The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.

The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments. Effective discharge of functions towards achievement of the EAC mission requires policy research to inform the Community’s decision-making processes.

The overall objective of the EAC Policy Research Unit is to enhance implementation of EAC’s programmes and projects by Partner States. The specific objectives are to:- strengthen research and policy analysis capacities of the EAC Secretariat; and to enhance development and coordination of evidence-based regional policy research in the EAC. The EAC Secretariat received a grant from the African Capacity Building Foundation (ACBF) to operationalise the EAC Policy Research Unit for a period of 4 years. Part of the funding will be applied to support staff under this unit.

Applications are invited from suitably qualified candidates who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following non-established position tenable at East African Community Secretariat.

Job reports to: Principal Research Fellow

Job Purpose:
This position will provide technical support services to policy research and analysis relating to the EAC Policy Research Unit.

Duties and Responsibilities:
The Senior Research Fellow shall perform the following functions:

Design a Regional policy and strategy for research relating to diverse sectors;
Coordinate the design and development of qualitative and quantitative research tools;
Lead in the formulation and prioritization of research programmes and activities, with emphasis on issues of priority to the East African Region;
Initiate research programmes and activities, and provide technical support in the analysis and reporting on socio-economic trends in the Region;
Present at least one research paper every four months at the internal “Economic Policy Research Series”;
Develop a mechanism for exchange of research outputs, both at Regional and International levels, including regular internal policy briefs;
Create and follow-up networking activities with Regional and International research Think-Tanks;
Co-ordinate and supervise the work of Consultants who may be assigned to conduct research activities on behalf of the East African Community from time to time;
Work closely with the East African Community’s Resource Mobilization Office to identify and mobilize resources for financing of the prioritized research activities;
Represent the East African Community in policy dialogue in different forums; and
Carry out any other related duties as may be assigned by the Principal Research Fellow.

Qualifications and Experience:
Academic and Professional Qualifications

A Masters Degree in Economics, Public Policy, Development Studies, or other relevant qualification from a recognized and accredited academic institution. A PhD degree will be an added advantage;

Work experience

At least 10 years’ experience in coordinating and managing research activities in reputable public sector/or private organisations.

Skills and Competencies:
Proven track record in undertaking research including at least 5 relevant publications in national/regional and/or international journals;
Demonstrated capabilities to effectively co-ordinate with different levels of players such as inter-governmental agencies as well as policy institutes/academic institutions, civil society, development partners and private sector;
Excellent communication, analytical and presentation skills as well as good interpersonal abilities;
Essential knowledge of Microsoft Office Applications and analytical computer programmes for social research; and
Proficiency in both written and spoken English. Knowledge of French is an added advantage.

Education Qualifications and Relevant Working Experience:
Education Qualifications

All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.

Relevant Work Experience

Internship, training, apprenticeship and clerkship will not be considered as relevant work experience.

Terms and Conditions of Service:
This is a non-established position tenable for an initial contract of one (1) year renewable subject to the performance and availability of funds.
