.
• Coordinate
consultancy services in estates management.
• Maintain
and coordinate work contracts with building and maintenance staff of the
Estates Unit.
• Prepare
and compile budget estimates for Capital Development.
• Prepare
training and development plans for Estates staff.
• Coordinate
preparation and/or review of the physical master plan.
• Coordinate
the effective maintenance and rehabilitation of the infrastructure.
• Prepare
reports related to Estates Management
• Coordinate
the preparation of designs of buildings and other infrastructures.
• Supervise
preparation of sketches and designs for major modification to the existing
University owned buildings.
• Participate
in the evaluation and selection of suitable cleaning and sanitation service
providers.
• Coordinate
and supervise consultancy service in Estates Management.
• Supervise
feasibility studies and evaluation of viability of proposed projects on the
University land.
• Assist
in coordinating the effective maintenance and rehabilitation of the
infrastructure.
1.6.2 QUALIFICATION AND EXPERIENCE
•
Master/PhD Degree in Engineering (Civil,
Electrical, Construction), Architecture, Environmental Engineering, Building
Economics, Land Management and Valuation or any other related fields.
•
He/she must be registered with relevant
professional Board.
•
He/she must, in addition, have ICT skills.
•
At least twelve years work experience, with at
least five years of which must be at a senior management position in a
reputable institution.
•
He/she must have experience in Estates
Management, Architecture, Civil or Construction Engineering.
1.7 SENIOR ESTATE OFFICER II - 2 POSTS (RE – ADVERTISED)
1.7.1 DUTIES AND RESPONSIBILITIES.
• Participate
in developing estate management objectives and plans.
•
Participate in developing systems and procedures related
to estate management.
• Provide
consultancy services in estate management.
•
Conduct feasibility studies and evaluate the viability
of proposed projects in estate management.
• Participate
in formulating policies on estate management.
•
Participate in the investigation of matters related to
claims made against the university pertaining to estate operations.
• Prepare
sketches and designs for modifications to university’s buildings.
1.7.2 QUALIFICATION AND EXPERIENCE
•
Bachelor Degree/Advanced Diploma in Architecture,
Building Economics, Land Management and Valuation, Civil, Electrical,
Environmental Engineering or its equivalent from a recognized
University/Institution with at least six years working experience in related
field.
•
He/she must have been registered with appropriate
professional Board.
1.8 AUXILIARY POLICY II - 2 POSTS (RE – ADVERTISED)
1.8.1 DUTIES AND RESPONSIBILITIES.
• This
is a training post for regular security work under close supervision
• Assist
in the daily routine watch around the campus so as to maintain peace and order

1.8.2 QUALIFICATION AND EXPERIENCE
Form IV/VI certificate with at least two passes at O
level, with National Service
Training or People’s Militia Training

1.9 DIRECTOR OF FINANCE - 1 POST (RE – ADVERTISED) 1.9.1 DUTIES AND RESPONSIBILITIES.
• Head
the Finance and Investment Department.
•
Receive, bank and direct proper use of all funds paid
to/received by the University.
• Prepare
financial statements of income and expenditure at appropriate times.
• Administer
use of trust funds, insurance and royalties.
• Control
capital and recurrent expenditure.
• Prepare
and answer timely queries on payment of salaries and emoluments.
• Maintain
up to date financial information on revenue and expenditure.
•
Oversee arrangements for the purchase of equipment and
materials (other than furniture) required by the University including their
effective use.
•
Oversee arrangements for the maintenance of an
inventory of furniture, equipment and other forms of assets/properties of the
University.
•
Maintain up to date and transparent Management
Information System on all accounts at all levels.
• Ensure
that all properties and assets of the University are insured.
• Prepare
periodic reports on incomes, expenditure and transactions.
• Supervise
other staff and other functions in the division.
• Interpret
financial policies and regulations.
• Assist
in coordinating of the accounting services.
•
Coordinate training of the accounts and supplies staff
in liaison with the University Training Section.
•
Assist in the implementation of Planning and Finance
Committee as well as Council resolutions on financial matters, annual estimates
and budgeting.
• Review
accounting policies and regulations.
•
Advise top management on all financial matters.
1.9.2 QUALIFICATION AND EXPERIANCE
• Master/PhD
Degree in Finance, Economics, Accounting, or Business Administration plus CPA
(T), ACCA, ACA or equivalent qualifications from a recognised
University/Institution.
• He/she
must have been registered as Authorized Accountant and Certified Public
Accountant.
• At
least twelve years work experience; with at least five years of which must be
at a senior management position in a reputable institution.
• He/she
must, in addition, possess a strong background of Financial Reporting Standards
and advanced computer knowledge on Integrated Financial Management
Systems.
1.10 SENIOR PUBLIC RELATIONS OFFICER I - 1 POST (RE – ADVERTISED)
1.10.1 DUTIES AND RESPONSIBILITIES.
• Analyse
public criticisms, complaints directed against the University and scrutinize
for reaction
• Produce
and distribute posters and other materials for purpose of marketing of
university programs.
• Participate
in handling protocol and travel arrangements for University dignitaries
• Assist
in preparing radio talk shows and TV
shows/interviews for senior University officials
1.10.2 QUALIFICATION AND EXPERIENCE

Master Degree in Journalism, Public Relations, Mass
Communication, or any Social Sciences with a major in communication from a

position in a reputable organization/Institution.
1.11 SENIOR LIBRARY OFFICER II – 1 POST (RE – ADVERTISED)
1.11.1 DUTIES AND RESPONSIBILITIES.
• Select
and order information resources.

Plan and administer library services.
Maintain
relevant websites and e-mail addresses and facilitate access of information
from internet.
• Manage
electronic information access.
• Carry
