Senior Information Technology Officer

The Civil Aviation Safety and Security Oversight Agency (EAC-CASSOA) is a self accounting institution of the East African Community. The Agency is looking for highly motivated, result-driven and qualified professionals from citizens of East Africa Community Partner States for the following position in the EAC-CASSOA.

Job reports to: Deputy Executive Director Finance and Administration

Job Purpose:

The Senior Information Technology Officer (SITO) is responsible and accountable for the smooth running of EAC-CASSOA computer systems, implementation and maintenance of all IT related projects of the Agency.

Duties and Responsibilities:

  1. Supervise the IT department operational and strategic planning, including fostering innovation and planning;
  2. Manage information technology and computer systems of the Agency;
  3. Plan, organise, control and evaluate IT and electronic data operations of the Agency;
  4. Design, develop, implement and coordinate systems, policies and procedures of the Agency;
  5. Identify problematic areas, implement strategic solutions to them in time, and develop prevent measures to deter their re-occurence;
  6. Audit systems and assess their outcomes;
  7. Preserve IT assets, information security and control structures;
  8. Supervise and assess the performance of Information Technology Officer;
  9. Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals;
  10. Ensure that the data hosting provider is reliable and safe;
  11. Ensure security of data, network access and backup systems;
  12. Establish and maintain regular written and in-person communications with the management and end users regarding pertinent IT activities;
  13. Regularly maintain and update information on the Agency website;
  14. Ensure Agency IT systems and infrastructure are kept up to date and secure;
  15. Develop an information/data disaster recovery and backup scheme for the Agency;
  16. Prepare the Annual Programme of Activities and Budget for the department; and
  17. Perform any other duties that may be assigned by supervisor.

Qualifications and Experience:

Education:
  1. Master's degree in Computer Science /Computer Engineering/ Information Technology or equivalent qualification from a recognized university. A Bachelor's degree in Computer Science/Computer Engineering/Information Technology is a must;
  2. Practical Knowledge supported with certificates in web designing/development, Programming, hardware maintenance and networking is added advantage.
Experience:
  1. At least 8 years’ experience in the field of Information Technology, particularly in area of data management, systems administration and Integration,  3 of which in senior position;
  2. Hands-on experience with computer networks, network administration and network installation; and
  3. Proven working experience as an IT manager or relevant experience

Eligibility:

Applicants should not be more than 55 years old by 1st July 2016.

Terms and Conditions of Service:

The above is an established position within the EAC-CASSOA organization structure and has a five year term contract renewable once upon satisfactory performance and meeting of age limit requirements. The Senior Information Technology Officer will be appointed by the EAC-CASSOA Board of Directors.
